FRANCIS MARION RANGER OFFICE

Special Requirements:

1. All contractors and/or subcontractors for the construction of the 3” water line shall be licensed in South Carolina for the type work being performed. All contractors and/or subcontractors for the construction of the 3” water line shall also be approved by the Berkeley County Water and Sanitation Authority (BCWS) prior to beginning any work on the water line.

2. Contractor shall provide Berkeley County Water and Sanitation Authority (BCWS) with a bond in the form of a cashier’s check, letter of credit or other acceptable security in the amount of 15% of the final construction cost of the 3” water line and appurtenances. The bond shall be accepted by BCWS to indemnify BCWS for any costs and expenses incurred by BCWS for any repairs and remedy any defect occurring within the water system or arising out of or incidental to the use of defective material, improper workmanship or failure to comply with the plans and specifications. The bond must be for a period of two (2) years from the date of transfer of the water system to BCWS and be approved in writing by BCWS. The security shall empower BCWS to draw on funds on deposit in an institution of the Contractor’s choice, or accept such funds for deposit to its own account, and be in an amount equal to 15% of the construction cost of any improvements which have been constructed, installed and completed in compliance with the contract.

3. Contractor shall furnish BCWS with three (3) complete sets of “As Built” drawings of the completed 3” water line. The “As Built” drawings shall be prepared by a registered SC professional engineer or land surveyor. The engineer or land surveyor shall seal and sign a short certification statement on the as-built drawings attesting to the As-Built location of the lines and appurtenances. The As Built drawings must be prepared using the State Plane Coordinates System, North American Datum (NAD) ’83, and elevations must be based on North American Vertical Datum (NAVD) ’88. Only information pertinent to the 3” water line being transferred to BCWS should be shown on the plan view As-Built drawings. All drawings shall be generated with AutoCAD and an electronic file shall be provided to BCWS in portable document format (pdf).

4. Weed and Disease Prevention

- Contractor shall furnish and provide the means of washing and treating construction equipment to remove seeds, plants, and plant fragments from equipment before the equipment is used on National Forest System Lands.

- Notify the COR in writing at least 15 days before moving any construction equipment onto National Forest System Lands. Construction equipment does not include cars, pickup trucks, and other vehicles that regularly travel between the construction site and areas outside of National Forest System Lands.

- Provide the COR with the opportunity to monitor the washing and inspection.

- Use a high pressure washing system.

- For work on National Forest System Lands, use a washing system that traps all wash water and either stores it for removal from National Forest System Lands or recycles the water for continued use. If the equipment recycles the water, provide adequate filters for seed removal. Dispose of the filter material and removed seeds in an approved manner. Do not mix soaps, detergents, or other chemicals with the wash water.

5. Contractor shall maintain traffic on Steed Creek Road (Hwy 133) at all times during construction operations. Contractor shall provide all signs, flagman, lights, barricades as needed for the safe passage of vehicles on Steed Creek Road during construction of the water line and building site. All signs, flagman, lights, barricades, etc. shall be in accordance with MUTCD.
