Section 311 – ROAD SURFACE STABILIZATION (2/09 edition)

Description

311.01 This work consists of preparing existing road surface and the furnishing, application and mixing of specified additives to stabilize aggregate road surface materials. After mixing, the road is shaped, compacted, and a final chloride application placed on the finished surface. This work must be completed between May 1 and September 1. Where this work is part of a rock crushing contract, a 10 day delay for laboratory mix design should be expected between the end of crushed aggregate placement and the start of road surface stabilization construction.

Materials

311.02 Additive Requirements

Calcium Chloride Solid

The chemical composition of 94% calcium chloride solid and conform to ASTM D 98 requirements except as follows:

Calcium Hydroxide (Ca(OH)2): 0.3% Maximum

Total alkaline chlorides as NaCl: 5% Maximum

Solid Calcium Chloride particle size: 100% pass the 3/8" screen, 80% to 100% pass the #4 screen, and 0% to 5% pass the #30 screen.

Chemical composition is determined on a percent by weight basis by ASTM E 449. Liquid chloride additives are not permitted because the high application rates flow on the road surface and create high and low concentration areas in the road surface.

Construction Requirements

311.04 Weather Limitations. Do not apply bentonite or chloride additives to a road surface that contains free moisture or standing water. Additive mixing and compaction must be completed prior to rains.

311.05 Water Truck. Water trucks shall have a minimum capacity of 3000 gallons and a delivery system that exceeds 250 gallons per minute that can uniformly water road widths from 8 to 24 feet. At least two adjustable spray heads are required for adjusting the spray pattern and delivery rate. Water trucks must not exceed load limits when crossing over highway structures and must not leak water.

311.06 Motor Grader. Motor graders must have at least 150 horsepower, have the ability to articulate, and equipped with a calibrated slope meter (Slope Meter No 2S or equal). They must have standard cutting edges with less than ½ inch wear when tested with a string line.

311.07 Rotary Mixing Machines. Rotary milling machines, traveling pug mills and cross shaft mixers must exceed 100 horsepower, have a drum width over seven feet, add water and measure volume used, and uniformly mix both additives and water to the specified mixing depth in one pass without creating segregation.

311.08 Roller. Pneumatic-tire rollers must have smooth tread tires of equal size that will provide a uniform compacting pressure for the full width of the roller and capable of exerting a ground pressure of at least 80 pounds per square inch. Wipers must be available to prevent buildup on tires.

311.09 Additive Application Equipment. Furnish, maintain and operate application equipment such that additives are applied uniformly on variable widths of surface. Equipment must: (1) have ground radar systems with an on-board totalizer that shows application rate and total product used and (2) uniformly distribute the additive on the road surface over a width not less than one half the road width. The maximum allowable variation from the specified application rate is 10% of the specified rate for individual distributor loads, and 2% of the specified rate for the entire project.

311.10 Preparation of Road Surface. Redistribute aggregate surfacing materials to at least the specified treatment depth across the road to the specified width. Unless otherwise directed by the Contracting

Officer, road surface crowns must be four to five percent on road tangents and curves not requiring super-elevation. Blade the road to these crowns prior to the application and mixing of additives. Measure road crowns according to frequency in Table 311-1 and record data on Table 311-2.

311.11 Stabilization Application.

General: Correct overlapping or skipping between spread sections. Remove solid chloride spills from the job site if contaminated. Protect the surface of adjacent structures and trees from spattering or marring.

Discharge additives only in areas approved by Contracting Officer, and do not allow to flow into ditches or stream courses. If both bentonite and solid chloride are used, they may be applied on top each other and then mixed concurrently. Adjust bentonite application rates to zero percent moisture based on moisture contents determined in Section 311.03. Determine weights of additive in distribution vehicles prior to application. Record weights and application locations for each load of additive on Table 311-2.

Testing: Check the application rate of distributors on a daily basis, when and where directed by the

Contracting Officer. Check the application rates at the frequency and by the procedures in Table

311-1. The tolerance for application rates is plus or minus 10% of the specified rate both in the longitudinal direction and across the road width. Record application rate test results on Table 311-

2.

311.12 Mixing. Mix additives with rotary mixing machines. The specified mixing depth and tolerances are shown on the plans. Measure depth along the compacted road shoulder at frequencies indicated in Table

311-1. The mixing depth must be consistent across the road surface. Mixed aggregate sizes must not be segregated. Measure mixing depth continuously during the mixing process and record results on Table 311-

1. Do not contaminate surfacing aggregate with road subgrade or shoulder material. Multiple applications and mixing passes may be required to obtain the specified application rates and uniformity of both additive and water, and for reaching the required moisture content. Moisture contents must be within one percent but not exceeding optimum moisture as determined by laboratory mix design. Take moisture samples and determine moisture content as indicated in Table 311-1 and record on Table 311-2. If the mixture is above optimum moisture, aerate by blading or mixing on the road surface prior to compaction. After mixing is complete, shape the road surface to the required cross section that achieves a uniform loose depth of aggregate and compact when moisture is within one percent of optimum.

311.13 Compaction & Reblading. Operate rollers that meet the requirements specified in Subsection

311.08 over the full width of road until visual displacement ceases, making no fewer than three complete passes. Roller speed must not exceed 5 miles per hour. Uniformly apply water when directed by the CO.

Do not flatten the road crown during compaction. After initial compaction is complete, recreate crown specified in Section 311.10. Make additional roller passes to remove irregularities and produce a smooth even surface. Complete compaction within 4 hours of mixing.

311.14 Calcium Chloride Surface Application. Apply the chloride road surface treatment within 24 hours of completing the reblading and compaction on each project. Prior to the surface treatment the

Contracting Officer may specify the following: additional blading and compaction, additional applications of water to dissolve solid additives or to increase moisture content in the aggregate surfacing. Determine weights of additive in distribution vehicles prior to application. Record weights and application locations for each load of additive on Table 311-2. Perform application rate tests according to requirements in

Subsection 311.11, at frequency indicated in Table 311-1. The 10% tolerance applies to this application rate. Record results on Table 311-2.

311.15 Maintenance & Opening Traffic. Submit a traffic control plan for Government approval prior to starting work. Do not obstruct vehicular traffic more than thirty (30) minutes. Flag personnel are required during the application and mixing of additives. If additive or treated surface materials are picked up by vehicles, apply road surfacing blotter material, and if necessary apply more additive to repair the damage.

No compensation will be made for blotter or the additional additive to correct these problems. Reductions in payment may be made where traffic control and repair of the treated surface are not adequate.

311.16 Public Safety. Provide, erect, and maintain all necessary barricades, suitable and sufficient warning lights, danger signals, and warning signs. Take all necessary precautions for the protection of the work and safety of the public. All signs and devices remain the property and responsibility of the Contractor. Position warning signs to define work areas so they are readily visible to the traveling public. Locate signs no more than one mile in advance of any activity. Post signs only when machinery is working. Provide signs that conform to current MUTCD standards.

Remove berms of materials or other obstructions prior to the end of each day’s operations. Berms or other obstructions are not acceptable at night, or during weekends, and holidays. If, due to weather conditions or equipment breakdowns, berms or obstructions can not be removed, sign them as a hazard and visibly illuminate at night.

311.17 Protection of Property

Do not damage public and private property along and adjacent to the project. Repair or replace any damaged or destroyed property.

311.18 Protection of Utilities

Make all necessary arrangements to prevent damage to railways, telegraph, telephone, power lines or other utilities. Assume all responsibilities should damage occur.

311.19 Acceptance.

See Subsections 311.03, 311.10, 311.11, 311.12 and 311.14 for required submittals, sampling, testing and measurements. See Table 311-1 for additional requirements. Record all information on Table 311-2 and provide a copy to the Contracting Officer each day.

Additives will be evaluated under Subsections 106.02, 106.03 and 106.04. Construction of road surface stabilization will be evaluated under Subsections 106.02 and 106.04.

311.20 Measurement.

Measure the Section 311 items listed in the bid schedule according to Subsection 109.02 and the following as applicable.

When each hauling/distribution vehicle cannot be readily weighed to determine quantities, determine the actual weight of material in full vehicles at the start of the project. Thereafter, the number of vehicle loads applied to the road surface can be used for quantity determination, provided each load is full, each load is completely emptied on the project, and material lost from the load is deducted. The Contracting Officer may direct the additional check weighing of loaded and empty vehicles at any time.

For products applied to the road surface, the rate is expressed as pounds per square yard for solid products.

If the actual application rate is less than specified, the remaining additive must be applied and if necessary mixed into the surface and compacted at locations and application rates designated by the Contracting

Officer. If the application rate used by the contractor is greater than specified and additional material is required to complete the project coverage, the additional material must be furnished, applied and if necessary mixed into the surface and compacted at the Contractor's expense.

Payment

311.21 The accepted quantities will be paid at the contract price per unit of measurement for the Section 311 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this

Section. See Subsection 109.05
