NRCS Attendees:

Alice Klink, Southeast Area Biologist, Project Inspector Tami Lanier, Contracting Officer

Responses are due Monday, 9/13/10, by 2pm CST.

Responses can be e-mailed to tami.lanier@wi.usda.gov.

A complete response includes:

1. Signed SF-1449 – complete blocks 17a, including DUNS #, 17b and 30a-30c

2. Complete price schedule with all prices filled in

3. Narrative that addresses the evaluation factors of Similar Experience & Approach and Past Performance information

4. Be registered in Central Contractor Registration, www.ccr.gov

5. Have annual Representations and Certifications in ORCA, http://orca.bpn.gov

Completion Dates:

Seedbed Preparation for Site 1 – 9/30/10 Treat Existing Cover for Sites 2 & 3 – 9/30/10 Native Grass Seeding, Sites 1, 2 & 3 – after 10/22/10 and before snow cover exceeds 3” Post Planting mowings, Sites 1, 2 & 3 - through August, 2012

This project is a small business set aside. If teaming arrangements occur, the small business awarded the purchase order must provide 51% of the labor required for the project. The Small Business Administration determines small business size standards, visit www.sba.gov for additional information.

All employees must be US citizens.

No action will occur until a pre-work meeting has occurred between the Contractor and Alice Klink, NRCS Inspector.

Contractors may invoice once an individual line item is complete and accepted.

Q1:Can we utilize a tractor instead of an ATV for treatment of woody vegetation?
A1:No. We are required to minimize our impact/footprint in these areas during treatment. If you can demonstrate that the equipment you wish to use will accomplish this it can be considered, but do not assume it is possible for purposes of bidding.
Q2:Can you clarify exactly what woody vegetation should be treated within the zones identified on the plan?
A2:You only need to treat woody vegetation that is 2” DBH or less
Q3:Can diesel fuel be used?
A3:No. The specifications require colored bark oil.

Q4:Are Davis-Bacon wage rates required for this contract?
A4:No
Q5:Can quotes be faxed/e-mailed instead of delivered by the due date/time?
A5:Quotes can be e-mailed. Quotes cannot be faxed.
Q6:Will the various seed zone types be flagged by NRCS?
A6:Yes
Q7:If crops are not removed from site #1 prior to September 30, do we disk up the corn?
A7:No. It is anticipated that crops will be removed in time to meet the performance spec for this item. If crop removal is delayed, performance time for this item will be extended.
Q8:Can we use a no-till drill to seed the sites?
A8:No. Seed must be surface-applied.
Q9:If we plan on using a tub broadcast seeder, are we required to use a carrier?
A9:No. If you can demonstrate that your tub seeder can be calibrated to the required rate and achieve even distribution, a carrier will not be required.
Q10:What does “all planting materials shall be properly protected against harm…” mean in the Statement of Work?
A10:It means you must protect the seed from wind, water and animal damage prior to application. There are no other erosion control requirements.
