P rior to renovation or dem olition of a building, the E

P A requires inspection of the facility or part of the facility w here the dem olition or renovation operation w ill occur for the presence of asbestos containing m aterials.

If the m aterial identified is considered

R egulated

A sbestos

C ontaining

M aterial

(R A

C M it is subject to strict notification, handling and disposal requirem ents.

R egulated m aterial includes friable asbestos m aterial, nonfriable asbestos m aterial that has becom e friable and nonfriable asbestos m aterial that w ill be or has been subjected to sanding, grinding, cutting or abrading.

T he

E P

A defines friable asbestos m aterial as any m aterial containing m ore than percent asbestos as determ ined by P olarized L ight M icroscopy that, w hen dry, can be crum bled, pulverized or reduced to pow der by hand pressure.

N onfriable asbestos-containing m aterial is defined as m aterial containing m ore than percent asbestos as determ ined by P olarized L ight M icroscopy that, w hen dry, cannot be crum bled, pulverized or reduced to pow der by hand pressure.

T hese m aterials are not regulated, i.e.

subject to the strict handling practices enforced for friable m aterials.

C ategories of nonfriable m aterials are:

C ategory

I nonfriable asbestos-containing m aterial.

A sbestos-containing packings, gaskets, resilient floor covering and asphalt roofing products.

Suspect m aterials sam pled included vinyl floor tile and m astic, linoleum and m astic, w all and ceiling texture, acoustical ceiling tile, carpet adhesive, sheetrock, rubber base adhesive, duct tape, w iring, sealants, pipe insulation and other insulation m aterial.

M any of the asbestos-containing m aterials identified at the

C helatchie and P ine C reek locations are resilient floor coverings w hich are not regulated by the E

P A as long as they are rem oved in w hole pieces to the extent possible and are not cut or sanded, producing asbestos dust.

W here the adhesive m astic contains asbestos and has becom e brittle, the m aterial could be considered regulated.

In these cases, w e recom m end rem oval by a licensed abatem ent contractor as a safety precaution.

It should also be noted that adhesive m aterial judged non-friable during a survey can becom e friable over tim e.

W here linoleum contains asbestos, w e recom m end rem oval by a licensed abatem ent contractor since the asbestos-containing backing layer is friable and the adhesive m astic underneath w ill have been contam inated by the backing.

In m ost cases, these m aterials can be safely left in place until such tim e as renovation or dem olition activity w ould disturb the m aterial.

A ny system ic rem oval of flooring m aterials should base rem oval priority on condition and accessibility.

ost estim ates for rem oval of flooring m aterials are presented here rather than by individual location.

C osts can vary greatly depending on factors such as w hether the m aterial is linoleum or floor tile, w hether the m astic is positive and w hether the flooring underlaym ent is w ood or concrete.

A nother significant cost variant is the am ount of m aterial to be rem oved.

T he per square foot estim ates provided here w ould decrease for a large rem ovaljob, and could increase for a very sm all one.

A m inim um of $500 should be added for an abatem ent com pany’s m obilization and dem obilization at the site.

T he cost for rem oval o f linoleum can be estim ated at

$6 per square foot, but could be double that am ount if the asbestos containing m aterial could not be satisfactorily rem oved w ithout rem oving w ood flooring underneath.

T his cost assum es full isolation and a negative air environm ent established in the w ork area.

T he cost for rem oval o f floor tile can be estim ated at $2 per square foot, A gain, circum stances w ill effect costs.

If the m astic under the floor tile does not contain asbestos, the tile can be rem oved by m aintenance personnel using extrem e caution not to cut or break the tile.

If the m astic under the tile contains asbestos and it is im bedded into a solid w ood floor, the floor could have to be cut out and costs could m ore than double.
