EVALUATION FACTORS FOR AWARD

This acquisition is in accordance with FAR 15 - Best Value Continuum. Award will be made to the offeror whose proposal is (1) technically acceptable and (2) technical/cost relationship is the most advantageous to the Government. Evaluation factors other than price, when combined, are more important than price in the award decision. The critical factor in making any cost/technical trade-off is not the spread between the technical ratings, but rather, the significance of that difference. The significance of the spread of ratings will be determined on the basis of what the difference might mean in terms of the performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical tradeoffs that are in the best interest of and advantageous to the Government.

Award may be made without further discussions. Proposals should be submitted initially on the most favorable terms, from price and technical standpoint, which the offeror can submit to the government. The Government may, after evaluation of the proposals, conduct further oral or written discussions as appropriate, with any or all offerors. Failure to provide all information requested for evaluation or clearly document minimum experience and qualifications may render the proposal as unacceptable.

Proposals will be evaluated in accordance with the following criteria:

1. EXPERIENCE AND QUALIFICATIONS OF CONTRACTOR AND KEY PERSONNEL

a) Submit qualifications (experience and expertise) for key personnel who will be assigned to this work. Substitutions of personnel after award are not permitted unless the change is authorized by the Contracting Officer and Contracting Officer’s Representative (COR).

b) Address how key personnel have experience in performing risk assessments.

c) Identify qualifications of key personnel in managing contracts of similar size and scope.

2. PAST PERFORMANCE

a) Provide a list of previous work with references and contact information.

b) Submit a sample/previous risk assessment, eliminating all proprietary and identifying information.

c) Submit a proposed work plan in response to the tasks identified.
