Government Personnel Introductions:

Attendees:

Don Ewy, Focused on the Forest

Contract Highlights Held the prebid meeting from 0930-1030. Four contractors showed up.

Engineer clarified questions they had but informed the contractors to submit all questions answered and any other question to the Contracting Officer.

Contractors were informed that to bid the contract as written and not to assume things will be dropped or modified. Example was quality control. If called for in the solicitation bid accordingly and don’t assume it will be waived.

Contractors were showed slides that depicted the flood damage from last fall and the condition of the roads impacted from the flood. This was to serve as a visual aid since we cannot get out to the field to look at examples of damaged roads.

One contractor indicated they could not access the Road Maintenance videos in their entirety from the link at Fedbizops. The engineer also experienced problems with the buffering. After the prebid meeting the engineer went directly to the weblink via Internet Explorer and the videos ran smoothly.

Contractors should access the video directly by typing in the pathway in Internet Explorer if they are having problems with the solicitation link.

Questions and Answers:

Question 1: In Section B Schedule of Items, the line Item 203(02) Removal of Structures and Obstructions (Off National Forest Lands) in the base year bid schedule and each option year appears to be duplicated (listed twice). Is there a difference between the two lines items or is this a duplication?

For the same line item the Unit is listed as Ton, should this be Each instead?

Answer: The Schedule of Items is in error and is a duplicate. There should only be one line Item for 203(02) Removal of Structures and Obstructions (Off National Forest Lands), Method of Measurement CQ-Contract Quantities. The unit of measure is correct and is by the TON. Most landfills along the front-range measure have scales to measure tons.

Question 2: It was stated at the preconference that the only counties that the work is being included in is Larimer and Boulder County. The RFP has multiple other county wage determinations included. For pricing reasons is the work only going to be in these two counties?

Answer: Work under this IDIQ will be limited to Boulder County and Larimer County..

Question 3: If the mobilizations are per task order how do we handle the mobilizations if there are multiple sites per task orders that require additional mobilizations?

Answer: Each Task Order will identify the road location sites and the intent of the pay item for main mobilization to the work area. With multiple sites within a project area it is difficult to estimate these small mobilizations as contractors may have the ability to walk the equipment from site to site. It is the Government intent to group sites geographically to the extent possible. If additional mobilization costs are necessary the Government shall include additional mobilization mileage in the Task Order at their discretion.

Question 4: Can we substitute currently owned equipment that exceeds the size that is called out on the bid schedule? If so is that piece of equipment looked at, price wise, for the size submitted or the size in the RFP?

Answer: The equipment listed in the contract is intended to be the minimum. Equal or greater size equipment will be accepted but no additional allowance or pay items shall be allowed above those priced in the accepted Schedule of Items unless otherwise approved by the Contracting Officer.

Question 5: Pay Item 203(01) Removal of Culverts and 203(02) refer to the Removal of Structures to an off National Forest lands. What would be the bid distance required for transport of this material? The distances for transport of these materials will significantly affect pricing.

Answer: The closest approved landfill for Larimer County is the Larimer County landfill (970-498-5770) just south of Fort Collins, Colorado. Boulder County does not have an approved but may have transfer stations. In addition recycling should be considered for metal waste materials. Contractor shall determine a reasonable haul distance based on the above.

Question 6: 203(02) refers to the Removal of Structures and Obstructions to an off National Forest lands. This pay item is vast in differences of what and how the materials are excavated, removed, transported, and disposed of. An example of what we are asking for would be the difference in cost to remove a sign vs removing an inlet or culvert. The other concern is the measurement of quantity for these items. The pricing difference between these items is significant. Is the Government willing to add additional bid items to the schedule to reflect the differences?

Answer: It is recognized that the pay item for 203(02) Removal of Obstructions (Off National Forest Lands) can cover a wide variety of structures and the costs will vary. Please leave this pay item blank and work will be negotiated on a Task Order by Task Order basis due to the variability. Cost entered for this pay item they will be disregarded during the evaluation process.

Question 7: 211(01) and 211(02). Roadway Obliteration. Work shall also include any removal of such features as culverts, gates, and signs. This pay item is vast in differences of what and how the materials are excavated, removed, transported, and disposed of. An example of what we are asking for would be the difference in cost to remove a sign vs. removing an inlet or culvert. The other concern is how many of these structures are we to assume in you pay item of 1 mile. Can you please provide clarification as to what we are to assume?

Answer: The pay items for 211(01), 211(02), and 211(03) Roadway Obliteration shall only be for work associated with the obliteration or closing of the roadway. Large items such as removal of culverts, gates, and large signs shall be paid for under pay item 203(02) Removal of Obstructions and negotiated on a Task Order basis (See Question #6).

Question 8: Are the individual task orders competitively bid or are they going to be based off of RFP bid line item pricing? A concern would be that the bid line item pricing does not have the exact location of the specific project, scope, and will affect the means and methods needed to accomplish this work?

Answer: Individual Task Orders will be competitively bid and the RFP bid line item pricing will be used as a basis. The scope of work should be considered the geographic area identified in the solicitation and in some case the Task Order project area maybe closer than what was estimated and some cases further than what was estimated. Schedule of Items does contain some pay items that are based on actual quantities to take into account differing means and methods.

Question 9: Will be spiral culverts or annular culverts?

Answer: Section 707.02 in the FP-03 Specification Book covers the requirements for metallic-coated Corrugated Steel Pipe. Bid as helical corrugations.

Question 10: Notes 1 and 2, It is confusing to provide two separate note for “General Mobilization” and “Mobilization”. Both notes talk about per task order but I only see “Mobilization” CLINS.

Answer: The intent of Notes 1 and 2 are to establish a mobilization rate per mile as every Task order will have different Mobilization Mileage (Example Task Order One mobilization distance to the project maybe 100 miles vs Task Order Two which may have a mobilization distance of 150 miles). Note 2 describes that there will be no incidental mobilization miles between roads identified within the project area (Example if contractor has to move his equipment from road A to road B both of which are within the Task Order Project Area no mobilization mileage will be allowed.
