Answers to questions from prospective offerors:

Q1) Regarding the submittal page size requirements, will sample surveys printed on tabloid size (11"x17") paper, tri-folded to 8½"x11", meet the page size requirements, as defined? Will legal size paper, folded in half length-wise, meet the page size requirements?

A1) Please see the answer to question 5 in Amendment No. 2.

Q2) Per Amendment No. 1, A11 indicates “the 25 page limitation applies to the entire package”. Does this also include the printed signed amendment sheet from Item 11(a) of the SF 30 (highlighted yellow in the attached)?

A2) Amendment acknowledgments will not be counted toward the 25 page limitation.

Q3) Who do we submit the proposal to?

Q7) Is there any kind of structural format that is recommended for the submittal or any key elements that is recommended to be included?

Q8) We are putting together a Response to Solicitation AG-2B46-S-17-0095. I have a specific question regarding Part II of the SF330. We have two separate office locations (both in South Dakota) but we function as 1 entity and the project would be conducted with a combination of staff from both offices.

Do I need to include a separate SF330 for both offices or can all information be included on 1 as Revenue is calculated as a whole not separate offices? I’m unsure as to what would be best. If you could please let me know, that would be greatly appreciated.

A8) General Instructions to SF 330 states “If a firm has branch offices, submit a separate Part II for each branch office that has a key role on the team.” Therefore, please submit a separate SF 330 for both offices.

Q9) In reference to the subject opportunity, we request, please, clarification to the 25-page limit that is specified. The announcement indicates: “The qualifications package submittal, including the SF330, shall not exceed 25 pages in length…” Is the 25-page limit for only Part I of the SF330 or does it also include the Part II forms? Our experience has been that page limitations apply only to Part I of the SF330; however, we would like to verify the statement in order to comply with the requirement.

A9) The 25-page limit includes Part I and II.

Q10) When proposing a subcontractor partner, is it necessary to provide the information requested in parts a-c under “Joint Ventures and Teaming”?

A10) Please see the answer to question 8 in Amendment No. 1

Q11) As my firm is an LLC itself, do I need to provide the information requested in parts a-c under the same section for just my business?

A11) Yes, that is correct.

Q12) Should additional information requested (i.e. information requested in “3. Capacity to accomplish the work”) be provided in Section H of our SF330 per sub-region?

A12) Section H is an appropriate place to list additional qualifications that are not reflected in other portions of the 330.

Q13) If we are proposing as the prime and another firm as a subcontractor partner, and not a branch office, is Part II required to be completed for just the prime, one for the prime and its proposed subcontractor, or not at all?

A13) Please see the answer to question 8 above. Also, please refer to the General Instructions for SF 330.

Q14) If we are required to complete Part II, should we list our DUNS number(s) for the Unique Entity Identifiers in blocks 4 & 8c?

Q15) In reading the Submission Requirements section, it seems that all information should be included in the SF330 with no additional attachments or brochures. As we are proposing multiple sub-regions, do you want completed SF330 proposals tabbed in a binder or simply stapled & in a separate, labeled envelope for each sub-region? Submissions for each sub-region will include 2 hard copies and a CD and will be clearly marked with the required “RELEASEABLE TO GOVERNMENT AGENCIES FOR EVALUATION

PURPOSES ONLY”.

A15) As stated under Submission Requirements, “Each qualification package submission shall be clearly indexed, labeled and logically assembled to indicate which sub-region the information shall be considered for, i.e. Sub-Region 1-4 , Sub-Region 2-3, Sub-Region 3-2 or Sub-Region 4-1. Cover letters and extraneous materials (brochures, etc.) will not be considered.”

Q16) The answer to Question 3 could be interpreted as meaning only forms completed in the pdf environment will be accepted. Other government sites offer the SF-330 form in word (fbo.gov, for example). Is it acceptable to complete these forms in word provided the general formatting/content is not changed? It is my understanding that successful submittals have been made using the word format which allows easier editing and readily permits incorporating graphs, charts, and images as well as visual formatting changes to font (bold/italics/color) for increased readability.

The answer to Question 4 could be interpreted as incongruous with the answer to Question 3 in as much as the pdf environment does not allow the reformatting that would be necessary to include two resumes or two projects on one page (unless choosing to print in landscape, two pages per page).

A16) Yes it is acceptable to complete these forms in word provided the general formatting/content is not change.
