Solicitation AG-4419-S-10-0402 Replacing damaged waterlines in Cooper Creek, DeSoto Plans, Dockery Lake, Lake Russel, and Rabun Beach Recreation Areas
Amendment 0002 Document
1. Section 02221 Part 3.B should be amended to require that any water entering the trench be removed prior to placement of pipe, and that the ends of installed pipe be plugged at the end of each work day to prevent the entrance of water, vermin, or other sources of contamination until such time that installation resumes.
2. Section02221 Part 3.B should be amended to require that the excavated trench depths be sufficient to allow a minimum of 24 inches of cover material over the top of the installed pipe, as required by Part 7.2.2 of Minimum Standards for Public Water Systems.
3. Section 02221 Part3.B.2 should be amended to require excavation in areas of rock sufficient to provide a minimum of 6 inches of clearance on all sides between any remaining rock and the installed water pipe. Further, appropriate cushioning/bedding a material should be used to bring the trench bottom to proper grade prior to pipe installation, and appropriate haunching (e.g. “select backfill material”) used to protect the sides of the installed pipe from the remaining rock.
4. Section 15011 Part B should be amended to require that well abandonment be completed in accordance with AWWA A100, as well as the requirements referenced from Minimum Standards for Public Water Systems.
5. Section 15060 Part 2.A.1 should be amended to require that the HDPE pipe complies with AWWA C901 DR11, as required by Part 7.6.1b of Minimum Standards for Public Water Systems.
6. Section 15060 Part 2.A.2 should be revised to allow the use of schedule 40 PVC only in above ground applications, or to allow underground applications that do not require more than one section of pipe (e.g. there are no buried joints). Glued (i.e. solvent cement) joints for PVC pipe and fittings are forbidden for underground installation by Part 7.6.2f of Minimum Standards for Public Water Systems.
7. Section 15060 2.E.4 should be amended to require that the air release valves comply with AWWA C512, as required by Part 7.6.1b and Part 7.6.4g of Minimum Standards for Public Water Systems.
8. Section 15060 Part 2.E.5 should be amended to require that erosion protection such as stone lined drainage channels and/or splash pads be provided at the discharge end of all drains.
9. Section 15060 Part 2.F.1 should be amended to require that the meters comply with AWWA C700 or C701 (as appropriate), as required by Part 7.6.1b and Part 7.6.4g of the Minimum Standards for Public Water Systems.
10. Section 15060 Par 3.A should be revised to eliminate the statement “unless otherwise approved by the COR”, pertaining to pipe cover. The minimum allowed cover is 24 inches per the Rules for Safe Drinking Water Chapter 391-3-5-.10(8).
11. Section 10560 Part 3.B.2 should be amended to allow solvent cement joints for above ground installations of PVC pipe only.
12. Section 15060 Part 3.D.1 should be amended to include “when installed in ditch or road shoulder” after 36”.
13. Section 15060 Part 3.D.9 should be amended to also include contaminated water to the list of contaminants guarded against.
14. Section 15060 Part 3.F.3.A&B should be amended to state that the minimum duration of the pipe pressure (leakage) test is 2 hours, and the maximum duration is 3 hours.
15. Section 15060 Part 3.F.4 should be amended to address each of the following:
a. Specifically prohibit use of the “tablet method” listed in AWWA C651;
b. Require that cross connection / backflow prevention measures be taken before and during disinfection of constructed water mains to prevent backflow into active portions of the distribution system, or into sections that have already been disinfected but not yet placed into service (AWWA C651 allows this as an optional measure, therefore employment of cross connection/backflow preventions measures should be specifically required by the standard specifications);
c. Require initial flushing prior to disinfection process with minimum velocities of 2.5 ft/sec;
d. Require all valves within a section of pipe being disinfected to be opened and closed during the disinfection process;
e. Require a minimum residual free chlorine concentration of 25mg/l, following the 24 hour retention period.
