Solicitation No.: AG-32KW-S-15-0102 Attachment 1 – Q&As
Pre-Proposal Conference 7/5/2015 - Questions/Answers (NYAIC IDIQ Construction & Repair/Alterations)
Questions and Answers
1. The solicitation indicates awards for 85% of the work. Please clarify. Projects that contain multiple tasks will be awarded as such to reflect 85% of the required ‘type’ of work. For example, if a task includes mostly electrical work, it will be identified as Electrical. If a task includes mostly mechanical work, it will be identified as Mechanical. The most dominate work will identify the task at hand.
2. Will the awardee be responsible for the quantities or does USDA have a process that will be used? USDA will provide the awardees with a Statement of work which will identify work that needs to be complete and in some cases, quantities will be provided i.e. square footages for ceramic tile replacement, roofing square footages, etc. for known quantities. There will be cases where the SOW will reflect that the awardee prepares signed and sealed drawings (design documents) i.e. fire alarm system in which quantities will be based on the design documents.
3. Can you explain the price range? The price range for any task will be at a minimum $2000 and at a maximum $250,000. USDA will guarantee that each awardee is tasked with at least $2000 within the base year.
4. The solicitation mentions ‘quarantined areas’. Will there be a need for PPE, training? PPE will not be needed. Animals will be vacated and buildings cleaned prior to the start of work. There are vault areas and areas containing water system pumps in which will require Tyvek suits
Training will occur prior to the start of work.
5. The solicitation reflects Small Business set aside. Are bonds required or proof of bonding for the solicitation? USDA requires a bondability letter from the Surety. Provide A Bondability letter from a certified company from the Department of the Treasury’s listing of companies, with your proposal.
6. Would you allow bonding from other firms other than that of the awardee? No. Bonding documents need to be certified with the Contractor’s name and the Surety firm upon award.
7. The solicitation reflects Small business set aside. Is there any preference to others? No special preferences are given. All small business concerns, i.e., Women Owned, Hub-zone, Veteran
Owned, are in the same playing field with “All small businesses”.
8. How do you price non-price line items? This will be in the Statement of Work. If your proposal is not understood based or provided as lump sum, you will be requested to provide a breakout.
USDA will send a Request for Quote and if non pre-priced items are present, we will ask you to provide a cost. This is a firm fixed price.
9. Does the solicitation require a bid bond or proof of bondability? USDA is requiring a bondability letter from the Surety in lieu of a bond to prevent your bonding capacity from being tied up.
Provide a Bondability letter from a certified company from the Department of the Treasury’s listing of companies, with your proposal.
10. What is the mission of NYAIC? Refer to Section C “Statement of Work” of the solicitation.
11. Is there asbestos in the floor and wall tiles in the shower area? There is no asbestos present in the Administration Building or any other building on campus.
Solicitation No.: AG-32KW-S-15-0102 Attachment 1 – Q&As
12. Does the existing generator have spare capacity? The existing generator was actually sized to accommodate the Administration Building which is currently not on emergency power. The campus has an overhead loop that is powered to feed all campus buildings.
13. The pre-proposal notes say to provide 1 hard copy and I electronic and that the line item pricing needs to be submitted in an Excel spreadsheet. The SF1442 Solicitation says send a sealed original and 2 copies , yet page 50 of the Solicitation says send one (1) original of the price and one (1) original and three (3) copies of the technical? Can you please clarify the real requirement? The cover page (SF1443) is system generated, disregard. Please provide One (1) electronic copy via e-mail as two separate files, 1 file to contain the technical and 1 file to contain the SF1442 with the price excel spreadsheet. Send one hard copy of entire file to address below. Hard copy must be mailed, postdated July 27, 2015. The electronic file must be sent and received on July 27, 2015 to Martha.garza@aphis.usda.gov :

14. I have a question regarding the technical proposal. Page 52 states that Safety and Health Plan and Quality Control Plan are part of Section 1 Management plan. Are full plans required, or just a synopsis of the plans? A synopsis is good for the bid package however if they are awarded the project, we will require FULL plans of each.
