DIVISION 200 - TECHNICAL SPECIFICATIONS
TECHNICAL INSTRUCTIONS
1. Spot Surfacing: Contractor will apply spot surfacing to temporary timber haul roads so that timber can be removed from the units without causing soil damage so that roadbed will revert to a natural condition after the sale. Surfacing material must be free of non-native invasive plant seed or rootstock (see attached Appendix D).
2. Cutting small pines: All pines less than 5 inches in diameter (measured at 4 ½ feet above ground level) and greater than 3 inches diameter will be completely severed at the base using logging equipment or hand tools such as chainsaws or other cutting tools. Trees can be removed from the site, can be used as brush/slash material to close designated roads, or can be left in place. Contractor is required to fall pine to the ground, not leaving any cut trees leaning against uncut trees. Stumps must be less than 3 inches above ground surface.
3. Purchasing seed – Contractor will purchase 100 pounds of an Upland Mix for road restoration seeding. The required mix is as follows:
Bushy bluestem 18% Spotted beebalm 4.1%
Purple bluestem 18% Anise goldenrod 0.8%
Broom sedge 17% Purple top 30%
Purple lovegrass 6% Tall ironweed 4%
Slender gayfeather 2.1%
All seeds must be Florida ecotype.
This mix is currently available through Ernst Seed.
Seed will be delivered to Lake Bryant Work Center for storage in cooler prior to seeding. Upon delivery, Contractor will be credited for timber product.
4. Seeding roadbeds: On roads identified on Contract maps as “Restoration road work” and “Temporary haul roads”; there are three methods of seeding that would be acceptable:
a. lightly disk, broadcast seed a 10-foot wide swath using Upland Mix at 10 lbs. per acre, and culti-pack behind seeding to cover seed. These three operations can be done individually or in one operation as long as the sequential order is followed.
b. lightly disk, broadcast seed a 6-foot wide swath using Upland Mix at 15 lbs. per acre, and culti-pack behind seeding to cover seed. These three operations can be done individually or in one operation as long as the sequential order is followed.
c. using a seed drill, seed using Upland Mix at 15 lbs. per acre. If using a 5-6 foot wide drill, work will consist of one-pass on “restoration roads” and two passes on “temporary haul roads”. Seed at depth recommended by seed company.
d. hand seeding with preceded by mechanical disking and followed by mechanical packing.
Seeding will be done either in December or from mid-May to July 1.
COR will be involved in initial calibration of the seeder. Contractor must protect seed from damage by fuels, oil, water, or heat while seed is in contractor’s possession. Seed must be kept cool and shaded from the sun. Any seed damaged through contractor’s negligence will be replaced by contractor at their expense.
Any extra seed (leftover after initial seeding) will be applied on the Temporary haul roads.
5. Post installation to close roads: Road intersections designated on map will be posted at intersections with roads open to the public. Posts will be a minimum 4 inches diameter and at least 2 feet above ground. They will be a minimum of 4 feet apart. Brush and logging slash will be scattered behind posts to discourage unauthorized vehicle use.
6. Closing roads by scattering logging slash and/or brush: Roads designated on the map as “Restoration road work” and “Temporary haul roads” will be closed by scattering logging slash and/or brush after seeding is completed. Work needs to be completed immediately after seeding to avoid damage to germinating seeds.
7. Mulching: In the 100-foot zone west and south of FS Roads 11-13.5 and 316-4.2 all vegetation less than 3 feet in height will be mulched and left on site or removed from site. Mulching is defined as chipping or mulching the entire bole, limbs and vegetation to a uniform size. Power head on mulching machine needs to utilize a horizontal-shaft head with teeth of knives. Rubber-tired or tracked carriers are both acceptable.
DIVISION 300 – RESOURCE PROTECTION
310 – Erosion Control – The contractor’s operation will be conducted to avoid unnecessary soil erosion.
320 – Access – The contractor shall protect roads that are open to the public (FS 11-13.5 and FS 316-4.2), ditches, fences or other improvements in the project area. FS 11-13.5 and FS 316-4.2 shall be kept free of logs, slash and debris generated by the contractor. If road is damaged by contractor’s operation, it shall promptly be repaired by the contractor.
330 – Florida National Scenic Trail (FNST) – As indicated on the Work Map FNST goes through the project area. The trail surface must be kept free of debris or slash during cutting operations and scattering brush/slash. When seeding roadbeds, do not seed or disk across FNST. Do not pile slash or brush within 50 feet of the trail.
340 - Protection of Archeological/Historical Resources - The Contractor upon discovery of suspected archeological or historical materials, shall cease work in the vicinity of such material and immediately notify the COR. Known significant archeological sites will be marked on the ground and discussed at the pre-work meeting. Mowing operations will not be allowed in these areas.
350 - Protection of Land Control Monuments - All land control monuments likely to be disturbed may be identified by 4 X 4 posts or signs. Contractor may not damage these monuments during contract operations.
360 - Protection of Gopher Tortoise Burrows - Areas may have gopher tortoise burrows which should be excluded from mowing. The tractor should not be driven in the 15-foot radius around the burrow entrance to prevent the collapse of the burrows. Gopher tortoise burrows have been delineated with flagging (in a different color than area boundary marking) to demarcate the 15-foot protection zone around the burrow entrance.
370 – Other Wildlife Protection - Contractor will not destroy or knock down any larger (greater than 6 inches in diameter) dead trees or snags. These serve as perch trees and/or den trees for cavity nesting birds and raptors such as hawks and owls. Contractor will keep lookout for eastern indigo snakes, Short-tailed snakes, Florida pine snakes, scrub lizards, Florida mice, and gopher tortoises to reduce mortality or physical injury.
DIVISION 400 – INSPECTION AND ACCEPTANCE
Upon completion of each task, the Contractor shall notify the COR or Inspector so that an inspection can be made of the work. When remedial work is required, the Contractor shall perform such work before starting the next task.

DIVISION 500 – MEASUREMENT AND PAYMENT
410 – Method of Measurement – Acreage for work item #2 was determined by traversing the area and using GPS satellite equipment to calculate acreage. Acreage for work item #4 was determined by measuring linear distance on GIS maps and assuming a 10-15 foot treatment width. Acreage for work item #7 was determined by measuring linear distance on GIS maps and calculating area using a 100-foot treatment width. Linear distance for work items # 1 and 6 were measured on GIS maps.
