Answer to questions from prospective offerors
Q1) In the State of Iowa, Engineers and Architects are prohibited from performing Legal Surveys, the definition of which an NRCS Conservation Easement falls under, only a Licensed Professional Land Surveyor can perform Legal Surveys.
I will assume I can fill out SF 330 with the understanding that I am qualified in the State of Iowa to perform the services required by NRCS regardless of the wording on SF 330
If this is incorrect then there will be a problematic situation regarding the procurement process, although many Engineering and Architectural Firms employ Licensed Professional Land Surveyors, the firm I represent is a Professional Land Surveying Firm – Only.
I would appreciate clarification on this question, I assumed I will be able to fill out the form SF 330 and submit my qualifications, however there has been questions raised by regional representative’s.
A1) The SF-330 form is a standard form for A&E services and Land Surveying falls within this umbrella of what is considered A&E services. We understand this can be confusing because it is not specific to land surveyors, but this is the form we have to use when acquiring these services and we see no reason for anyone to be considered ineligible to complete the form or perform the work as long as they are licensed to practice surveying in the area(s) they are submitting packages.
Q2) Will there be additional instructions from USDA for preparing the SF330?
A2) There will be no additional instructions from USDA. All of the instructions for preparing the SF 330 is listed in the Solicitation which was posted on September 7, 2017.
Q3) Will required key personnel be identified for inclusion into the SF330?
A3) It is recommended that the Offeror determine the required key personnel. As stated in Paragraph C of the specifications, all work must be performed by, or under the direct supervision of, a person licensed or registered to practice land surveying in the State where the land survey is to be conducted.
Other support personnel must have the training and experience to perform the work competently.
Q4: Number of projects required for inclusion into the SF330?
A4: If this is in reference to “Specialized Experience and Technical Competence”, there is no specific number of projects is referenced for this section. Evaluations will be based on difficulty of terrain. The amount of specific information needed to reflect the overall qualifications is the responsibility of the offeror.
Q5) Project time start/completion frame?
A5) This is an IDIQ for multiple awards for one (1) base year plus four (4) one year option periods. Each project and order will have different start and completion times. 45 days from specific project award is the typical required deliverable time.
Q6) Must projects be complete for inclusion into the SF330?
A6) If these projects are to demonstrate past projects completed in size and scope, then yes the projects must be completed.
Q7) Number of resumes needed for inclusion into the SF330?
A7) The amount of specific information needed to reflect the overall qualifications is the responsibility of the offeror.
Q8) Our firm is a Corporation. If we choose to team with a subcontractor that is also a Corporation, are we required to include a teaming agreement as part of this submittal?
A8) It depends on the type of teaming agreement. Please review the Joint Ventures and Teaming section of the solicitation for further details.
Q9) If we team with a small business that is an LLC, do we need to submit the information requested in the Solicitation under Joint Ventures and Teaming (Section a-c) for that team member?
A9) Yes, if you will be submitting as an LLC, then you need to provide the information listed under Joint Ventures and Teaming.
Q10) Can packages be submitted in this manner:
- Company A submit a package as the prime with Company B and Company C as their subs.
- Company B submit a package as the prime with Company A and Company C as their subs.
- Company C submit a package as the Prime with Company A and Company B as their subs.
A10) As stated in the solicitation, Firms can submit qualification packages for one (1) sub-region or up to twenty-five (25); however, a standalone qualifications package must be submitted for each sub-region in which the firm would like to be considered. Under FAR 52.219-14- Limitations of Subcontracting, the prime contractor must perform at least 50% of the cost of contract performance with his/her own employees. If a small business subcontracts/consults/ teams/joint ventures with another firm (large or small), the Limitations of Subcontracting clause must be adhered to. Please review the Joint Ventures and Teaming section of the solicitation for further details.
Q11) I would like to get clarification on the page limits. Are we limited to 25 pages for Part I, Part I & Part II or the entire package?
A11) The 25 page limitation applies to the entire package.
