SECTION 01 57 13
EROSION CONTROL DURING CONSTRUCTION
A. General. Drawings and general provisions of the Contract, including General
1.2 DESCRIPTION OF WORK.
A. Scope of Work. The Contractor shall provide all labor, tools, equipment, and materials necessary to furnish the soil erosion controls where shown on the drawings, required by the enclosed NPDES Storm Water Permit issued by the WVDEP, where directed by Contracting Officer’s Representative (COR), and as specified herein. The location and scheduling of these measures shall be as shown in the Contractor's approved Storm Water Pollution Prevention Plan. The cost of all erosion control measures shall be included in the price Bid for the Contract.
1.3 QUALITY ASSURANCE
A. Scheduling. Where erosion is likely to be a problem, clearing and grubbing operations should be so scheduled and performed that grading operations and permanent erosion control features can follow immediately thereafter if the project conditions permit; otherwise temporary erosion control measures will be required between successive construction stages. These erosion control measures shall be maintained in effective operating condition during construction until final seeding and site restoration occurs. Special attention must be given to dewatering activities to minimize release of silt laden water off-site. The sediment free flows shall only be released into storm sewers, stream channels, or other stabilized drainage receptors and not onto exposed soils or any other site where flows could cause further erosion.
B. Dust Control. Dust generation shall be minimized, including wetting down of unpaved areas during the construction activities as directed by the COR.
C. Operation Limits. The COR will delineate the area of excavation and backfilling operations in progress commensurate with the Contractor's capability and progress in keeping the finished grading, mulching, seeding, and other such temporary or permanent control measures current in accordance with the specifications. Should seasonal limitations make permanent control measures unrealistic, temporary erosion control measures including seeding and mulching shall be taken immediately. Surplus excavated material and equipment storage is prohibited within 200 feet of any stream bank, in wooded areas, or in other environmentally sensitive areas. For any surplus excavated materials to be disposed of on-site, do so as approved by the COR. The Contractor shall utilize measures as described herein to prevent erosion and sedimentation at the disposal site(s).
43331*15*7/1/2009 01 57 13 - Page 2 of 15
D. Site Containment. Site access will be limited and protected to prevent off-site tracking of soil and sediment from construction traffic. Any off-site tracking of sediment will be cleaned up immediately to prevent any sedimentation escaping off-site.
E. Conflicts. In the event of conflict between these requirements and pollution control laws, rules, or regulations of other Federal or State or local agencies, the more restrictive laws, rules, or regulations shall apply.
F. Referenced Standards
1. WVDOH - West Virginia Department of Transportation, Division of
Highways.
2. Soil Conservation Service (Natural Resources Conservation Service)
3. WVDEP - West Virginia Department of Environmental Protection
A. Storm Water Pollution Prevention Plan. The Contractor shall submit a Storm Water Pollution Prevention Plan for approval. The Storm Water Pollution Prevention Plan shall be submitted to the West Virginia Department of Environmental Protection, Division of Water and Waste Management, Permitting and Engineering Branch, 601 5th Street SE, Charleston, WV 25304. (Contact Person: As identified on the enclosed NPDES Storm Water Permit, (304)926- 0495).
This plan shall include location of all specific erosion control devices and the schedule of their installation and removal. The plan shall include location of erosion control devices on the site plan. No stockpiling of material will be permitted until the Plan has been approved. Contractor shall provide a copy of each of the approved Storm Water Pollution Prevention Plan to the COR.
B. NPDES Storm Water Permit for Waste or Borrow Sites. The Contractor shall be responsible for obtaining a separate NPDES Storm Water Permit for any waste or borrow site(s) to be utilized in conjunction with this project. The Contractor shall be responsible for meeting all construction related requirements, including payment of application fees.
A. General. The Contractor shall limit the surface area of erodible earth material exposed by the clearing and grubbing, excavation, borrow, and fill operations and provide immediate permanent or temporary control measures to prevent contamination of adjacent streams or other water courses, lakes, ponds, or other areas of water impoundment. Such work will involve the construction of temporary ditch checks, filters, benches, dikes, dams, sediment basins, slope drains, and use of temporary mulches, mats, seeding or other control and contain devices or methods necessary to control erosion and sedimentation. The Contractor shall prepare and submit an erosion control plan in advance of the work. This plan shall include site plans of the work area, barrier details, erection and removal schedules, etc. If work is suspended for any reason, the Contractor shall maintain the soil erosion and sedimentation controls in good operating
43331*15*7/1/2009 01 57 13 - Page 3 of 15 condition during the suspension of the work. Also, when seasonal conditions permit and the suspension of work is expected to exceed a period of one month, the Contractor shall seed, fertilize, and mulch all disturbed areas left exposed when the work is stopped.
B. Permanent Erosion Control. The Contractor shall incorporate all permanent erosion control features into the project at the earliest practicable time. Except where future construction operations will damage slopes, the Contractor shall perform the permanent seeding and mulching and other specified slope protection work in stages, as soon as substantial areas can be made available. This will require the establishing of final grades and application of fertilizer, seeding and mulching. When directed by the COR, the temporary items of fertilizer, seeding and mulching materials shall be used. No areas where construction is completed shall be left for longer than 7 days without, as a minimum, temporary seeding.
Any disturbed area that will not be actively under construction for a period of 7 days or more shall be temporarily stabilized immediately by fertilizer, seeding and mulching or by anchored straw mulch. Temporary control measures will be used when and as directed by the COR to correct conditions that develop during construction that were not foreseen during the design stage; that are needed prior to installation of permanent control features; or that are needed temporarily to control erosion that develops during normal construction practices, but are not associated with permanent control features on the project. Silt barriers shall be maintained until grass has grown.
