The Contractor will be required to keep all roads open and not block traffic with operations.

GENERAL MARKING GUIDES: Over the entire area, the following guides will apply:

1. Timber Marking will be in accordance with Master Contract and FSH 2409.12

2. In all units, any tree displaying evidence of wildlife nesting and caching will be left. If a Goshawk nest is located, stop working in that area, note location and contact the CO, COR, or district wildlife biologist immediately. (Section C.4.2.5.2)

3. Paint colors used for boundary, cut tree mark (CTM), or leave tree mark (LTM) shall adhere to the national scheme in the following table:

5. Only live trees > 5” DBH shall be used for boundary trees.

Task B7 Tree Re-marking: Bitmore Units 101 and 102 (sanitation/salvage/commercial thin): CTM: removing ¼ to 1/3 of the current basal area (BA); trees were marked with blue and green tracer paint. Locate all trees previously marked with blue and green tracer paint, and remark to freshen up the paint. Trees may be located using maps/shapefiles and residual field evidence of old paint, chips, and stump marks. Old paint color shall not be completely covered by new paint color; some old paint must remain visible.

Task B6 Tree Marking: Caribou Mesa

Units 1, 2, and 8 (shelterwood seed cut): LTM: remove ½ the live BA 7” DBH or greater, retaining the best formed, disease-free, seed-producing trees on site. Feather marking along meadow boundary, leaving more trees the closer you get to the meadow. Remove the overstory where existing acceptable understory is: > 600 TPA, and generally > 3’ tall, for > ¼ acre.

Task B6 Tree Marking: South Tongue

Unit 1 – (commercial thin, 10 acres): CTM thin lodgepole pine 5” DBH and greater, retaining the best form, and the least amount of dwarf mistletoe infected trees. Thin across all diameters 5” and greater to a spacing of 17’ on average, to achieve a crown spacing of 10’. Minor conifer species such as Engelmann spruce, subalpine fir, and Douglas-fir will generally be selected for retention to ensure their continued presence in the stand. However, when minor conifer species are encountered in small scale pockets of atypical proportions to what was sampled in the stand exam, minor species will be cut to meet the target reserve basal area. All aspen and limber pine will be reserved if encountered.

Unit 2 – 60 acres[footnoteRef:10] (commercial thin, 50 acres): CTM thin lodgepole pine 5” DBH and greater to a residual BA of 100ft²/ac. Retention will focus on trees retaining the best form and least amount of disease infection. [10: These acres will be updated prior to award. The acres should be laid out on the ground in AUG/SEP.] and (group selection[footnoteRef:11], 10 acres[footnoteRef:12] [5- 2 acre groups]): CTM all trees 5” DBH and greater in designated/flagged groups to remove approximately 15% of the unit. [11: Because the groups for Units 2 & 3 are not laid out yet, the locations on the map are approximate. Groups for these units will be laid out by time of award. ] [12: This will change when the boundary is finalized, and will be up to 20% of the total acreage.]

Unit 3 – 42 acres (commercial thin, 34 acres): CTM lodgepole pine 5” DBH and greater to a residual BA of 100ft²/ac. Retention will focus on trees retaining the best form and least amount of disease infection. All aspen and limber pine will be reserved if encountered.

and (group[footnoteRef:13] selection, 8 acres [4 – 2 acre groups]): CTM all trees 5” DBH and greater in designated/flagged groups to remove approximately 15% of the unit. [13: See footnotes 5 and 6.]

Task B11/B12 Timber Cruising–Sample Tree Tally/Identification and Cruise tree Measurements: South Tongue

Units 1, 2, and 3: shall be sample tree cruised. Quantities will vary within unit, and will be a percentage of the number of trees the contractor marks for removal (CTM). The cruise plan and National Cruise System files (FSCruiser) shall be provided to the Contractor after award, and prior to beginning this task.

This task (B11) shall be conducted concurrently with Task B6 (South Tongue Units only). All submittals to the Government, shall follow protocols outlined in Sections C.4.1.8 and C.4.2.9 of the parent contract.

GENERAL CRUISING GUIDES: Over the entire cruise area, the following guides will apply:

1. Timber Cruising will be in accordance to FSM 2440, FSH 2409.12, and FSH 2409.12-10 Regional Supplement.

2. Merchantability specs shall adhere to Table 3 in this Task Order. Only trees >5” DBH shall be cruised.

3. Tallied trees shall be marked/numbered in red, non-tracer/water-based, paint.

4. Red glo[footnoteRef:14] or orange glo[footnoteRef:15] flagging (Contractor’s discretion) shall be utilized to identify tallied trees. [14: Contractor’s discretion about supplying either color, as long as they tell the FS which one they have selected.] [15: See footnote 8.]

OPTIONAL UNITS

Task B3 Boundary Re-marking: Billy Creek

Units 14, 37, and 38: black out all orange tracer paint along boundary as shown on Task Order map. Mark boundary in new location[footnoteRef:16] as shown on Task Order map using orange tracer paint. Quantity of miles may vary by unit; actual miles will be updated upon task order award. Use visual marking, as shown in Figure 1, in locations visible from US Highway 16 and the Hazelton Road. Unit identification tags shall be posted approximately every 200’ on boundary trees. [16: Because unit boundaries are not laid out yet, the mileage is estimated. It is on the schedule to be completed in AUG/SEP.]

Unit 40: locate and paint additional trees along the boundary using visual marking. Visual marking in this unit only shall consist of one stripe facing the interior of the unit and a stump mark on each painted tree. Unit identification tags shall be posted approximately every 200’ on boundary trees.

Contractor-Furnished Property: the Contractor shall provide their quality control plan, inspection sheets for each task and location, red water-based/non-tracer paint for marking cruise trees, and red glo[footnoteRef:17] or orange glo[footnoteRef:18] flagging for identifying cruise trees. [17: See footnote 11.] [18: See footnote 11.]

While performing tasks in the field, the Contractor shall have a copy of the parent contract, this Task Order, and appropriate unit map(s) with them at all times.

Prior to paint delivery to the Contractor, the Government shall inspect and approve the Contractor’s secure, locking facility for tracer paint, empty cans, and unit identification tag storage.

Government-Furnished Property: Tracer paint (various colors) and unit identification tags, a copy of the cruise design and implementation plan, and FS Cruiser files. Unit shapefiles for GPS and copies of unit prescriptions shall be provided upon request from Contractor. Tracer paint and tags to be picked up in Sheridan, WY or as agreed to with Forest Service.
