Questions/Comments from Site-Visit Solicitation AG-32SC-S-16-0017 Amendment 001 BARC Steam System Repair
1. Gov Changes: Sheet S0.C2.00A Overall Utility Site Plan West Campus, Points F-H/8-7, notation of section that has been completed and no longer required, perpendicular to 5th street and parallel to 4th street.
Response 1: A revised site plan has been included deleting this section of pipe. The following drawing have been revised: Revised Overall Site Plan (S0.C2.00), Overall Phasing Plan (S0.C2.00A), Demolition Plan (S0.C1.01), Site Plan (S0.C2.01), Stationing Plan (S0.C2.04), Restoration Plan (S0.C2.07), Utility Profiles (S0.C3.05)
2. It was stated at the pre-bid that you only want specialty contractors and no General Contractors. Can you explain this further? Did you want Mechanicals with relevant experience to bid as prime?
Response 2: Because this is a specialty line of work project, with only incidental areas of work, the solicitation is for a Total Small Business Set-Aside performing in the NAICS Code 221330 Steam and Air Conditioning Supply Systems work as a prime.
3. Request: Please provide a section detail drawing showing the steam and condensate piping entering building 10 A mechanical room. Where is the details on the Mechanical room showing the steam pipe entering the Bldg going into the Mechanical Room of Bldg #10A because the information isn’t on the drawings?
Response 3: Connection to pipe will be on the exterior of the building within 5 feet of the Building 10A wall. No detail will be provided.
4. Question: Can we work during hours other than during normal hours of 7:30 A.M. until 4:00 P.M. Mon-Fri and Federal Holidays?
Response 4: In accordance with the contract terms, A contractor may request to work on a weekend or a holiday or ask to change the working hours by written request made to the contracting officer at least 1 week in advance. This requires coordination for Facilities office government overtime for the escort that is required to be present with the contractor during off hours. It is possible that this cost could be bore by the contractor.
5. Question: It is a lot of time to invest to estimate all these phases and not to be able to do all the phases so what if we just do the Base Bid what would happen?
Response 5: The Proposal evaluation is Lowest Price Technically Acceptable with evaluation of Base and All Options. Omitting pricing from any item will disqualify a proposal from consideration.
6. Question: Project Schedule: what is the expectation for delivery of the project?
Response 6: The first two phases are considered in the period of performance. For each following phase it is anticipated that the material submittals and ordering will take place during the site work of the prior phase so that the site work may begin once the prior phase site work is complete, thusly having no delay in site work between phases if options are exercised.
7. Question: Is the Base Bid Funded or do they have to wait until the end of September?
Response 7: The base items are funded and shall be evaluated for immediate award, option items may be exercised at any time up to 30 Sep 2016.
8. Question: Please describe the intended sequencing of phases 3 – 11, confirming whether these subsequent phases will be released all at/by September 30, 2016 or piecemeal over the contract duration, and confirming that subsequent phases will be released with time to procure and fabricate and deliver engineered materials (DDT pipe and manholes) ahead of the work to avoid job demobilizations between phases.
Response 8: Sequencing of Phases 3 – 11 shall be exercised as funding becomes available, up to 30 Sep 2016. The intent is for subsequent phases to be exercised with time to procure, fabricate and deliver engineered materials (DDT pipe and manholes) ahead of the site work to avoid job demobilizations between phases, when possible.
9. Question: Please confirm that surface locating of campus underground utilities will be provided either by Miss Utility or a BARC locator.
Response 9: Subsurface utility locations are the responsibility of the contractor.
The contractor is responsible for contacting Miss Utility prior to any digging and coordinating with BARC who will contact their Utility Contractor to mark any Utilities that would have been installed and managed by BARC. The Contractor is required to get a cleared ticket from Miss Utility and a cleared Notification from BARC Engineering and Construction Branch saying that all is clear to dig.
10. Question: Please confirm that the successful contractor will have access to campus as-built drawing records.
Response 10: After contract award, the awardee may request access to drawing Archives in accordance with standard approval protocols. Please note that the contractor will have an Escort from the BARC Engineering and Construction Branch while searching the Archive File Drawers.
11. Question: [repeated question] Please provide inside mechanical details for connection at Building 10A.
Response 11: Same response as Question 3. Connection to pipe will be on the exterior of the building within 5 feet of the Building 10A wall. No detail will be provided.
12. Question: Will BARC provide a dump area for disposal of excess excavated topsoil and dirt from the pipe and manhole trenches? If so, at what location?
Response 12: No, the contractor shall dispose of all waste as outline in various locations of the Specifications
13. Question: Will BARC provide a borrow site for topsoil for restoring trenches at lawn areas? If so, at what location?
Response 13: No, the contractor shall acquirer topsoil from a source as stated in the Specifications 31 00 00
14. Question: Is the 250 calendar day performance period for completing Phase I and Phase II, or is it for completing all awarded phases?
Response 14: The 250 Calendar Days performance period is for the Base Contract only.
15. Question: Please confirm work hours will be 7:00 to 5:00 as stated in specifications (not 8:00 to 5:00 as stated in plan notes.)
Response15: In accordance with the contract terms and conditions.
The actual working hours for BARC Construction Projects are between the hours of 7:30 A.M. until 4:00 P.M. A contractor may request to work on a weekend or a holiday or ask to change the working hours by written request made to the contracting officer at least 1 week in advance. This requires coordination for Facilities office government overtime for the escort that is required to be present with the contractor during off hours. It is possible that this cost could be billed to the contractor.
16. Question: Please clarify how demolition work should be apportioned to the base and phase prices.
Response16: Only demolish within the area of each phase and to the extent required to complete the specific phase.
17. Question: There is a retaining wall at SE corner of greenhouse G1 that is not shown on plan/profile but will be in conflict with ST-8. Please show on plan and profile and provide note for coordination with new piping.
Response17: Intent is to support retaining wall and pipe beneath; retaining wall will be added to profile. Profile ST-8 on Drawing S0.C3.02.
18. Question: SEC plans do not appear to provide coverage for entire limits of work, for example no LOD/SEC for ST-13 and portions of ST-15 and ST-16.
Response 18: Drawings for this area are included in the addendum. -Drawing S0.C5.00 through S0.C5.03.
19. Question: C5.01 Note 4 refers to “Standard Note 22” for same day stabilization requirements; however, that note could not be found and it is impossible to install DDT systems while performing same day stabilization. Please remove this note.
Response 19: Erosion and Sediment Control Drawings have been revised via addendum. Note 22 has been added which explains contractor is exempt from same-day stabilization after silt fence has been installed. -Drawing S0.C5.05.
20. Question: Please provide typical sediment control drawings with standard sediment control notes and typical details.
Response 20: Drawings have been included in the addendum. -Drawing S0.C5.04.
21. Question: The LOD width in numerous locations is insufficient for efficient trenching and pipe installation operations. Please expand LOD widths to provide space on each side of the trench for equipment on one side (12’ wide zone) and piling trench dirt (15’ wide zone) on the other side for minimal suitable working space.
Response 21: Where possible LOD has been increased via addendum. - Drawing S0.C5.00 through S0.C5.03
22. Question: Will flowable fill concrete be required in grassy areas where new steam pipe is direct buried? It is understood this will be required at areas where new steam pipe is buried under roadways.
Response 22: Flowable fill is only required where there is limited ability to provide proper compaction.
23. Question: Can you please clarify what fencing detail “D” on plan page SO.C4.02 pertains too? Per the bid documents the temporary chain link fence throughout the project will be 6’ high and have movable concrete boots with a lockable 12’ wide gate at driveways.
Response 23: The fencing detail is for temporary fence. There is no permanent fence on the project.
24. Question: Please verify that should a contractor encounter any Hazmat materials during the course of this project, work is to stop and the Government is to be made aware of this. The Government will then address the Hazmat abatement, not the contractor.
Response 24: The contractor will handle all asbestos removal. It is assumed that all insulation to be encountered will be asbestos. Asbestos Hazard Abatement Plan required IAW Appendix A, Section 02 82 14 Asbestos Abatement
25. Question: Is the government requiring both a business and a cost proposal, or a business proposal with the cost/price data contained within?
Response 25: The business proposal and the cost proposal are two separate items.
