Section M – Revised Evaluation Criteria
Award Determination:
This solicitation will result in a firm, fixed price contract. The Government will offer a contract to the Offeror whose proposal results in the best value as determined by the Forest Service.
Evaluation Factors:
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Cost to the Government is not expected to be the controlling factor in the selection of a contractor for this solicitation. The degree of importance of price as a factor could become greater depending upon the quality of the offers for the other factors evaluated. Non-price factors, when combined, are more important than price. The following factors, listed in descending order of importance, will be used for evaluation of the proposal:
Past Performance
Technical Qualifications
Management Approach
Price
Past Performance
The Offeror shall have a demonstrated record of competence in trail maintenance and be able to furnish evidence of past successfully executed mountain biking and equestrian trail projects.
The Offeror will be evaluated on quality of service, customer satisfaction, business relations and timeliness / responsiveness. As a minimum, the Offeror shall submit information on projects of a similar scope, size, geography, and complexity initiated and/or completed within the last five (5) years. Information shall include signed evaluations from at least two previous projects. A contractor with no relevant past performance history may receive a neutral rating for past performance.
Technical Qualifications
The Offeror will be evaluated on the technical qualifications of their company and personnel. As a minimum, the Offeror shall submit information on the qualifications of the firm and the individuals on the proposed project team, and the type of equipment available for the project.
Management Approach
The Offeror will be evaluated on their management approach to the project. As a minimum, the Offeror shall submit information on the project team, including organization, roles and responsibilities; proposed subcontractor management plan; and proposed project quality control plan. The Offerer will specify which equipment will be used on each trail.
Offerors or their representative must review the project site on the ground before submitting a bid. The Offeror must indicate that the project site has been visited during the bid period by either the Offeror or a representative.
Price
The Offeror’s price will be evaluated to determine if it is fair and reasonable. The Offeror’s total price, including bid optional items, will be used for evaluation purposes.
THE AWARD IS BEING CONSIDERED USING A BEST VALUE APPROACH. Failure to provide all required information may result in your offer not being considered for awarD
