CONSTRUCTION
311.04 Weather Limitations
Chloride and Bentonite additives may be applied to the road surface during a light rain provided they: (1) penetrate the road surface, (2) do not raise the moisture content above optimum moisture, and (3) do not flow to low areas or off the road surface.
311.05 Water Truck
Water trucks shall have a minimum capacity of 3000 gallons and a delivery system that exceeds 250 gallons per minute that can uniformly water road widths from 8 to 24 feet. At least two adjustable spray heads are required for adjusting the spray pattern and delivery rate.
Water trucks must not exceed load limits when crossing over highway structures and must not leak water.
311.06 Motor Grader
Motor graders must have at least 150 horsepower, have the ability to articulate, and equipped with a calibrated slope meter (Airdraulic Slope Meter No 2 or equal). They must have standard cutting edges with less than ½ inch wear when tested with a string line. Moldboards with carbide tipped cutting edges are not permitted for mixing. Motor graders can not be used for mixing liquid additives on roads that have grades exceeding two percent. Motor graders can not be used for mixing on roads with widths less than 18 feet.
311.07
Rotary Mixing Machines
Rotary milling machines, traveling pug mills and cross shaft mixers must exceed 100 horsepower, and capable of uniformly mixing both additives and water to the specified depth in one pass.
311.08
Roller Pneumatic-tire rollers must have smooth tread tires of equal size that will provide a uniform compacting pressure for the full width of the roller and capable of exerting a ground pressure of at least 80 pounds per square inch.
311.09
Additive Application General: Furnish, maintain and operate application equipment such that additives are applied uniformly on variable widths of surface. Correct overlapping or skipping between spread sections. Remove solid chloride spills from the job site if contaminated. Protect the surface of adjacent structures and trees from spattering or marring. Discharge additives only in areas approved by Contracting Officer, and do not allow to flow into ditches or stream courses. If bentonite and solid chloride are used, they may be applied on top each other and then mixed concurrently. If bentonite and liquid chloride are used, bentonite is mixed first, then chloride is applied and mixed. The maximum allowable variation from the specified application rate is 10% of the specified rate for individual distributor loads, and 2% of the specified rate for the entire project.
Solid Additives: Spread solid additives with equipment that uniformly distributes the additive on the road surface over a width not less than the rotary mixer width. Provide the scale weights of additive in distribution vehicles prior to application. Provide a written summary of the weight of all material placed on a daily basis.
311.10
Preparation Of Road Surface Redistribute aggregate surfacing materials to at least the specified treatment depth across the road to the specified width. Unless otherwise directed by the Contracting Officer, road surface crowns must be four to six percent prior to mixing additives. Where SHOWN ON
THE DRAWINGS; (1) Remove and dispose of slide material, vegetation and other debris from roadbed shoulders, ditches, culvert inlets and outlets, (2) Reshape the roadbed shoulders, ditches and culvert inlets and outlets, and (3) Remove or grind off the top of large aggregate that cannot be covered with the specified aggregate depth.
311.11 Additive Application
Rate Testing Check the application rate of each distributor on a daily basis when and where directed by the
Contracting Officer. Check the rates in accordance with the FS Region One Quality
Assurance Field Testing of Calcium and Magnesium Chloride Materials Test procedure. This procedure is available upon request from USDA Forest Service, Regional Materials
Engineering Center, P.O. BOX 7669, MISSOULA, MONTANA 59807.
311.12
Mixing The specified depth of treatment is 2.5 inches plus or minus one half inch of aggregate in its loose state. The treatment depth must be consistent across the road surface and be consistent with crown requirements in Subsection 311.10. Measure loose depth or berm size continuously during the mixing process. Do not contaminate surfacing aggregate with road subgrade or shoulder material. Multiple applications and mixing passes are normally required to obtain the specified application rates and uniformity of both additive and water, and for reaching the required moisture content. Moisture contents must be within two percent but not exceeding optimum moisture. If the mixture is above optimum moisture, aerate by blading or mixing on the road surface prior to compaction. After mixing is complete, shape the road surface to the required cross section and compact as specified within two hours.
Motor Grader. Excavated the road surface to the depth specified, blade into a uniform sized berm and measure to assure size is uniform and cross sectional area is correct. Level the berm to accept the additive application, then blade mix until a uniform mixture is obtained.
Apply and mix liquid additives in increments less than 0.30 gal/SY. After all additive has been applied, mix the entire berm by moving it from one side of the road to the other until the
Contracting Officer(CO) determines that uniform mixing has been achieved. Maintain road surface crown during mixing to assure a uniform thickness of treated material during final shaping. As soon as practical, but no more than 1 hour after mixing, blade to a uniform depth across the road surface. Apply and blade mix water into the mixed material until moisture contents are within two percent of optimum. If the mixture is above optimum moisture, aerate by blading or mixing on the road surface prior to compaction.
Rotary Mixing Machines. For solid additives, apply the specified amount of product to the road to be treated and mix to the specified depth. For liquid additives, first loosen the road surface; apply a portion of the additive and mix to prevent runoff. Repeat the application and mixing process until the required application rate and specified depth are achieved. Check mixing depth continuously during mixing.
311.13
Compaction Operate rollers that meet the requirements specified in Subsection 308.05 over the full width of road until visual displacement ceases, making no fewer than three complete passes.
Uniformly apply water when directed by the CO. Do not flatten the road crown during compaction. Blade the rolled surface prior to the last roller pass, to remove irregularities and produce a smooth even surface. Complete rolling within 4 hours of mixing.
311.14
Surface Treatment Apply the road surface treatment within 24 hours of road surface compaction done in accordance with Section 311.13. Temperatures of liquid products must be above 40 degrees
Fahrenheit. The Contracting Officer may specify additional applications of water to dissolve solid additives or to increase moisture content in the aggregate surfacing.
311.15
Maintenance & Opening
Traffic Open the treated road surface to traffic within 30 minutes following treatment. Traffic control and the prevention of vehicle coating is the contractor's responsibility. If additive or treated surface materials are picked up by vehicles, apply road surfacing blotter material, and if necessary apply more additive to repair the damage. No compensation will be made for blotter or the additional additive to correct these problems. Reductions in payment may be made where traffic control and repair of the treated surface are not adequate.
311.16
Public Safety Provide, erect, and maintain all necessary barricades, suitable and sufficient warning lights, danger signals, and warning signs. Take all necessary precautions for the protection of the work and safety of the public. All signs and devices remain the property and responsibility of the Contractor. Provide signs that conform to current MUTCD standards.
Position warning signs to define work areas so they are readily visible to the traveling public.
Locate signs no more than one mile in advance of any activity. Post signs only when machinery is working.
Remove berms of materials or other obstructions prior to the end of each day’s operations.
Berms or other obstructions are not acceptable during overnight, weekends, and holidays. If, due to weather conditions or equipment breakdowns, berms or obstructions can not be removed, sign them as a hazard and visibly illuminate at night.
Do not obstruct vehicular traffic more than thirty (30) minutes.
Submit a traffic control plan for Government approval prior to starting work.
311.17
Protection of Property Do not damage public and private property along and adjacent to the project. Repair or replace any damaged or destroyed property.
311.18
Protection of Utilities Make all necessary arrangements to prevent damage to railways, telegraph, telephone, power lines or other utilities. Assume all responsibilities should damage occur.
MEASUREMENT & PAYMENT
311.19
Measurement and Payment Compensation provided for in the contract is full payment for performing all contract work in a complete and acceptable manner. All risk, loss, damage, or expense arising out of the nature or prosecution of the work is included in the compensation provided by the contract.
Work required by the contract will not be paid for directly unless a PAY ITEM for the work is DESIGNATED IN THE SCHEDULE OF ITEMS.
Work referenced for measurement under another section will not be paid for directly unless a
PAY ITEM for the work is DESIGNATED IN THE SCHEDULE OF ITEMS for the referenced section.
Work not paid for directly is considered to be included under the other contract PAY ITEMS.
Unless otherwise shown, work measured and paid for under one PAY ITEM will not be paid for under any other PAY ITEM.
No payment will be made for work performed in excess of that staked, ordered, or otherwise authorized.
When more than one class, size, or thickness is specified in the SCHEDULE OF ITEMS for any PAY ITEM, suffixes will be added to the item number to differentiate between the items.
311.20
Units of Measurement Payment will be by units defined and determined according to measure. Unless otherwise specified, the meanings of the following terms are as follows:
Lump Sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.
Ton. 2000 pounds
311.21
Methods of
Measurement One of the following methods of measurement for determining final payment is
DESIGNATED IN THE SCHEDULE OF ITEMS for each PAY ITEM:
Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.
Actual Quantities (AQ). These quantities are determined from measurements of completed work.
311.22
Basis The accepted quantities will be paid for at the contract unit price for the pay item shown in the SCHEDULE OF ITEMS, with the following exceptions:
When each hauling/distribution vehicle cannot be readily weighed to determine quantities, determine the actual weight of material in full vehicles at the start of the project. Thereafter, the number of vehicle loads applied to the road surface can be used for quantity determination, provided each load is full, each load is completely emptied on the project, and material lost from the load is deducted. The Contracting Officer may direct the additional check weighing of loaded and empty vehicles at any time.
For products applied to the road surface, the rate is expressed as gallons per square yard for liquid products and expressed in pounds per square yard for solid products. If the actual application rate is less than specified, the remaining additive must be applied and if necessary mixed into the surface and compacted at locations and application rates designated by the
Contracting Officer. If the application rate used by the contractor is greater than specified and additional material is required to complete the project coverage, the additional material must be furnished, applied and if necessary mixed into the surface and compacted at the
Contractor's expense.
