Statement of Work:

Thompson Loop Trail (TR152), Mouse Branch Trail (152A), Tsali Left Loop (TR38A), Tsali Right Loop (TR38)

Location: These trails are located on NC 28, approximately 5 miles north-west of the intersection with US 19/74 on Fontana Lake (Cheoah Ranger District, Nantahala National Forest).

Work to be performed: Maintenance is to be performed on 27.0 miles of existing single-track mountain biking and equestrian trails to bring them up to current USDA Forest Service trail standards. Work is limited to only the single-track portions of trail. Portions of trail that coincide with forest system roads are not part of the work and are not included in the contract. Below, total miles of each trail and the length of trail requiring work under this contract are given.

· Thompson Loop Trail (TR152) is a 6.5 mile, Class 3 pack and saddle trail managed for horse and bike. Maintenance is to be performed on 4.7 miles of this trail.

· Mouse Branch Trail (TR152A) is an 8.3 mile Class 3 pack and saddle trail managed for horse and bike. Maintenance is to be performed on 5.3 miles of this trail.

· Tsali Left Loop (TR38A) is an 8.8 mile, Class 3 pack and saddle trail managed for horse and bike. Maintenance is to be performed on 7.9 miles of this trail.

· Tsali Right Loop (TR38) is a 13.8 mile, Class 3 pack and saddle trail managed for horse and bike. Maintenance is to be performed on 9.1 miles of this trail.

Work will include, but may not be limited to, restoration of the trail tread, cleaning/restoring/installing grade dips, de-berming, out-sloping, and restoring positive drainage; brushing vegetation along the trail to allow adequate clearance, minor trail relocation (approx. 300 ft.), and logging out. All ground disturbing work activities are restricted to the current trail-way, approximately 8 feet wide. Rock and soil can be moved and utilized within this corridor, but not outside it. The contractor should verify needed materials prior to bid. All imported material is at the contractor’s cost and should be included in bid.

Specifications:

All trail maintenance, restoration, construction and reconstruction required under this contract must be done in accordance with agency standards found in these publications: “Standard Specifications for Construction and Maintenance of Trails” (EM-7720-103) and “Standard Drawings for Construction and Maintenance of Trails” (EM-7720-104). These Standard Specifications and Drawings are available in hardcopy booklet form from the Government Printing Office. They are also available via the internet at http://www.fs.fed.us/.ftproot/pub/acad/dev/trails/trails.htm . Visit this website for more information.

These are Class 3 mountain biking / horse trail and must meet the criteria specified in the design parameters unless otherwise specifically noted in the contract documents. Trail Design Parameters for each designed use type and trail class are included. All work must conform to these Trail Design Parameters and Standard Specifications. Refer to attached or referenced Trail Design Parameters, drawings, and Standard Specifications.

In addition to bringing trails to standard per the Standard Specifications and Drawings, work to be performed includes (but is not limited to):

· The maintenance work must include a minimum of 50 grade reversals (or dips) per mile to ensure proper drainage off the entire length of trail. Existing dips can be utilized if they produce adequate positive drainage off of the trail.

· Dip lengths may be constructed shorter than the 20 ft minimum shown on the drawing when site location does not allow this length. Minimum length can be 12 ft or as approved by COR.

· Trail Work: Restrict ground disturbing work activities to the current trail-way, approximately 8 feet wide. Soil can be moved and utilized within this corridor, but not outside.

· Verify required materials prior to bidding. All imported material is at contractor’s cost and should be included in bid. Material brought in must be approved by the COR or Inspector prior to installation.

· Clearing vegetation along identified trails to a minimum of 10 ft. above the tread and 4 ft. on each side of centerline on finished trail. Any dead or hazardous trees required to be removed in the course of conducting tread restoration, drainage improvements, etc., must be approved by Inspector due to Indiana Bat habitat.

· These are Class 3 horse / mountain biking trails and must meet the criteria specified in design parameters. Refer to attached design parameters.

Additionally, contractors shall:

· Review the project sites on the ground prior to submitting a bid.

· Lay out and flag dip locations and structures, except for those already laid out by the Forest Service. The Forest Service COR or Inspector shall approve lay out prior to ground disturbing work.

· Post temporary trail closure signs when work includes use of heavy equipment, felling trees, or poses a safety risk to users.

· Post signs indicating that ongoing work is part of the American Recovery and Reinvestment Act. Signs will be provided by the USDA Forest Service.

· If notified, stop work on all or certain sections of the project due to weather conditions, evidence of archeological sites or sensitive species.
