Questions from March 9, 2010 Pre Bid for East Waterline Replacement Projects (Rabun Beach and Lake Russell Campgrounds; Solicitation # AG-4419-S-10-0402.

Q1. Can testing be done on the complete line, not leaving the joints open?

Yes, if there is any leak the contractor shall find the leak and repair at the contractor expense.

Q2.

Does the contractor has to be licensed or being licensed to place waterlines?

No, currently there is no requirement, as long as the contractor installs the waterline according to the ASTM mentioned in the specifications.

Q3. Does the contractor have to do any bacterial test that requires a Certified Lab of some sort?

In the amendment to the specs that is going to be in Fedbiz opps, hopefully by the end of this week, it talks about meeting AWWA (American Water Works Association) C651 Standard. The AWWA C651 may only require 1 sample, state law requires 2 samples, 24 hrs apart.

Q4. How wide and deep does the trench have to be?

The trench will be a maximum of 3ft. and minimum depth of 24” and 36” (when installing the pipe in the ditch or road shoulder).

Q5.

Is it required to sleeve the pipe when you encounter rock when excavating the trench?

No, excavation in areas of rock shall provide a minimum of 6 inches of clearance on all sides between any remaining rock and the installed water pipe. Further, appropriate cushioning/bedding material should be used to bring the trench bottom to proper grade prior to pipe installation, and appropriate “select backfill material” used to protect the sides of the installed pipe from the remaining rock.

Q6. Is horizontal boring permitted and if so, how does the identification tape will be installed?

The horizontal boring is permitted, and a copper wire can be installed on top of the pipe at the same time the pipe is being placed.

Q7. Is a bid bond required?

For quotes less than $100,000, a bid bond is not required. If the quote is $100,000 and above, a bid bond of 20% of the quoted price is required.
