DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Scope of Contract The Chattahoochee-Oconee National Forests has a need for contractors to perform trail restoration and reconstruction work on portions of the 600 miles of non-motorized trails across the Forest. The Government anticipates awarding a minimum of $15,000 to each contractor selected over the life of the contract. This procurement will result in the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for trail restoration, slide maintenance, drainage, logging out, trail closure, hazard tree removal, installation of silt fencing, seeding and mulching, bridge construction and bridge restoration. Several contractors will be selected to work on each District of the Forest. The four Districts are the Conssauga, Blue Ridge, Chattooga River, and Oconee Ranger Districts.
Task orders may be placed throughout the contract period. Orders issued by the Government will detail the location of the work, the quantity of the work, and the contract time for performance. The type of work ordered may vary by task order.
Included in this package are 3 initial task orders for "seed projects." These task orders are for maintenance of 0.99 miles of the Lake Conasauga Trail ( #98) on the Conasauga Ranger District, 12.4 miles of the Aska Trails (# 165A, 165B, 165C, 165D, 165F) on the Blue Ridge Ranger District, and 4.43 miles of the Smith Creek Trail (#35) on the Chattooga River Ranger District.
Task orders may be placed throughout the contract period. Orders issued by the Government will detail the location of the work, the quantity of the work, and the contract time for performance. The type of work ordered may vary by task order. Task orders will be considered service work and the Service Contract Act wage determinations and service contracting and payment procedures will apply to those orders.
When offered a task order, contractors must respond to the contracting officer with their ability to accept and complete the task order within 72 hours of the offer.
All equipment proposed to be used for performance of the work shall be of the size, type, and in such condition to properly pursue the requirements of this contract. The contractor’s proposed equipment shall be made available to the Contracting Officer for inspection prior to award of the contract if requested by the Contracting Officer. If at any time during the course of the contract any equipment is deemed unsatisfactory, the Contracting Officer may order removal and may require a satisfactory replacement at Contractor’s expense.
Any movement or transportation of equipment to or from the work areas required to pursue the work, repair or replace, or for the Contractor's convenience shall be at the Contractor's expense.
Project Location The work is to be performed at various locations within the boundaries of the Chattahoochee-Oconee National Forests. For ease of cost estimating the Forest is divided by Ranger Districts. The Conasauga Ranger District is comprised of Chattooga, Floyd, Walker, Whitfield, Gordon, Murray, Fannin, Gilmer Counties, Georgia. The Blue Ridge Ranger District is comprised of Fannin, Gilmer, Lumpkin, Town, and Union Counties, Georgia.
