A. Project Title: Replace Windows in Offices in the Office / Laboratory Building.

3. SCOPE OF WORK:
A. Base Bid is to Replace Windows in the Offices of the Office / Laboratory Building.
B. Option 1 is to Replace Windows in the Offices of the Office / Laboratory Building with Windows and Spandrel Glass Lower Panels.

5. PROJECT REQUIREMENTS:
A. The CONTRACTOR shall measure each window for critical measurements for fabrication and be responsible for minimal gaps.
1. Location of existing windows is provided in the attached file “Window Plan
20170406 CRL Floor Plan (1).pdf”.
2. Detail information on existing sills, jambs, and headers is provided in the attached file “1967
Details 20170209.pdf’.
3. Schedule of Windows is provided in the attached “CRL Window Schedule
20170209.pdf”.
4. Glazing Specifications are in the attached file “Glazing Spec 20170214.pdf”
5. Window Specifications are in the attached file “Window spec 20170403.pdf
B. The Contractor shall remove each window’s glazing and framing, including anchors where needed for new installation. Damage to existing adjacent masonry and concrete shall be repaired by the Contractor.
C. Contractor shall install new window frames, including anchors where needed, and glazing as specified.
D. Base Bid is to replace existing 28 windows and frames in the same configuration as the existing windows.
E. Add Option is to replace existing 28 windows and frames in a similar configuration as the existing but a new intermediate horizontal will be inserted at approximately 36 inches above the floor and an insulated spandrel panel installed in the lower pane, with 1” insulated metal interior panels.
F. All openings will be secured daily.

6. GENERAL REQUIREMENTS:
A. Coordination and Assistance
1. Coordination and Assistance between the Contractor, Contractor's personnel and Sub-Contractors, Contracting Officer, Contracting Officer's Representative, Location Monitor, and Research Personnel on the following items will keep all appropriate personnel involved to expedite this project for everyone’s benefit.
B. Notice to Proceed
1. Notice to proceed from the Contracting Officer is needed before the
Contractor should incur any costs and before any work is done on site.
C. Correspondence
1. Correspondence between the Contractor, Contracting Officer, and Contracting Officer’s Representative should be dated, logged, and copies kept at the originator’s office.
D. Progress schedule
1. Progress schedule should be completed and submitted to the Contracting
Officer before the Pre-Construction Conference.
E. Pre-Construction Conference.
1. Schedule: The Pre-construction Conference with the Contracting Officer’s Representative.
2. Attendees shall include the Contracting Officer's Representative, the Contractor, Contractor's superintendent, Location Monitor, and others.
3. Agenda shall include the following:
a. Introductions of Attendees, with designation for 24 hour calls, by the
Contracting Officer’s Representative and the Contractor.
b. Facilities normal working hours are 8 to 5.
c. Allowable Contractor’s use of Premises, Office, Work, and Storage areas with safety, housekeeping, and security procedures.
d. Allowable Contractor’s equipment and material deliveries.
e. Contractor’s Progress Schedule and coordination items for any utility outages or hazardous materials.
f. Due to the size of this Project, the Materials, Products, Installation
Procedures, Testing Procedures, etc. shall meet commercial standards and shall be reviewed if requested by the Contractor or the Contracting Officer’s Representative requests a specific item, otherwise review will be at the Final Inspection.
g. Contractor’s Inspection Procedure, including field testing and approvals with a remedial process for any deficiencies.
h. Government’s Quality Assurance Program of random inspections and notifying the Contractor of any noted deficiencies. This does not relieve the Contractor from requirements of the Contract.
i. Procedures for the Contractor to submit Applications for Payment.
4. Safety.
a. Contractor's Safety Competent Person designation will be made at the Pre- Construction Conference.
b. Past safety record will be used as an evaluating factor in future contracts.
c. Request a copy of past 3 yrs OSHA 300A Summary of Work Related
Injuries and Illnesses.
d. Investigate past OSHA safety inspections using the establishment search
(http://www.osha.gov/pls/imis/establishment.html ).
e. Request a copy of any OSHA training course documentation for contractor and his/her employees.
f. Request copy of relevant safety plans.
g. Contractor will be required to hold at least weekly safety meetings.
h. Contractor and his employees will be required to follow all requirements of
29 CFR 1926 OSHA Standards for the Construction Industry.
i. All relevant PPE as dictated by the hazards present must be worn by the contractor and all employees working on the job site.
j. Location Monitor will walk the site with an eye to safety.
k. Possible Hazards of this Contract are:
1. Ladder Use.
2. Glass handling.
3. Loading and Hauling.
F. Operations and Storage Areas
1. Water, gas, electricity are available on the site.
2. Toilet: Contractor shall supply his or her toilet facilities, wash facilities, drinking water, and all necessary disposable materials, comply with regulations and health codes for the type, number, location, operation, and maintenance of fixtures. The COR can waive this requirement.
G. Cleaning Up
1. Debris and rubbish shall be removed from the site daily. Upon the end of the work day, the entire area of the contract work shall be cleaned of all excess materials, dirt, rubbish, and debris.
2. Transportation of debris shall be in a manner as to prevent spillage on street or adjacent areas.
H. Utilities
1. Utilities are to the site and can be used reasonably.
I. Specifications and Drawings.
1. No scaling. Do not scale drawings for dimensions.
J. Schedules and Coordination.
1. Coordination: Coordinate construction activities with the Contracting
Officer's Representative to be in compliance with the Scheduling Requirements. Coordination meetings shall be held once a week usually, but the COR can change the time period depending on the amount of activity by the Contractor. The agenda shall include accomplishments, problems, and solutions since the previous meeting. The Contractor shall prepare and distribute minutes of progress meetings. No later than 3 days after each meeting, the Contractor shall provide a copy of the minutes to the COR.
2. Monitoring the Progress Schedule: The Contractor or the COR shall inform the CO if the Contractor is behind on the schedule, why and what is planned to get back on schedule, so the CO can take appropriate action if needed.

K. Quality Assurance.
1. Required Submittals will be noted in the Statement of Work or in the
Specification section that is applicable. Contracting Officer can request additional submittals on contract items when needed. A submittal form in Word format, will be provided upon request after contract award.
2. Construction Inspector’s Daily Reports are recommended with the Contractor’s standard form. The Contractor shall complete and submit the daily reports to the COR weekly, on the first working day of the following week. The COR can waive the requirement for daily reports, at their discretion.
L. Protection of Existing Equipment, Utilities, and Improvements.
1. Contractor is responsible for protection and restoration if damage occurs. See
Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements (FAR 52.236-9) (APR 1984) in Section H - Special Contract Requirements.
