QUESTIONS & ANSWERS FOR WICKIUP RESERVOIR BOAT RAMP & PARKING AREA PROJECT PRE-WORK MEETING

RFP #AG-04GG-S-07-0043

October 10, 2007 The following is a summary of the questions asked at the optional Pre-Bid Meeting for the Wickiup Reservoir Boat Ramp and Parking Area project on the Deschutes National Forest.

Preliminary drawings and a reservoir elevation summary are attached under separate files. Any questions or requests for clarifications should be directed to the Contracting Officer, Ben McGrane, at 541-383-5550 or bmcgrane@fs.fed.us .

GENERAL QUESTIONS

1. What percent of work must the General Contractor do their selves and subcontract out? CORRECTION – Contrary to what was stated at the pre-work, since this is not a small business set-aside, in accordance to FAR 19.508 (e), Clause 52.219-4 Limitation in Subcontracting is not applicable and therefore no minimum applies.

2. Is there a lot of excavation to do for these projects? Enough to require a Waste Excavation Site, exact quantity and location will be in RFP.

3. Date that Bonds have to be in for work done before September 1st 2008? Payment and Performance Bonds are required for this project. These bonds are typically due within 10 days of contract award prior to the Notice to Proceed being issued. Since the start dates for the ramps and parking areas are flexible, the submittal date of the bonds will be negotiable if the successful contractor elects to delay its start work until after Labor Day.

4. What is the price range of the project? The price magnitude is $500,000 – 1,000,000.

5. When will the RFP be issued? The RFP should be issued by mid-November 2007. The award will ideally be made in January/February 2008.

GULLPOINT

1. When can construction start on Jetties? Boat Ramp and Jetty construction can began after Sept. 1st ,2008 (after the Labor Day Holiday Weekend-specific date will be stated in RFP

2. Where are the Jetties located on both projects? Jetty for Gullpoint is approx. 139 feet and is located just prior to beginning of vertical curve for boat ramp (Sta 1+39.01).

3. Who are the other agencies involved with this project? The Deschutes N.F. is the lead agency for construction with funding coming from Oregon State Marine Board (OSMB), US Fish & Wildlife Service (USFWS) thru Oregon Department of Fish & Wildlife (ODFW).

4. Will both of the Boat Ramps be closed after September 1st 2008? Contractor will be allowed to close BOTH ramps after the Labor Day Weekend (exact date to be determined).

5. What work can be done before September 1st 2008? Construction/expansion of parking areas while allowing recreational visitor to still access boat launches.

6. Can construction of Ramps start sooner if they close 1 down before September 1st 2008? If an existing launch in no longer accessible (safe) to launch prior to Labor Day weekend, there is possibility that construction of said launch could began earlier.

7. Will the construction company be doing any Dewatering to put in Precast Concrete Planks? No dewatering, silt curtain will be required.

8. When does the Reservoir start to REFILL (when does the water start to rise)? Mid October to early Nov. it does vary from year to year.

9. Does the Marine Board make the SPEC’s for in water construction? All specifications are Forest Service Specs. w/ guidance/recommendations from OSMB.

10. Are there site access or operational restrictions? There will be some operational restrictions for the construction of the parking areas. For North Wickiup, there is an Osprey nest in the area. F.S. will monitor to check in nesting, if not, restriction will be waived. If nesting is evident, a short/quick time frame will be proposed to cut trees for parking area construction.

11. Can we draw water from the lake? Yes, with required screens.

NORTH WICKIUP

1. What type of road construction is needed for the road pavement and ramp pavement part of this project since the present pavement is cracked? Pull all of the old asphalt and concrete up and start over.

2. Is there a concrete footing underneath the sign by the Boat Ramp, if so does it need to be taken out? Do not know if there is a concrete footing, but if there is it will need to be removed.

3. Can construction of the pavement start before September 1st 2008? Yes

ROCK SOURCE

1. Where will the crushed rock (Base Rock) come from since the pit shown on 10/10/07 only allows for Rip Rap? No base rock, just riprap.

2. What size of Rip Rap will be needed for the projects? Using the FP-03 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects – Section 705 Rock. Contract will either use Class 5 or Class 6.

3. Where is Rip Rap needed in both projects? It will be shown on the drawings. Enforcing jetty, perimeter of launches, designed swales, etc.

4. Can the existing piles of Rip Rap at rock source be used in the construction of the Ramps? No, all rock for the new launches will have to be processed. Existing piles of riprap is “earmarked” for other projects.
