Pine Creek Building Decommissioning Site Visit 04/01/2010
Questions/Concerns/Clarifications:
2836 – Generator Building o Concern was expressed regarding the concrete slab on which the building is located due to the fact that the pad is stained with oil and would likely need to be disposed as hazardous material.
Informed bidders that, according to the contract, the concrete pad is not included in the building demolition (Note 3, Sheet 5)
1101 and 1102 – Houses in Upper Compound o Question regarding whether the concrete sidewalks from the gravel road to houses 1101 and 1102 are to remain or be demolished.
Informed bidders that this item will be addressed by updating the solicitation to include the concrete sidewalks and the lumber lining the walk. Other landscaping improvements at 1101 and 1102 are to remain.
General questions o Question regarding whether or not the propane tanks at each house need to be disposed.
Informed bidders that the solicitation will be updated so that propane tanks are exempt from disposal; the Forest Service will retain.
o Question regarding how far back the utilities need to be decommissioned prior to being capped.
For Upper Compound see Note 4, Sheet 5; for Lower Compound see Note 3, Sheet 6. Includes water, sewer, gas (propane), electrical, and telecom.
o Question regarding the location of the borrow pit.
Informed bidders that directions to borrow pit will be posted on website o Question regarding what was uncovered in the 1993 asbestos survey on file, and whether or not the information is going to be made available.
Informed bidders that the reports are available at the Vancouver office for review. Will also post the 1993 asbestos survey to website for review.
o Question regarding whether the septic tanks have already been pumped, and if not, who is responsible for pumping.
Informed bidders that we do not have accurate records regarding the pumping history of the septic tanks and it is likely that there is some waste in the tanks; more in some than others due to sporadic usage. Also informed bidders that pumping is the responsibility of the Contractor per the “Septic Tank Decommissioning” Note on Sheet 5.
o Question regarding if we really wanted to dispose of demolished material in abandoned septic tanks.
See “Septic Tank Decommissioning” Note, Sheet 5. Further added that the concrete should be broken down into pieces (6” or less) prior to use as fill in vault.
o Question regarding why we don’t want to completely remove septic tanks if we are going to redevelop the site.
Informed bidders that we are not concerned with having abandoned vaults in the ground since they are not likely to affect redevelopment efforts.
o Question regarding the location of the borrow pit.
Informed bidders that map/directions will be posted on website.
