Section L Proposal Submission
The Contractor shall submit the following items with the contractor’s Proposal.
1) At least two references of whom the contractor has done similar type work for.
2) A list of similar projects the contractor has performed over the last 5 years.
Section M Evaluation Criteria
Technical evaluation will include three factors: 1) Price, 2) Past Performance, 3) Experience. Non-price factors combined are considered approximately equal in importance to price. However, the importance of cost/price may become greater as the differences between technical proposals decreases. Where technical proposals are determined to be substantially equal, any cost/price advantage to the Government may control award.
1. Price Price evaluation will compare all prices received from each Offeror with the independent government estimate. Offers that contain unbalanced line items may be rejected as being non-responsive.
2. Past Performance
Evaluation of past performance will include assessment of the Offeror’s provided list of similar work performed by the Offeror’s firm in the past three years. Offeror to describe the size and location of the work performed and the name and telephone number of the person or persons in charge, i.e. CO, COR (if Government work), Engineer in Charge, owner, etc. References will be checked and asked to describe overall performance of, but not limited to, customer satisfaction, workmanship/quality, ease of working with the Owner, safety practices, cost containment and timeliness of project completion.
3. Experience Evaluation of similar projects the contractor has performed over the last 5 years.
