SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS
B.1 SCHEDULE OF ITEMS.
The proposed item prices will be used to determine the maximum price of each item number. Task orders shall be issued; firms may bid only for line items of work which were awarded as a result of the technical evaluation of the proposal submitted.
Proposals shall be valid for 60 days after the date of receipt for the solicitation. If additional time is needed, an extension will be requested. Refer to Section L for instructions on preparing your proposal and pricing.
B.2 ESTIMATED QUANTITY.
All quantities listed in the contract schedule are estimates only and do not reflect actual quantities to be completed over the life of the contract. Actual quantities to be completed in any given year are dependent on the needs of the forest, weather conditions and/or budget. Only certain bid line items may be included on a task order in any given year. The quantities to be completed, the maximum dollar limits, or a combination of such will be used to determine maximum completed quantities on any given task order.
It is anticipated that more than one contract may result from this solicitation. This is an indefinite delivery, indefinite quantity contract. The bid total will be determined for evaluation by taking the quantity times the maximum unit price. This contract has four options which may be exercised by the Government. Reference FAR 52.216-18, FAR 52.216-19, FAR 52.216-22, and AGAR 452.216-72.
Travel charges include travel, per diem, or other mobilization costs for each round trip to each forest listed and are to be included in the unit prices.
For additional information on location of project sites, see Section C.1.1.2.
Prices provided are to be the maximum price a Contractor can bid for those line item tasks on a task order. Individual task orders will be competitively issued between contractors awarded under this program in accordance with Section G.1. Orders may be issued by facsimile or by electronic commerce methods (email).
Notes:
1. Unit prices prevail.
2. Each successful contractor will be guaranteed the stated minimum amount or an award of a task order equaling or exceeding guaranteed minimum amount during the base year only. Option year renewals do not carry the guaranteed minimum.
3. All contractors being awarded a contract under this anticipated multiple award IDIQ solicitation will be given a fair opportunity to competitively quote on individual task orders. See section G.1 for information on issuance of task orders.
4. Base and option year dates. (Also Reference FAR 52.216-18 ORDERING (OCT 1995)

B.3 NON-DISCRIMINATION STATEMENT.
The U.S. Department of Agriculture (USDA) prohibits discrimination in all its programs and activities on the basis of race, color, national origin, age, disability, and where applicable sex, marital status, familial status, parental status, religion, sexual orientation, genetic information, political beliefs, reprisal, or because all or part of an individual’s income is derived from any public assistance program. (Not all prohibited bases apply to all programs.) Persons with disabilities who require alternative means of communication of program information (Braille, large print, audiotape, etc.) should contact USDA’s TARGET Center at (202) 720-2600 (voice and TDD). To file a complaint, write to USDA, Director, Office of Civil Rights, 1400 Independence Avenue, S.W., Washington, D.C 20250-9410, or call (800) 795-3272 (voice) or (202) 720-6382 (TDD). USDA is an equal opportunity provider and employer.
| B.4 | CONTRACTOR’s ESTIMATED MAXIMUM CAPABILITY. |
| Each contractor is required to state their estimated maximum capability for performing this type of work subject to the following criteria. (THIS MUST BE RETURNED WITH PROPOSAL.) |
My yearly capability identified above is broken down into a seasonal capacity to complete:
; No. miles of unit boundary layout ; No. miles of boundary tree marking ; No. miles of boundary tree re-marking ; No. miles of GPS traversing ; No. acres of tree marking (<33% trees marked) ; No. acres of tree marking (33-50% trees marked) ; No. acres of tree re-marking ; No. plots timber cruising (measure plots) ; No. plots timber cruising (count plots) ; No. trees timber cruising (tree tallies) ; No. cruise trees measured Combined: No. miles boundary tree marking, no. miles of GPS traversing, no. acres of tree marking and no. measure plots for timber cruising # of crew personnel available for multiple task orders in a field season This estimate addresses the likelihood of task orders running concurrently, given that multiple forests/districts may require any of the tasks listed above similar dates.

C.2.2 TECHNICAL DEFINITIONS
Adequately Stocked Understory: Regeneration established at a minimum of 150 + seedlings/saplings per acre. Usually associated with overstory removals but may be used with other prescription types. Numbers required to meet minimums may vary and will be specified in each task order.
Advanced Regeneration: Seedlings or saplings that develop or are present in the understory.
Basal Area (BA): The cross-sectional area of a single stem, including the bark, measured at breast height (4.5 feet from the ground on the uphill side of a tree). The cross-sectional area of all stems of a species or all stems in a stand measured at breast height and expressed per unit of land area.
Bole: The stem portion of a tree.
Boundary Tree: Trees generally not to be removed; these trees permanently or temporarily mark the unit boundary for identification. Trees used for boundaries should be live trees a minimum of five inches DBH. They generally meet the requirements of a desirable leave trees, but is not required in all situations.
Canopy Cover: The proportion of the ground covered by a vertical projection of the outermost perimeter of the natural spread of foliage, plants or slash, including small openings within the canopy. Note: total canopy coverage may exceed 100% because of layering of different vegetative strata.
Conifer Encroachment Control: A harvest prescription designed to remove commercial sawtimber or non-commercial conifers from meadows or aspen clones.
Culmination of Mean Annual Increment (CMAI): The age in the growth cycle of a tree or stand which the mean annual increment (MAI) for height, diameter, basal area, or volume is at maximum.
Crown Class: A category of tree based on its crown position relative to those of adjacent trees. Types of crown classes are the following:
· Codominant: A tree whose crown helps to form the general level of the main canopy in even-aged stands or in uneven-aged stands, the main canopy of the tree’s immediate neighbors, receiving full light from above and comparatively little from the sides.
· Dominant: A tree whose crown extends through the upper layer of the forest canopy of even-aged stands or in uneven-aged stands, above the crowns of the tree’s immediate neighbors and receiving full light from above and partial light from the sides.
· Emergent: A tree whose crown is completely above the general level of the main canopy, receiving full light from above and from all sides.
· Intermediate: A tree whose crown extends into the lower portion of the main canopy of even-aged stands, or in uneven-aged stands, into the lower portion of the canopy formed by the tree’s immediate neighbors, but shorter in height than the codominants and receiving little direct light from above and none from the sides.
· Leader Above Brush: The terminal leader of the tree is above the surrounding brush while the middle or lower crown may be whtin nthe brush canopy.
· Leader Overtopped by Brush: The crown of the tree is completely overtopped by the surrounding brush.
· Leader Within Brush: The terminal leader and upper crown of the tree is within the brush canopy.
· Open-Grown (isolated): Tree crowns receive full light from above and from all sides. In even-aged stands, these trees have their crowns well above the general canopy.
· Overtopped (suppressed): A tree whose crown is completely overtopped by the crowns of one or more neighboring trees – the vigor of overtopped trees varies from high to low depending on individual circumstances.
· Predominant: A tree whose crown has grown above the general level of the upper canopy.
· Remnant: Tree that remain from a previous managament activity or catastrophic event. The tree is significantly older than the surroudngin vegetation. Remnant trees do not form a canopy layer and are usually isolatated invididuals or in small clumps.
Cruise: 1) A forest survey used to locate and estimate the quantity of timber on a given area according to species, size, quality, possible products, or other characteristics. using species, diameter, height, defect, and other tree characteristics. 2) the estimate obtained from such a cruise.
Cruise Tree: A tree occurring at a predetermined count interval, to be cruised in Sample Tree Timber Cruising methods.
Cut Tree Marking (CTM): Trees to be removed will be marked.
Damage/Defect: Any features (resulting intrinisically from physicological tree growth or from agents such as wind, snow, animals, insects, disease or equipment, e.g. knots crooks, conks, decay, splits, sweep, bad sawing, or injury) that lowers the utility or commercial value of timber and may therefore lead to lower grade or rejection as a cull. Notes: 1. Whether a particular feature is classed as a blemish, imperfection, or defect depends on the relevant specifications or grading rules, or the purpose for which the timber is intended. 2. A sound defect is one free from decay.
Designation by Description/Prescription (DxD/DxP): A method of marking where certain species of trees, live or dead trees, or other descriptive characterisitcs are used to identify cut and/or leave trees in order to minimize paint use. Task orders will identify description methods for particular units.
Diameter at Breast Height (DBH): Diameter of the tree at 4.5’ on the uphill side of the tree.
Diameter Inside Bark (DIB): Diameter of the wood portion of a stem or log; estimated as the diameter outside bark minus twice the bark thickness.
Diameter Outside Bark (DOB): Diameter of a stem or log that includes both the inside and the bark.
Even-Aged Stand: A stand of trees composed of a single age class in which the range of tree ages is usually less than +/-20 percent of rotation.
High grading: The removal of the most commercially valuable trees (high-grade trees) often leaving a residual stand composed of trees of poor condition or species composition. Note: high grading may have both genetic implciations and long-term economic or stand health implacations.
Inclusions: Areas within a unit or site, having uniform characteristics differing from those of the site in general and creating a distinct division between the adjacent vegetation types. Inclusions can be of differing species, density, age, diameter, height, etc. and may require a different tree marking prescription than that of the rest of the site. These areas will be identified in task orders.
Inoperable Areas: Undesignated areas, within a unit, where logging equipment cannot operate due to adverse topography or ground conditions and therefore should not be marked for harvest. Inoperable areas may include but are not limited to: rock outcrops, steep rocky slopes, sandy or riparian areas. If unclear, Contractor and Government will agree as to what constitutes an inoperable area at task order pre-work meetings.
Intermediate Treatment: Any treatment or tending designed to enhance growth, quality, vigor, and compositions of the stand after establishment or regeneration and prior to final harvest.

Specifically, marks shall be placed with tracer paint at or around DBH, approximately two-four inches wide, and be visible from all sides of the tree, unless otherwise specified in task orders. Stump marks (see definition later in this section) are also included as a ‘mark’.
Marking Guidelines: The specific direction for marking each site/inclusion within a unit, provided with each task order.
Mature: Pertaining to a tree or even-aged stand that is capable of sexual reproduction (other than precocious reproduction), has attained most of its potential height growth, or has reached merchantability standards. Within uneven-aged stands, individual trees may become mature but the stand itself consists of trees of diverse ages and stages of development.
Merchantability Standard: The bole portion of a tree that is suitable for sale and is specified by minimum DBH, DIB or DOB, and bole/stem length. The merchantability standard may vary by project and will be identified in task orders.
No Treatment Area: Areas within a unit/site where silvicultural treatments are not currently planned. No treatment areas may be identified on task orders.
On-line: When marking boundary trees, “on-line” is defined as a point along a line when sighting from one flag, to the next adjacent flag.
Opening: An opening in a site or stand occurs when the diameter or dimension of a non-forested area is two or more times greater than the height of the surrounding conifer stand.
Overstory Removal: The cutting of trees constituting an upper canopy layer to release trees or other vegetation in an understory.
Phenotypic Traits: Visual, physical appearance of an adult tree that causes one to believe that offspring from that tree will also have similar characteristics. Preferred phenotypic traits are full symmetrical crowns, straight bole, small branch size, dense dark foliage and evidence of being prolific cone producers.
Pole: A tree of a size between a sapling and a mature tree, generally between 5 and 7 or 8 inches DBH.
Pre-commercial Thinning: The removal of trees not for immediate financial return but to reduce stocking to concentrate growth on the more desirable trees.
Regeneration Method (syn. Reproduction method): A cutting procedure by which a new age class is created. The primary methods are:
1. Even-aged Methods: Regenerate and maintain stand within a single age class.
a. Coppice: A regeneration method where regeneration is achieved from stump sprouts or root suckers.
| i. | Coppice Selection: only selected stems of merchantable size are cut at each felling, giving even-aged stands. |
| ii. | Coppice with Reserves (syn. coppice with standards): Reserve trees are retained to attain goals other than regeneration. |
b. Clearcutting: the cutting of essentially all trees, producing a fully exposed microclimate for the development of a new age class. Regeneration can be from natural seeding, direct seedling, planted seedlings, or advance reproduction. Cutting may be done in groups or patches, or in strips. When the primary source of regeneration is advance reproduction, the preferred term is overstory removal.
With Reserves: Clearcutting in which varying numbers of reserve trees are not harvested to attain goals other than regeneration.
c. Seed Tree: The cutting of all trees except for a small number of widely dispersed trees retained for seed production and to produce a new age class in fully exposed microenvironment. Seed trees are usually removed after regeneration is established.
With Reserves: some or all of the seed trees are retained after regeneration has become established to attain goals other than regeneration.
d. Shelterwood Seed Cut: The cutting of most trees, leaving those need to produce sufficient shade to produce a new age class in a moderated microenvironment. The sequence of treatments can include three types of cuttings:
| i. | Preparation Cut (optional): To enhance conditions for seed production. |
| ii. | Establishment (Seed) Cut: To prepare the seed bed and to create a new age class. |
| iii. | Removal Cut: to release established regeneration from competition with the overstory. |
Cutting may be done uniformly throughout the stand (uniform shelterwood), in groups or patches (group shelterwood), or in strips (strip shelterwood). In the latter, regeneration cuttings may progress against the prevailing wind.
With Reserves: some or all of the shelter trees are retained after regeneration has become established to attain goals other than regeneration.
2. Uneven-aged Selection (syn. all-aged methods): Regenerate and maintain a multi-aged structure by removing some trees in all size classes either singly, in small groups, or in strips.
1. Group Selection: trees are removed and new age classes are established in small groups. The width of the groups is commonly approximately twice the height of the mature trees with small openings providing microenvironments suitable for tolerant regeneration and larger openings providing conditions suitable for more intolerant regeneration.
With Reserves: some trees are not cut to attain goals other than regeneration within the group.
b. Single Tree Selection (syn. individual tree selection): Individual trees of all size classes are removed more or less uniformly throughout the stand, to promote growth of remaining trees and to provide space for regeneration.
Release: A treatment designed to free young trees from undesirable, usually overtopping, competing vegetation. Treatments include:
a. Cleaning: A release made in an age class not past the sapling stage to free the favored trees from less desirable individuals of the same age class that overtop them or are likely to do so. Also, a treatment designed to eradicate individual trees infected with dwarf mistletoe.
b. Liberation: A release treatment made in a stand not past the sapling stage to free the favored trees from competition with older, overtopping trees.
c. Weeding: A treatment in stands not past the sapling stage that eliminates or suppresses undesirable vegetation regardless of crown position.
Resource Grade GPS: use of approved GPS received that meet the accuracy requirement necessary for determining the desired area accuracy as defined in FSH 2409.12, Chapter 50. Information concerning the approved and appropriate equipment is maintained by the Missoula Technology and Development Center (MTDC) and Forest Management Service Center in Ft. Collins, CO, and can be found at http://www.fs.fed.us/fmsc/measure/geospatial/index.shtml.
Riparian/Riparian Zone: Related to, living, or located in conjunction with a wetland, on a bank of a river or stream but also at the edge of a lake or tidewater. A terrestrial area, other than a coastal area, of variable width adjacent to and influenced by a perennial or intermittent body of water. Note: the riparian community significantly influences and is significantly influenced by the neighboring body of water.
Rotation: In even-aged systems, the period between regeneration establishment and final cutting. Note: rotation may be based on many criteria including mean size, age, culmination of mean annual increment (CMAI) attainment of particular minimum physical or value growth rate, and biological condition.
Rotation Age: In even-aged systems, the age established, for a site of trees, at which time the site is prescribed for regeneration.
Salvage: The removal of dead trees, or trees damaged or dying because of injurious agents other than competition, to recover economic value that would otherwise be lost.
Sample Tree Cruising: A method of timber cruising for which it is essential to know the total number of trees that have been designated for harvest and to identify individual cruise trees that occurred at a specified count interval.
Sanitation: The removal of trees to improve stand health by stopping or reducing the actual, or anticipated, spread of insects and disease.
Sapling: Usually a young tree larger than a seedling but smaller than a pole; generally between 1 and 5” DBH.
Seedling: Usually a young tree less than 1” DBH, which must have survived a minimum of one year and be expected to be able to produce the desired future stand condition specified.
Seed Tree: A tree left standing for the sole or primary purpose of providing seed. These trees typically have a full, well-developed crown, capable of vigorously producing cones.
Snag: A standing dead, in any phase of decomposition, or a living tree that has 10% or less live crown.
Spacing: The horizontal distance from the trunk of one leave tree to the trunk of the next nearest leave tree.
Stand (syn. Site): A contiguous group of trees sufficiently uniform in age-class distribution, composition, and structure, and growing on a site of sufficiently uniform quality to be a distinguishable unit. Individual sites may require a different tree marking prescription from that of an adjacent site in the same unit.
Stocking Level: The total basal area of conifers only meeting the merchantability standards identified in task orders. The stocking level will be measured in square feet of basal area per acre.
Streamcourse: The area along a stream (including the stream) with riparian vegetation and other riparian characteristics.
Stump Mark: A paint mark at or near ground line (painted on the tree and not on the ground) on the downhill side of any boundary, cut, leave, or any other tree marked with tracer paint. Stump marks must be large enough to be conspicuous if scraped or chipped off. Avoid marking on moss or loose bark that could easily be removed from the tree; best placement is in sinuses or tree crevices on the low side of the tree.
Thinning: A cultural treatment made to reduce stand density of trees primarily to improve growth, enhance forest health, or recover potential mortality. Types of thinning include the following:
1. Free: The removal of trees to control stand spacing and favor desired trees, using a combination of thinning criteria without regard to crown position.
1. Mechanical (syn. geometric thinning): The thinning of trees in either even- or uneven-aged stands, involving removal of trees in rows, strips, or by using fixed spacing intervals.
1. Thinning from above (syn. crown thinning): The removal of trees from the dominant and codominant crown classes in order to favor the best trees of those same crown classes.
1. Thinning from below (syn. low thinning): The removal of trees from the lower crown classes to favor those in the upper crown classes.
1. Variable Density Thinning: Altering the spacing identified in the prescription to select the most desirable tree(s). The average spacing may vary + or - 20% of the designated spacing in order to select the best leave trees without numerically changing the average number of leave trees per acre.
Uneven-Aged Stand: A stand with trees of three or more distinct age classes, either intimately mixed or in small groups.
Visual Marking: Areas where paint marks are placed on trees so as to reduce the visual impact from specified view areas such as roads, recreation sites, private residences, etc. Specific visual marking guidance will be provided with task orders.
Wetland: A transitional area between aquatic and terrestrial ecosystems that is inundated or saturated for periods long enough to produce hydric soils and support hydrophytic vegetation.
Whip: Any slender tree that the wind causes to lacerate the crowns of its neighbors or one which has suppressed growth causing poor form, small crown formation, limited diameter growth, and spindly appearance. A whip tree will not respond to release.
Wildlife Trees: Standing dead or live trees left for nesting, feeding, perching and shelter for birds and mammals. Trees may be marked with paint and/or designated with a tag stating it is a wildlife tree or as identified at task order pre-work meetings.
