Discussions:

1. The RFP was reviewed, from title page through Section M:

· Zones were explained (Zone 1 is for Apache County; Zone 2 is for Navajo and Coconino Counties; Zone 3 is for Greenlee County.

· Wage determinations were discussed, one for each county/geographic area.

· Line Item 15, laborer, will be used for hand crews or additional help requested by government for work on a task order.

· Line item 39 a & b were discussed. The award of these items will be based on best value to the government as determined by the Contracting Officer.

· The roadway edge thickening does not show any doweling into existing, will details in a T.O. show how to make that construction joint? Answer: Actually the roadway edge thickening is not relative to the concrete repairs, we have one typical for contracts that show all of the details. The roadway edge thickening is for new concrete roadway and would be placed monolithically with the roadway and would not require doweling. Refer to the Concrete Repair Section B-B for what would be done under this contract.

Forestwide Roads IDIQ 2009

· What asphalt mix are you looking for? Answer: I am using an ADOT 409 misc. mix for bidding. The parent specification for Section 404 - Minor Hot Asphalt Concrete in the STANDARD SPECIFICATIONS FOR CONSTRUCTION OF ROADS AND BRIDGES ON FEDERAL HIGHWAY PROJECTS, FP-03, U.S. Customary Units, requires: "an aggregate gradation and asphalt binder of a quality conforming to those normally used locally be either Federal or State agencies for the type of work being constructed". Typically up here the state is using a PG Binder, which for our area is a PG 64-22 or PG 58-28 which is listed in the schedule of items for the Asphalt items.

· The type A paint is acrylic water based, is this correct? Answer: Type A - conventional traffic paint with type 1 glass beads. STANDARD SPECIFICATIONS FOR CONSTRUCTION OF ROADS AND BRIDGES ON FEDERAL HIGHWAY PROJECTS, FP-03, U.S. Customary Units, requires the conventional traffic paint to meet AASHTO M248. I believe you are referring to Type B - Waterborne Traffic Paint.

· With paving, a parking lot with a lot of cut and hand work will take a lot longer than a road. How do you suggest basing this item on? The same is true for almost all other items. If there is a day's worth of work, I can account for all costs although they will be higher than if the work is to take a week. The price falls as the quantity goes up as well as an accurate concept of actual work. What do typical T.O. look like? Answer: I can not say what a typical parking lot would be. We did break down the bid items to less than or equal to 300 Ton of hot mix and greater than 300 Ton of hot mix to account for the difference in price for larger quantities. Typically the asphalt depth would be 3". The placement is for a crew and equipment by hourly rate so I am not sure what additional costs you are referring to if it takes a day vs. a week. Asphalt patching, by the S.F. would be a minimum of 1 days work.

· None of the dirt work surrounding concrete and asphalt can accurately be measured. None of the slopes are given, as well as, what kind of cross sections exist to get to grade. Answer:

The slopes, shoulders widths etc. will be on a project by project basis. We pay for the dirt work under other items, not under the concrete or asphalt items. So a task order would list the equipment & hours needed, aggregate, borrow etc. needed in addition to the concrete s.f. price and the asphalt prices.
