Questions and Answers Pest Control

1. When pricing for tick control, should I price based on the total acreage or by the boundary around the acreage? If it this the boundary, can you provide the amount of acres for the boundary areas? See response below.

2. Are we able to use the Buffalo Turbine airblast sprayer as stated on page 16 C.24.? Yes, the sprayer is available. Also it is written on page 3 C.4.4 that a UTV (Utility Terrain Vehicle) may be used on the trails with a mounted sprayer equipment attached for pest control. A UTV will be allowed for use on the trails specified in this contract where they will fit. A 4-wheeler will not be allowed.

3. Would it be correct that the acreage listed on exhibit 6 reflects the entire acreage of each facility rather than the mowed acreage of the facilities? See response below.

4. Can you confirm which pest control companies are working on this project? The interested vendors listed in FedBizOpps doesn’t necessarily reflect who actually submits proposals. Vendors submit themselves on the website, but any company submitting a proposal has to provide information relative to the information requested.

5. Will we be allowed to sub contract some of the work? Yes, subcontracting is allowed.

6. I know in the RFP Exhibit for tick control there is approx 500.3 acres. Do you have a total area that is mowed within those acres that we will be treating? I know in the RFP it states for us to treat the mowed areas of the areas in the exhibit. See response below.

7. What vehicles are authorized for use on the trails to perform the pest service? UTV, horse, bicycle. No 3-wheelers, 4-wheelers, or motorcycles. Some other equipment may be permissible upon prior CO or COR evaluation and approval.

Acreage:

Exhibit 6 “TICK TREATMENT AREAS” gives the approximate acres of each location to be treated. The layout of most of these areas is somewhat compact, thus requiring most of the ground area to be treated within a given area, excluding a few slivers and small pockets of wooded areas and drainage ditches that would not necessarily need to be treated.

We used GIS mapping software to delineate each separate area you see in Exhibit 6, which is not an exact process in this case without using on-the-ground professional GPS units; however, the acreage shown will be somewhat close.

Each area shown in Exhibit 6 was outlined in the mapping program in a way that left out adjacent wooded areas and other non-treatment areas as much as possible while small interior untreatable sections were simply included in the overall boundary used to determine the acreage of each particular location. Narrow buffer areas were added around all areas to include the edge of woodlines outside of the mowing zones in order to prevent an underestimate of acreage on our part, and also because we realize that treating these edge areas may be desired to help reduce tick numbers in the mowed areas (as determined necessary by the bidder to meet desired control levels). An example of one area outlined in this area is attached to this response.

Note that the locations listed in Exhibit 6 with the comment “Special Circumstance” may or may not need to be treated during each visit to treat the remainder of that facility, depending on current needs. Those areas account for approximately 53.6 acres of the 500.3 approximate total acres of all areas shown in Exhibit 6.

We have not determined the total number of acres that are mowed within these areas. As section C2 states: “All mowed areas within each listed facility’s management boundary are to be protected by tick and mosquito spraying. Trails shall be treated to include a protective buffer to limit trail users’ contact with target insects (approximately 10-15 foot minimum beyond edges of trails).”
