Calamity Basin Habitat Treatment Project

Grand Mesa, Uncompahgre and Gunnison N.F.

Site Visit held 2 August 2011 at 10:00amMT

The Pre-Bid for the Calamity Basin Project was held on August 2, 2011 at the site in the Uncompahgre Plateau. On site for the Forest Service were Julie Grode, Wildlife Biologist and Project Manager for the project, Dan Grey; wildlife aid who laid the project out and myself as the e COR. Greg Austin, Trails Travel Management, Gunnison Ranger District, USDA Forest Service

Attendees: Jack Gray representing his own company, Albert Velasquez representing Rue Logging Randy Spadafora representing D and S Construction

Area Covered: We walked to and through the project area with the contractors explaining the contract specs, objectives and expectations. Most of the questions were able to answered within the framework of the contract but several issues, clarifications and/or additions were identified during the course of the tour.

Clarifications:

1. All Ponderosa Pine will be avoided during implementation. Schedule of items should have stated Pinyon-Juniper. See revised schedule of items attachment.

2. The upper treatment diameter (dbh) for stems within the project area is 12" dbh for all species.

3. Treatment percentage for the project area is 80% of the operable area is to be treated. To the greatest extent possible, inoperable or sensitive areas have been identified and flagged, however if more of these areas are found during implementation, they will be excluded but WILL NOT COUNT TOWARD THE 20% of the area to be left. In other words, more than 20% of the area could be left as untreated and still meet project objectives.

4. CLARIFICATION SECTION C .4.4:

Motorized travel beyond the intersection of 405.2B and 405.2C is currently prohibited. A physical barrier is currently in place blocking an old trail/road. The Forest Service will be responsible for removing and reinstalling this barrier both prior to and after completion of the project. Access will be granted for all vehicles to a meadow identified at the pre-bid meeting to facilitate fueling and servicing project equipment when completing the Mesa South and Mesa North Units. Access beyond this "meadow" will be limited to implementation equipment ONLY unless extraordinary circumstances arise. These situations must be coordinated with the COR/Inspector prior to use unless a situation is deemed as an emergency.

Periodic maintenance of the road/trail surface as well as maintenance, restoration of water bars or tank traps will be completed by the contractor prior to acceptance and payment of the project. This also includes access trails from the "meadow" to treatment units Mesa North and Mesa South. Post treatment seeding will be completed by the Forest Service.
