MEASUREMENT AND PAYMENT
6.1 – Measure of Quantities
All work completed under the contract will be measured by the Engineer according to the United States standard measure.
A station when used as a definition or a term of measurement will be 100 linear feet.
The methods of measurement and computation to be used in the determination of quantities of materials furnished and work performed under the contract will be those generally recognized as conforming to good engineering practices.
Unless specified herein or on the drawings, for individual construction items, longitudinal and lateral measurements for area computations will be made horizontally.
Structures will be measured according to neat lines shown on the drawings or as altered to fit conditions.
All items which are measured by linear foot, such as pipe culverts, guardrail, etc., will be measured parallel to the longitudinal axis of the item in place, unless otherwise shown on the drawings.
In computing volumes of excavation or embankment, the average end-area method will be used.
The longitudinal measurement will be made on the centerline and no adjustment will be made for curvature. However, of the Engineer determines that average end-area measurement is not practical, he may direct measurement by volume in hauling vehicles or by other three dimensional measurements of material in place, with mutual agreement with Contractor as to unit volume adjustment or estimated dimensions.
The term “gage” when used in conjunction with the measurements of plates, will mean the U. S.
Standard Gage, except that when reference is made to the measurement of metal sheets used in the manufacture of corrugated metal, pipe, metal plate culverts and arches, and metal cribbing, then the term “gage” or thickness will mean that specified in Federal Specifications WW-P-405a or WW-P-402c, as applicable.
Materials to be measured by volume in the hauling vehicle shall be hauled in approved vehicles and measured therein at the point of delivery. Vehicles for this purpose may be of any size and type accepted to the Engineer, provided that the body is of such shape that the actual contents may be readily and accurately determined. All vehicles shall be loaded to at least their water level capacity and any designated loads shall be leveled when the vehicles arrive at the point of delivery, if so directed by the inspector.
Timber will be measured by the thousand board feet (M. B. F) actually incorporated in the structure. Measurement will be based on nominal widths and thickness and the extreme usable length of each piece.
The term “lump sum” when used as an item of payment will mean complete payment for such work described in the contract.
When a complete structure or structural unit (in effect, “lump sum” work) is specified as the unit of measurement, the unit will be construed to include all necessary fittings and accessories.
10-5
When standard manufactured items are specified such as fence, wire, plates, rolled shapes, pipe conduits, gates, valves, etc., and these items are identified by gage, unit weight, section dimension size, etc., such identification will be considered to be nominal weights, size or dimensions. Unless more stringently controlled by tolerances in cited Specifications, manufacturing tolerances established by the industries involved will be accepted.
No direct payment will be made for work under this item but the cost will be considered to be included in bid prices of the contract.

3.2 – Mixing of materials during the excavation process may be required. Pockets of material of uniform particle size, such as sand, when encountered, shall be proportionally mixed with other material to obtain an acceptable fill material or shall be wasted when so directed by the Engineer.
3.3 – Fill materials shall not contain no logs, much humus, sod, brush, roots, or other perishable materials; nor shall the fill contain any frozen material.
3.4 – Mineral soil for fill shall be free of stones having a maximum dimension of more than 3 inches when compacted by suitable equipment, and more than 2 inches in diameter where compacted by hand tampers. Should any undesirable material be hauled onto the fill, it shall be removed prior to compacting operations.
4.1 – If, in the opinion of the Engineer, the surface of the prepared foundation or the rolled surface of any layer of earth fill is too dry or smooth to bond properly with the layer of material to be placed thereon, it shall be moistened and/or worked with harrow, scarifier, or other suitable equipment in an approved manner to a sufficient depth to provide a satisfactory bonding surface before the next succeeding layer of earth fill material is places. If, in the opinion of the Engineer, the rolled surface of any layer of the earth fill in place is too wet for proper compaction of the layer of earth fill material o be places thereon, it shall be removed, allowed to dry or be worked with harrow, scarifier, or other suitable equipment to reduce the water content to the required amount and then is shall be recompacted before the next succeeding layer of earth fill material is placed.
4.2 – The distribution of materials throughout fill shall be such that there will be no lenses, pockets, streaks or layers of material differing substantially in texture or gradation from the surrounding material in the fill. After placement, the fill materials will be spread by motor grader or other approved equipment. The thickness of the layers before compaction shall not be more than 12 inches. No material placed in the fill by dumping in piles or windrow shall be incorporated in a layer in that position, but shall be moved and spread by blading or similar approved methods. Compacted fill shall not be places against a slope steeper than 1 horizontal to 1 vertical unless otherwise shown on the drawing or approved by the Engineer. All loose material deposited at the base of such slopes shall be removed or spread before additional fill material is places.
4.3 – Embankment fill shall be placed in approximately horizontal layers extending the entire length and width of the embankment. The lengths of the sections and the end slopes will be determined by the Engineer where operations are not continuous throughout the entire length of the fill. Unless otherwise specified, the elevation of the embankment surface shall be increased at approximately the same rate of all points regardless of the number of zones or types of material being places, except that; (1) the boundary surfaces of the drain fill shall be maintained with a crown or cross-slope of not less than 2 percent to insure effective surface drainage.
60-2
4.4 – Backfill material shall be placed and spread in layers not more than 6 inches thick before compaction.
4.5 – Hand-compacted backfill shall be placed in layers not thicker than 4 inches.
4.6 – Backfill over and around structures shall be brought up uniformly on all sides in order to avoid distortional stresses in the structure.
4.7 – When permitted material used to replace excavated material from marsh areas, or for the displacement of unsuitable material, shall unless otherwise directed by the Engineer, be carried forward in a wedge shape profile view and to a height sufficient to expedite displacing the unsuitable materials sideways from the area. A temporary surcharge of 4 feet shall be maintained at the site of filling, with such surcharge being moved forward as the filling progresses.
MOISTURE CONTROL
5.1 – During compaction operations the surface of the fill and the materials being places shall be maintained within a moisture content range required to permit proper compaction to the desired density with the equipment used.
5.2 – The moisture content shall be controlled in the following manner:
Water may be added to the fill materials in the borrow area or after the material has been brought onto the fill; whichever is the most practical. When material deposited on the fill is too dry, the Contractor shall be required to sprinkle each layer and obtain uniform moisture distribution in the layer by disking, blading or other approved methods. The amount of water applied shall be controlled so that free water will not appear on the surface during or subsequent to compaction operations.
Material deposited on the fill that is too wet shall be removed or spread and permitted to dry assisted by disking or blading, if necessary, until the moisture content is reduced to the specified limits.
When the top surface of a partial fill becomes too dry or compacted to permit suitable bond with the subsequent layer, the Contractor shall loosen the dried material by scarifying or disking. He shall then moisten the loosened material to an acceptable moisture content and recompact the material to the specified density.
COMPACTION
6.1 – Layer placement, vibratory roller compaction. Fill material shall be placed as specified in Section 4. Compaction equipment shall be operated over the full length and width of each layer until visible deformation ceases and approved by the Engineer. In all cases, no less than four complete passes shall be made.
60-3
6.2 – The Contractor shall furnish and operate the necessary types and kinds of equipment to perform the operations required to obtain the compaction specified. The equipment shall be in good working order and shall be of the capacity, weight, and/or power necessary to perform the required operations in a workmanlike manner and produce satisfactory progress in construction.
After each layer of backfill material has been places and the moisture content is in accordance with these specifications, it shall be compacted to the same density requirements as specified for adjoining sections of compacted fill, or as otherwise specified.
After each layer of fill material has been placed, spread, and contains the required moisture content specified, it shall be compacted by passing suitable equipment over the entire surface of the layer a sufficient number of times to obtain the density required.
Portions of the fill which are not accessible to large equipment shall be placed in 4 inch layers and compacted with power tampers to a density equal to that required for other portions of the fill.
6.3 – Adjacent to structures, compaction of fill shall be accomplished by means of hand tamping or manually directed power tampers or plate vibrators. Heavy equipment, except vibrating rollers shall not be operated within 5 feet of any structure. Compaction by means of drop weights operating from a crane or hoist of any type will not be permitted.
REMOVAL AND REPLACEMENT OF DEFECTIVE FILL
7.1 – Fill placed at densities lover than the specified minimum density or at moisture contents outside the specified acceptable range of moisture content or otherwise not conforming to the requirements of the specifications shall be reworked to meet the requirements or removed and replaced by acceptable fill. The bottoms of such excavations shall be finished flat or gently curving and at the sides of such excavations the adjacent sound fill shall be trimmed to a slope not steeper than 3 feet horizontal to 1 foot vertical extending from the bottom of the excavation to the fill surface.
8.1 – Embankment shall not be measured for direct payment.
PAYMENT
9.1 – The work prescribed in this item will not be measured or paid for directly, but shall be considered as subsidiary work pertaining to and included under Excavation, and other excavation items of work and will constitute full compensation for all labor, materials, equipment and all other items necessary and incidental to the performance of the work. The work shall include the formation, compaction, watering, sloping, trimming, finishing, maintaining, and all other work incidental thereto.
