1 - STATEMENT OF ARCHITECT - ENGINEER SERVICES
Project Summary
Goal
The goal of this project is as follows:
To provide engineering drawings, reports and cost estimates detailing necessary materials and labor to remove and replace existing lightning protection systems at 13 remote fire lookouts.
To furnish all labor and material necessary for the installation, connection, testing and adjustment of all Lightning Protection equipment designed by this contract and delivered to the Government as a complete installation in all respects ready for use. Components and installation shall conform to U.L. 96 and
96A for U.L. Certification. Components and installation shall also conform to
NFPA 780.
Buildings
Most of the lookout towers were built from 1920 to 2002 and existing drawings may not accurately depict on site conditions. Some utility buildings do not have any construction drawings.
Sites have no commercial power. Some sites have solar panels, propane heating, lighting, cooking systems.
This project will be completed in three phases:
Phase I: Field Investigation, site visit and measurements
Phase II: Engineering report of findings and construction cost estimate. Project design and deliverables for each project site.
Phase III: Construction
Earth Grounds.
See Electrical design section for details.
Equipment to be protected.
Various equipment and systems at the site require proper grounding. Inspect, report on, and design grounding system. See Electrical sections for details.
The Lookouts and other structures usually contain items that need to be properly grounded, supplied with power or fuel gas, and installed to code. These items may include, but are not limited to: down leads, metal components of buildings and interior equipment such as stoves, radios, lighting systems, power systems, fencing and adjacent towers and telecom buildings etc., propane tanks, P a g e | 13 appliances and delivery system, water lines, fire finders, communications lines, and other similar features and utilities.
Government communication facilities that are located within the cone of protection shall be properly protected.
Qualifications
Copy of certification or license shall be attached to proposal. Contractor shall describe experience in designing, installing, inspecting, and repairing lightning protection systems which comply with
NFPA 780 Standard for the Installation of Lightning Protection Systems and other referenced standards in this document on the attached Experience Questionnaire. Applicable experience will be evaluated during award determination
SCOPE OF SERVICE
It is the purpose of this agreement to secure, engineering services including:
Provide a detailed listing of mechanical code violations and corrections required to replace or repair these items to correct deficiencies. Furnish labor and materials necessary to correct these violations. This normally will consist of propane heating, appliances, and lighting systems.
Design lightning protection systems for each project site and furnish all labor and material necessary to remove and replace the entire existing ―above grade‖ lightning protection system (air terminals, conductors, down conductors, bonding conductors, etc) as determined by engineering design and analysis.
Determine adequacy of existing ―below grade‖ grounding conductors. If inadequate, this project includes the design and installation of new grounding conductors that incorporates the existing grounding system, if practical.
Engineering Drawings and Reports
Provide a report to the Contracting Officer of required materials and labor to replace the main protective system and to incorporate the existing ―below grade‖ grounding conductors into the new design.
Provide detailed stamped engineering drawings for the removal and replacement of each new lighting protection system and mechanical systems using government provided standard details, drawings, and specifications.
Provide engineering reports detailing calculations and field work necessary for the design and installation of the new lightning protection systems.
As-builts – see section 16010 1.05 E (3)
Provide a cost estimating spreadsheet with all costs necessary to furnish labor and materials necessary for the installation, connection, testing and adjustment of all lightning protection and mechanical systems designed and delivered by this contract. The report shall include a break down of material and labor costs of required work items per site.
Restore all trenching to virgin conditions as close as possible.
All other services required by referenced specifications.
P a g e | 14
MATERIALS
Materials and labor needed for of the new lightning protection and mechanical system will be reimbursed at cost by the government using the Materials and Labor for Installation bid items in the schedule of items. All Contractor purchased materials must be pre-approved by the Contracting Officer.
The Contractor shall credit the government a percentage of the salvage value of all ―above grade‖ copper materials removed from the site using the Salvage Value bid item in the schedule of items.
Bonding clamps, air terminals, and lightning rods shall remain property of the government and be delivered to the Contracting Officer‘s Representative.
Work
Contractor shall not begin work on any phase until written approval is received from the
Contracting Officer. Not all Contractor proposed work items may be approved by the
Contracting Officer.
Once identified work items are approved by the Contracting Officer, complete the work in accordance with the attached specifications, NEC code, and NFPA to provide a safe and fully functional lightning protection system at each lookout.
