1) Revise the Past Performance Selection Criteria and provide answers to questions submitted from prospective offerors.
The submission due date remains unchanged, October 11, 2017 at 5:00PM CST.

The following has been revised and re-issued:
Selection Criteria: Past Performance – Replace the first paragraph with the following:
The prime contractor and/or team members shall provide information to demonstrate how well the firm has performed on recent (within 5 years), relevant projects performed for any of the following entities:
Governmental agencies (i.e. Federal or State), and/or private industry in terms of cost control, quality of product/work and compliance with performance schedules similar in nature to the work required as part of this announcement. Evaluation of this factor will be based on past performance data from projects presented in Section F of the SF 330 (provide at least 3 references with telephone numbers and email addresses).
Answers to questions from prospective offerors:
Q1) Are there any parameters or time limits regarding the age of projects included in Section F?
A1) The projects should be recent (within 5 years) and relevant and coincide with the staff being evaluated. This change is highlighted above.
Q2) Can our subcontractor be the firm that holds the license in a state where the survey will be conducted? Our firm, O’Day Consultants, hold several licenses in California, but none in Nevada. Our subconsultant WHPacific hold licenses in Nevada. If the work in Nevada is done under their supervision, is this acceptable for this contract? Please advise.
A2) Yes, a subcontractor can be the firm that holds the license in a state where the survey will be conducted.
Q3) My first question is in regard to the statement “A page is defined as one side of an 8 ½ x 11 inch sheet of paper, with at least one inch margins on all sides. The SF 330 form is exempt from the marking and character size limits; follow the SF 330 instructions for completing the form. The 1 inch margin and 10 point font limits are only applicable to pages formatted by the A/E firm”. If we have or create the SF- 330 form in word, would that be considered pages formatted by the A/E firm which would require us to use a 1” margin?
A3) The SF 330 is a Standard Form and is available in PDF on the GSA website. It should not be formatted.
Q4) My second question is in regard to the statement “Resumes Section E and example project Section F shall not exceed one page each”. Can we have more than one resume on a page and more than one project on a page?
A4) Yes that will be acceptable.
Q5) May we include our organizational chart on an 11x17 size sheet of paper?
A5) Yes, this will be allowable; However, the use of 11x17 will be counted as two (2) pages.
Q6) Under 1. Professional Qualifications it states, “Examples of previous legal boundary work shall be provided for review, as well as a description of the type of surveys performed and references with phone numbers.” Does the USDA want project references in this part of the Section H write up in addition to the project references in Section F, or should we refer to Section F in this section?
A6) Please refer to Section F.
Q7) Under Scope of Services, Selection Criteria, Part 5, Past Performance in the RFP, it reads “Evaluation of this factor will be based on past performance data from projects presented in Section F of the SF 330 (provide at least 3 references with telephone numbers and email addresses).”
Question: Will any additional past performance information be required to be included in the SF330?
Past performance questionnaires, etc.?
A7) Past performance questionnaires will not be required.
Q8) For the selection criterion for past performance, it states: “Evaluation of this factor will be based on past performance data from projects presented in Section F of the SF 330 (provide at least 3 references with telephone numbers and email addresses).” We have two questions:
1. Are you requiring us to submit 3 references for each past performance project described in Section F, or do you require us to identify a total of at least 3 individuals who can attest to our performance of the Section F projects/contracts we are providing?
ANS: Please identify at least 3 projects and references for past performance. You are not required to submit 3 references for each past performance project.
2. How will you measure past performance, i.e., do you want us to use a past performance questionnaire (PPQ)? If we are to use a questionnaire, are you providing one for us to use? Are we to submit PPQs we already have on hand from other proposals?
ANS: We will be contacting references provided from Section F.
Q9) Will the first page of SF 330 Part I (sects A-C), and the SF 330 Part II count toward the 25 page limit of the submittal?
A9) Yes it will count toward the 25 page limit.
Q10) Solicitation: A/E Easement Boundary Surveying Services, #AG-2B46-S-17-0095 has a 25 page limit. I see that this restriction does apply to the 330s, however are the copies of the Joint Venture documents, JV breakdown, and other standard forms included in the page count?
A10) As stated in the solicitation, the documentation verifying the Joint Venture will not count towards the 25 page limit.
