"NOTE: Please be sure to certify in ORCA for the NAICS specified on the contract form or elsewhere in this solicitation."

SCOPE OF CONTRACT: Contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits, licenses, transportation, and incidentals necessary to perform trail construction and restoration on the Shawnee National Forest.

Payment will be based on the Actual Quantity (AQ) the contractor completes and the government accepts.

CONTRACT REQUIREMENTS: Specified major work includes new trail construction requiring the basic clearing and grubbing, 36” finished trail tread excavation along with all necessary drainage structures, trail restoration, aggregate surfacing and base course. Trail restoration shall include, but not limited to brushing and restoring of the original trail template, 36” to 48” finished trail tread excavation with grade dips; construction drainage structures, aggregate surfacing and base course.

The center line of the new trail section is located and trail tread shall be a full-bench cut construction within a 6’ corridor. Contractor will be responsible for locating and constructing grade dips and grade reversals as necessary to allow for adequate trail surface drainage. All additional structures and items shall be located and staked on the ground before construction begins.

PROJECT LOCATION: The project is located in Southern Illinois, on the Shawnee National Forest.

HIDDEN SPRINGS RANGER DISTRICT: Gallatin, Saline, and Pope County in Illinois.

ESTIMATED START DATE: August 23, 2010 (10 days after NTP)

USE OF MOTORIZED EQUIPMENT NON WILDERNESS: Trail excavation shall be accomplished by mechanical means with equipment that fits the specified trail width. All trails shall be built by using a small, low impact trail construction machine with a track width of less than 60 inches or hand built to minimize soil disturbance.

ADDITIONAL INFORMATION: Most trails are located in forested areas with moderate to heavy vegetation beside and overhead. Due to the restricted width of the maintained trails, most locations do not allow access for over-road vehicles, this makes placement of aggregate difficult. Access roads are available for use to trail heads and access points along the trail, but the haul distances could be up to approximately 2.5 miles on some of the trails. Contractor shall be required to haul aggregates over the trail in vehicles suited for the narrow trails from the closest on-road stockpile site. Access roads for your use are available in some locations; they include County, Township, and Forest Service Roads on National Forest. Some National Forest roads could be very difficult to traverse due to the poor condition of the road surface and may require work before suitable for over-road equipment. Repair of these roads is acceptable, but will not be paid for directly under this contract unless agreed to in writing by the Contracting Officer (CO). In most cases it will be for the contractor’s convenience and is incidental to the work being preformed.

The timber rattlesnake is legally protected under the Illinois Endangered Species Protection Act, and a violation is a Class A misdemeanor. (Class A misdemeanors carry a fine of up to $1,000 and up to 364 days in jail.) Contractor is to notify the CO of any timber rattlesnake sighting.

SPECIAL NOTE: Approximately 22.3 miles of new construction of trails are currently being designed. The following table is the trails and approximate miles of construction for each trail. A final design with estimates and maps will be completed by the pre-bid meeting on June 15, 2010.

B-2 Basis for Award

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value – the proposal most advantageous to the Government, price and other factors and sub-factors considered.

2. As stated in the solicitation, the Government intends to evaluate proposals, hold discussions, and award a contract In accordance with FAR 15.306. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3. The Best Value process is selected as appropriate for this acquisition. The Government considers it to be in the best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offer.

4. As stated in the solicitation, all technical evaluation factors and sub-factors when combined are of equal importance to price.

5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.
