PROVINCE POND AND BROKEN BRIDGE DAMS RECONSTRUCTION

CIM-0900-1F-107-0922-01

American Recovery & Reinvestment Act Project USDA Forest Service - Eastern Region - White Mountain National Forest

Evaluation Factors for Award

I. Award Determination

Award will be made to that offeror whose proposal is (1) technically acceptable and (2) technical/cost relationship is the most advantageous to the Government. Evaluation factors other than price, when combined, are approximately equal to price in the award decision. The critical factor in making any cost/technical trade-off is not the spread between the technical ratings, but rather, the significance of that difference. The significance of the spread of ratings will be determined on the basis of what the difference might mean in terms of the performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical trade-offs that are in the best interest of and advantageous to the Government.

Award may be made without further discussions. Offers should be submitted initially on the most favorable terms, from a price and technical standpoint, which the Contractor can submit to the Government. The Government may, after evaluation of the proposals, conduct further oral or written discussions as appropriate, with all offerors whose proposals are within the competitive range. Failure to provide all information requested by the RFP may render the proposal as unacceptable.

II. Evaluation Factors

Technical Technical proposals will be evaluated and rated by a Technical Evaluation Panel who may have access to the price proposals. Proposals shall be prepared in accordance with the technical proposals preparation instructions. Proposals shall reflect a technical understanding of, and approach to, the project. Proposals shall be as complete as practical, yet concise. Any proposals greater the 20 pages in length will only be evaluated based on the first 20 pages.

The followings factors will be used in the technical evaluation process, listed in no certain order as all are of equal importance.

1. Past Experience The Prime Contractor’s past dam construction experiences shall be shown on similar projects completed over the past five years. Experience is relevant when the offeror has been confronted with the kinds of work or challenges that that will be present under the contract contemplated by this RFP. The offeror will be assessed by the relevant experience on the basis of its breadth and its depth. For each relevant contract or reference, the offeror shall provide:

i. Name and location of the project.

ii. Contact name and phone number of customer or their agent.

iii. Whether offeror was the prime contractor or a subcontractor.

iv. List of subcontractors and suppliers used.

v. Brief description of project and work performed.

Evaluation Factors for Award

2. Past Performance Experience is relevant when the offeror has satisfied performance factors with customers in the past, and complied with Federal, State, and local laws and regulations. The assessment of past performance will be subjective, and based mainly on the offeror’s reputation with their customers and others. Previous references will be contacted for information regarding their opinion on the following:

i. That you were capable, efficient and effective.

ii. That your performance conformed to the terms and conditions of the contract.

iii. That you were reasonable and cooperative during performance.

iv. That you were committed to quality work and timely completion.

Contractors with no past performance will be rated as “Neutral” in this category and not necessarily be rejected.

3. Staffing Provide names and titles of key personnel to be assigned to the project, i.e. Project Superintendent, Project Foreman, and Quality Control Inspector. The key personnel shall be shown in an organizational chart relative to each person’s role. Indicate the qualifications of key personnel listed, showing at minimum their experience and education.

4. Quality Control and Quality Assurance Plan Submit a proposed Quality Control and Quality Assurance (QA/QC) Plan for the project, which shall include at minimum all testing and inspections required in the contract. The QA/QC Plan shall also include, but not be limited to, all supplier and plant inspection companies, including their responsibilities.

5. Project Schedule A proposed schedule shall be included with the offer which shall include, but not be limited to, traffic control, erosion control, and construction schedule.

Price Price proposals will be evaluated after evaluations of the technical proposals. Each price proposal will be evaluated to determine its reasonableness for the effort proposed and to determine the demonstrated understanding of the level of effort needed to successfully complete the project. Results of the price proposal evaluation, along with the results of the technical evaluation, will be the basis for the award decisions.
