General Notes

Upper Williams Road Decommissioning (South)

CIM-0921-10EW-381-0921-01

General Notes Page 1 of 3

Governing Specifications

The Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-

03, USDOT, shall be the governing specifications for this project. The contract documents, details and drawings are the governing provisions applicable to this project.

Project Areas

The project area is located in Pocahontas County, West Virginia approximately 8 miles northwest of

Marlinton in the upper Williams River watershed. This contract involves prescribed road decommissioning and road storage treatments for the following roads on the Marlinton Ranger District of the Monongahela National Forest: FR 171, FR170, FR 437A, FR 437B, M 136, WR 27, WR34, FR

999B, M 169, M 171A, M 144, M 132, M 136, M 147 and all intersecting skid roads.

Project Area Access

Forest Roads 86, FR 216, FR 999, FR 437 and State Route 17/4 provide access to the project area.

Any damages to Forest Service System roads resulting from equipment mobilization must be rehabilitated. Example: damage to existing water bars or rutting of road surfaces must be repaired.

Other Contracts

Contract work shall not interfere with or inhibit work on other contracts in the area.

Grazing Allotments

Road M-171A is accessed by traveling through an active Forest Service grazing allotment. Existing facilities and operations will not be compromised by this contract. Existing facilities, such as allotment fencing, that may indirectly require temporary alteration during the performance of this contract will be restored to a condition that is equal to or better than that which existed prior to the alteration.

Equipment Cleaning

Equipment and vehicles used during the project shall be free of soil, seeds, vegetative debris, or other matter that could contain seeds or plant parts when such equipment arrives on National Forest land.

Any necessary cleaning of equipment and vehicles shall not be conducted on National Forest land.

Waste Sites

No waste sites have been identified for this project. Any excess material will be wasted along the road in conjunction with road obliteration activities.

Decompaction of Road Tread

Existing road tread will be decompacted to a minimum depth of 12 inches. This will be completed in areas of outslope, concave areas and decompaction only areas. The cost for this decompaction will be included in items 211.01(b)- Road Obliteration, and in 211- Decompaction.

Outsloping

In areas requiring outsloping, road will be outsloped to the minimum slope specified (for example, 15%) by removing the road fill material and placing it on the cut slope and inside portion of the road.

This will be completed in a manner that results in a gradual transition between the newly established

General Notes Page 2 of 3 grade and the existing slopes immediately adjacent to the treated areas. Where the natural slope above and below the road corridor is less than the degree of outsloping prescribed for the road, the final outslope of the road shall match that of the natural grade. Roads segments with a full recontour prescription will require similar actions as other outsloping prescriptions except all the road fill material will be removed and placed on the cut slope to achieve a final slope the reflects the natural slope as much as possible. If material on site is not sufficient to obtain the prescribed degree of outsloping or full recontouring, the greatest degree of outsloping that can be attained with the material on site shall be sufficient. No additional material will be brought in to achieve the outslope prescription. Outsloping at the intersections of two or more roads will reflect a continuous outslope of the excavated intersection. Areas requiring a concave crossing are included in this item. Concave crossings will be constructed so that fill will be removed from the outside edge of the road, but will not be deposited on the inside edge, therefore achieving a depression across the entire road corridor.

The excess material from concave crossings will be wasted along an adjacent outsloped area. See

Project Drawings and Project Details for more information.

Channel Restoration Sites

Channels and floodplain areas will be excavated to reflect and blend with more natural conditions found upstream and downstream from the road crossing. See Project Details and Project Drawings for appropriate channel dimensions. The cost for channel crossings will be included in item 211.01(b) of

Road Obliteration actions such as Outsloping and Outsloping without Decompaction.

Stream Crossings

Stream crossings are similar to channel restoration sites, in that they will be excavated to reflect and blend with more natural conditions found upstream and downstream from the road crossing. These are typically smaller than channel restoration sites, and therefore require less excavation. The location and width requirements for stream crossings are identified in the Project Drawings and the Road Log.

The cost for stream crossings will be included in item 211.01(b) of Road Obliteration actions such as

Outsloping and Outsloping without Decompaction.

Relief Drainage Dips

Relief drainage dips will be constructed according to project details. The cost for ditch relief dips, culvert relief dips and overflow spillway will be included in item 211.01(b), Relief Dips. The cost for broad based dips will be included in item 211.01(b), Broadbase Dips. The cost for armoring will be included in item 251.05, Keyed Riprap. The cost for seeding and mulching will be included in item

625, Seed and Mulch.

See Project Details and Project Drawings.

Areas of No Excavation

In areas of no excavation, if ruts develop in the road bed during implementation of this project, they shall be removed. Ruts in this context shall be defined as extending deeper than 2 inches into the road bed and extending for greater than 40 feet.

Removal of Existing Drainage Structures

Existing culverts will be removed from the project area and public land, and will become property of the contractor. The road log identifies the locations of culverts. The cost for removal shall be

General Notes Page 3 of 3 included in item 211.01(b) of Road Obliteration actions such as Outsloping and Outsloping without

Decompaction.

Removal of Trees and Vegetation

All trees that need to be felled to facilitate road obliteration will be left on site. They will be evenly scattered throughout the final grade or in stream crossings, as directed by contract administrators.

Trees will not be windrowed on the final grade. The contractor will make every effort to avoid disturbing larger trees. The cost for vegetation removal shall be included in item 211.01(b) of Road

Obliteration actions such as Outsloping and Outsloping without Decompaction.

Sediment and Pollution Control

Sediment runoff will be controlled at all stream and water crossings during travel to and from active work site. This may include temporary hay bale placement at outflows.

All equipment shall be equipped with a spill kit in case of fluid leaks or spills. This shall include fluid absorption pads. Any equipment leak or spill shall be reported to contract administrators as soon as possible.

Seeding and Mulching

All disturbed areas shall be seeded and mulched within 7 days of disturbance. Seeding and mulching must be done in a manner that does not leave ruts in or compact the finished grade. See project details for more information.

Barrier Rocks

Boulders will be placed in the locations identified in the Road Logs to help prevent motor vehicle access to roads being treated under this contract. Boulder placement may be directed by the designated contract administrator. Boulders will be approximately 4’ median diameter, be partially buried to inhibit their movement, and be positioned to effectively restrict motor vehicle access

(including ATVs). Native rocks may be used if they are available on site and occur within the typical disturbance perimeter of other actions required by this contract.

Waste Materials

All trash in the project area, whether pre-existing or produced as a by-product of activities required in this contract, shall be removed from National Forest Systems lands and disposed of properly.

Final Grade

The final grade of all excavated areas shall be bucket placed to eliminate the potential for soil compaction or rutted surfaces.

Utilities

It is the responsibility of the contractor to contact MISS UTILITY (1.800.245.4848) before construction begins on this contact to determine the need for special precautions of public utilities.
