Design Criteria
All activities are designed to protect water resources by avoiding potential erosion as follows:
1. Best Management Practices modified from the Forest Service Handbook 2509.22 "Soil and Water Conservation Practices Handbook" would be implemented to minimize effects to soil and water resources.
2. No in-stream activities would occur (construction or crossing) between September 1 and July 15 in order to protect bull trout and westslope cutthroat trout.
3. Silt fence would be constructed at the toe of the fill slope on all new construction.
4. All constructed fill slopes would be seeded with approved seed mix.
5. A minimum of one spill containment kit will be on-site at all times when equipment is working. The kit will be of an appropriate size for the equipment on site and will be able to limit the spread of petroleum products in the stream and soil.
6. A maximum of four back-and-forth crossings will be allowed for the duration of the project. Each equipment crossing will be preceded by blocking the upstream end of the project site with a net, disturbing the site by walking (herding) fish out of the site, and immediately blocking the downstream end of the site with a second net. When the equipment comes back to the road, the nets will be pulled out of the stream to allow fish passage through the site during the night.
7. The contractor will need to minimize the number of days on site by working with a larger crew, or working longer hours during each day to minimize the number of days of disturbance to bull trout.
8. Excess earth pulled from the trail side of the bridge will be wasted in a location approximately 100 feet up the trail as designated by the COR. The waste material will be blended in with the local area and seeded. Straw wattles will be used to control erosion immediately below the wasted material.
