Paying for hauling is an area where we need to be vigilant in our contract inspections and fiscal accountability. Contractors will want to load trucks light, under their stated weight capacity, to increase the number of loads hauled and increase the amount paid for the work. Two things need to happen, the Forest Service is to approve the truck configurations and determine a weight associated with each, and weigh each truck. Weighing would confirm trucks are being loaded to capacity and not loaded light. The contract administrator or TSA person would review weight receipts each week to monitor weights of loaded trucks and provide feedback to the contractor as needed. Mule-trains typically range from 28.5-33 tons. Another possibility is that considering the price of diesel, it would actually cost MORE to haul a light load than what the contractor would get paid for the hauling the load. In that case, the trucks would be loaded heavy. However, we would still need to do our monitoring each week of the weight receipts. Please delete this paragraph when no longer needed.

Nelli Stewardship Appendix A (Technical Specifications)

2. SPECIFICATIONS FOR HAULING INCLUDED TIMBER

Mandatory Stewardship Project – Hauling of Included Timber Hauling of Included Timber includes transporting approximately 19,785 CCF of timber. Payment for hauling will be determined based on the number of loads hauled to processing facilities identified by the contractor within their proposal, or agreed to by the Forest Service. Product Removal Permits shall be counted on a monthly basis to determine the number of loads hauled by the contractor. Approximately 2,198 loads of logs would be hauled to remove the estimated total contract volume of 19,785 CCF. The estimated number of loads is based on the assumption that a six-axle long-logger configured truck will be used for transporting the logs to identified processing facilities located within the established haul radius options provided in Item 2 of Section B.1 Schedule of Items.

Established hauling prices based on the initial selection of haul radius options identified by the Contractor shall be negotiated annually, or if significant changes in market conditions prompt the Contractor to request a change to a further haul radius. The Government will consider all Contractor requests if changes to a further haul radius are in the best interest of the Government, and reflects an equal or better value to the government.

All Included Timber shall be designated before cutting and/or removal. Refer to Division AT in Appendix B for volume estimates and utilization standards. Hauling activities shall require the branding and painting of all logs on both ends before logs can be transported, unless a waiver is granted through a signed agreement between the contractor and the Forest Service.

End results specific requirements;

2.1 Hauling of Included Timber

A. Branding and Painting. Refer to standard provision GT.8.1 in Appendix B for specific requirements.

B. Product Removal Permits. Refer to Special Provision KT-GT.8.1.1 in Appendix B for specific requirements.

C. Log Hauling. Prohibited on Memorial Day weekend, and during both weekends of modern firearms elk hunting season to avoid conflicts with recreation use. Refer to Special Provision KT-GT.3.1.5# in Appendix B.

D. Route of Haul. As part of the annual Operating Schedule, Contractor shall furnish a map showing the route of haul over which products will be transported from Contract Area to the approved weighing location. Such route of haul shall be approved by the Forest Service, and be the shortest, most economical haul route available between the points. Upon advance written agreement, other routes may be approved. All products removed from Contract Area shall be transported over the designated routes of haul. Contractor shall notify Forest Service when a load of products, after leaving Contract Area, will be delayed for more than 12 hours in reaching weighing location. Contractor shall require truck drivers to stop, if requested by Forest Service, for accountability checks when products are in transit from Contract Area. Contractor and Forest Service shall agree to locations for accountability checks. Such locations shall be established only in areas where it is safe to stop trucks. Forest Service shall notify Contractor of the methods to be used to alert truck drivers of an impending stop.

3. EROSION CONTROL SPECIFICATIONS

Mandatory Stewardship Project – Erosion Control Unless otherwise stated in the Task Order specifications the following standard ripping and seeding specifications shall apply to task orders placed under the Nelli Stewardship Contract for meeting the desired end results.

The desired end result is a condition that promotes vegetative growth and does not allow water to collect and cause surface erosion. Included work activities will hydrologically disconnect, and effectively close all temporary roads, landings, and specified feller buncher skid trails used by the contractor. Restore drainage features and de-compact soil on temporary road surfaces, landing surfaces, and specific skid trails identified by the Contract Administrator to a minimum depth of 20 inches. Re-vegetate with approved certified weed free grass mix or native species, and closed to discourage motorized travel as directed by the Contract Administrator. Some erosion control work may need to be completed outside the specified operating season and will be addressed on a site-by-site basis.

Technical Specifications

RIPPING SPECIFICATIONS

The following ripping specifications shall apply when ripping is used as an erosion control method for meeting desired end results.

Equipment Specifications:

A. Ripping equipment. A dozer equipped with a blade and a hydraulic operated ripping attachment, or an excavator capable of ripping compacted soils to a minimum depth of 20 inches. Contractor’s equipment shall meet all applicable health and safety laws for the State of Washington. Additionally, the ripping equipment shall meet the following specifications:

1. The ripping attachment shall be a multiple shank ripper with at least 3 ripping shanks that are each 24 inches in length.

2. The dozer shall have the capability to sufficiently pull a multiple shank ripper when submerged the desired minimum depth of 20 inches below the soil surface.

3.1Temporary Roads Ripping Specifications:

A. All temporary roads shall be ripped in accordance with the following Ripping specifications:

1. Temporary roads shall be ripped to a minimum of 20 inches in depth unless rocky soils conditions restrict the penetration to a lesser depth.

2. Ripping operations shall be performed prior to seasonal periods of precipitation or runoff.

3. The ripping of temporary roads shall require 2 passes parallel to each other to adequately rip temporary road surfaces.

4. Passes will be spaced so that on the return trip dozer tracks do not travel over previously treated rip furrows.

B. Water-bars or other erosion control devices removed to facilitate the opening of existing temporary roads shall be reconstructed in conjunction with the ripping operations.

1. The roadbed has available material such as logs, stumps, and brush placed in the roadbed to effectively discourage motorized travel.

2. The entrance is effectively closed by berm, large boulders, stumps or logs.

3.2 Skid Trail Ripping Specifications:

A. Specific Skid Trails identified by the Contract Administrator Representative (COR) requiring erosion control activities shall be ripped in accordance with the following Ripping specifications:

1. Skid Trails shall be ripped to a minimum of 20 inches in depth unless rocky soils conditions restrict the penetration to a lesser depth.

2. Ripping operations shall be performed prior to seasonal periods of precipitation or runoff.

3. Water-bars or other erosion control devices shall be placed at appropriate spacing based on slope gradient.

3.3 Landing Ripping Specifications:

A. Ripping Operations

1. Landings shall be ripped to a minimum of 20 inches in depth unless rocky soils conditions restrict the penetration to a lesser depth.

2. Ripping operations shall be performed prior to seasonal periods of precipitation or runoff.

3. The ripping operations for landings shall establish a ripping pattern consisting of rip furrows that resemble a grid. The grid pattern can be created by multiple passes that run parallel to the slope contour followed by multiple passes that run perpendicular to the slope contour. The trenching pattern shall maintain approximately 2 feet between rip furrows as multiple passes are conducted.

GRASS SEEDING SPECIFICATIONS

Unless otherwise stated in the Task Order specifications the following standard grass seeding specifications shall apply to task orders placed under the Nelli Stewardship Contract.
