STATEMENT OF WORK
Siuslaw National Forest, Central Coast Ranger District Cape Perpetua Recreational Area, Water and Wastewater System Upgrades, 2010
PART 1 – GENERAL
1.01 CURRENT CONDITIONS:
A. The Cape Perpetua Recreational Area is part of a scenic area on the Central Oregon Coast located approximately three miles south of Yachats, Oregon in the Siuslaw National Forest. The recreational area includes the Devil’s Churn Wayside, the Cape Perpetua Campground, and a Visitor’s Center. The year round scenic area is especially attractive to hikers, nature lovers, and whale watchers.
B. The water system for the recreational area consists of a well/pump, chlorination system, a storage tank, water distribution system, and pressure tanks at the wayside and Visitor’s Center. The well and well house are located at the eastern end of the campground with the water tank above the campground. The water tank consists of a 20,000 gallon, concrete tank. The distribution system route begins at the tank and follows the well line back down to the campground. The waterlines run east and west through the campground. Where the campground water main extends out to US Highway 101, it splits north and south and feeds water to Devil’s Churn and the Visitor’s Center.
C. The wastewater from the Visitor’s Center and the campground flows by gravity to the wastewater treatment plant (WWTP) at the west end of the campground. The wastewater from the Devil’s Churn Wayside flows to a small pump station near the Devil’s Churn comfort station and is pumped to the WWTP. The WWTP consists of a settling/aerations basin, a pump station, a chlorine contact chamber, and effluent pumps. The effluent pumps pump the wastewater to a spray field (called Land Assimilation system in the Water Pollution Control Facilities Permit) south of the Visitor’s Center.
D. The Devil’s Churn rest stop is the only roadside rest stop on Highway 101 for several miles in each direction. As a consequence it receives a high amount of tourist and traveler traffic. The rest stop has 15 parking spaces. The onsite buildings include a combination information center and concession stand and restroom facilities. This site also includes an information kiosk and a viewing platform.
E. The Cape Perpetua Campground is southeast of the Devil’s Churn Wayside.
The campground has 40 overnight camping spaces with water services to the majority of the sites. The Campground is situated from west (entrance off of Highway 101) to east in a small valley with Cape Creek on the south side of the campground and a hillside to the north. The campground includes comfort stations, an RV dump site, and a day use area.
F. The Cape Perpetua Visitor’s Center is southwest of the campground on the east side of Highway 101. The Visitor’s Center includes a main building and a comfort station with a staff area in the basement of the comfort station.
