SUMMARY OF WORK

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of contract, including Division 1 Specification Sections, apply to this section.

1.2 WORK COVERED BY CONTRACT DOCUMENTS

A. The project work generally includes the restoration of the Big Larch Campground Water Distribution System. This work includes the following:

1.2,640 lineal feet of 2” HDPE pipe
2.2,366 lineal feet of 1” HDPE pipe
3.13 connections to existing hydrants
4.6 casing pipes totaling 140 lineal feet of 4” casing pipe
5.Modifications to the existing meter vault

1.3 CONTRACTOR USE OF PREMISES

A. General: During the construction period, the Contractor shall have full use of the campground area.

B. Waste Material: Remove all waste materials from the site on a regular basis. Do not dispose of any materials onsite by burial or burning. The Contractor and its subcontractors shall comply with all applicable federal, state and local environmental laws and regulations, including but not limited to those involving hazardous waste.

C. Work Hours: Working hours, unless otherwise approved by the COR in writing, shall be between 7:00 A.M. until not later than 7:00 P.M. Monday through Friday. The construction site shall be secured at the end of the day.

D. Underground Utilities: The Contractor shall be responsible for checking with the owners of underground utilities as to the location of their underground lines and shall be solely responsible for any damage done to these installations due to failure to locate them or to properly protect them. Locations of existing utilities and service connections shown on the Plans are based on maps and information developed from limited field inspection. Actual utility locations, materials and size may vary from those shown on the Drawings. Utilities and service connections other than those shown may also be present (buried electric, telephone, etc.). It shall be the

Contractor’s responsibility to contact the Owner of each utility and arrange for field location service.

1.4 SECURITY

A. The construction area shall be secured and placed in a safe condition at the end of each working day.

SECTION 01015

MEASUREMENT AND PAYMENT

PART 1 - GENERAL

1.1 DESCRIPTION

A. This section includes administrative and procedural requirements for unit prices, including the methods of measurement and basis of payment.

B. The unit price of each bid item of the contract shall cover all work required by the contract documents. All costs in connection with the work, including furnishing all materials, equipment, supplies and appurtenances; providing all construction plant equipment, and tools; and performing all necessary labor and supervision to complete fully the work, shall be included in the unit and lump sum prices bid. No item that is required by the contract documents for the proper and successful completion of the work will be paid for outside of or in addition to the prices submitted in the bid. All work not specifically set forth as an item on the Schedule of Items shall be considered a subsidiary obligation of the Contractor and all costs in connection therewith shall be included in the unit and lump sum prices bid.

C. All bid quantities stipulated in the unit price schedule of the Schedule of Items or other contract documents which are to be paid per bid lump sum are to be considered (a) as a basis for the probable cost of the work and (b) for the purpose of comparing bids submitted for the work. The Contractor agrees to make no claim for damages, anticipated profits or otherwise on account of any difference between the amounts of work actually performed and the bid amounts set forth herein except as provided.

1.2 DEFINITIONS

A. The following definitions apply to the units stipulated in the unit price schedule of the bid form:

1.3 PROCEDURES

A. The Contractor is required to perform and submit interim measurements for progress payments.

1.4 MEASUREMENT AND PAYMENT ITEMS

BASE BID SCHEDULE

A. GENERAL:

Item 1.1 Mobilization – Mobilization shall be measured and paid for by the design quantity indicated on the Schedule of Items at the contract unit bid price. Payment shall be considered full compensation for all preparatory work and operations performed by the Contractor, including but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for the establishment of all offices, buildings, and other facilities necessary for all work on the project; for premium on bonds and insurance for the contract; for the Project Sign; permits; for other work and operations that must be performed or costs incurred before beginning work or after work begins that are not specifically covered in other listed various bid items of the project; and for all labor, equipment, materials and incidentals necessary to complete the work. Mobilization costs for subcontracted work shall be considered to be included. Mobilization cannot exceed 1.5% of the total base bid price.

B. WATER LINE “A”:

Item 2.1 Modifications to Meter Vault – The meter vault modifications shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. Payment for the meter vault modifications shall be made at the contract unit bid price as a lump sum of a complete in place and accepted meter vault. Price and payment shall be considered full compensation for furnishing and installing galvanized piping modifications, reinstalling the water meter; valves, removing soil and replacing with washed gravel, pressure reducing valve, strainer, sampling faucets, pipe bracing; pressure gauge; compressor coupler; unions and galvanized piping to 5 feet outside of structure wall, excavation, backfill, bedding, shoring, surface replacement adjacent to structure and dewatering; for special compaction required for the installation, cleanup, equipment, tools, and labor, and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 2.2 2” Dia. HDPE Pipe – The 2” water main piping shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. The lump sum payment is based on the design quantity and shall be considered full compensation for furnishing and installing pipe; fittings (bends and tee’s), fusion welding; furnishing and installing bedding; for trench excavation, backfill, shoring, surface replacement; dewatering; for cleaning, testing and disinfecting the water pipe; and tracer wire; for all equipment, tools, and labor; for thrust and anchor blocking; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 2.3 1” Dia. HDPE Pipe – 1” water service piping shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. The lump sum payment is based on the design quantity and shall be considered full compensation for furnishing and installing pipe; fittings (bends and tee’s), fusion welding; furnishing and installing bedding; for trench excavation, backfill, shoring, surface replacement; dewatering; for cleaning, testing and disinfecting the water pipe; and tracer wire; for all equipment, tools, and labor; for thrust and anchor blocking; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 2.4 Remove Stop and Drain Valves - Removal of the existing stop and drain valve and boxes shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. Price and payment shall be considered full compensation for removing the valve and box; surface restoration; for all equipment, tools, and labor; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 2.5 Connection to Existing Hydrants – The connection of the water piping to the existing hydrants shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. Price and payment shall be considered full compensation for removing the existing stop and drain assembly, furnishing and installing the curb stop assembly as required; galvanized steel pipe; galvanized fittings; for fusion welding the HDPE fittings; connection to the existing hydrant piping, backfilling and compaction; disinfection and testing; for all equipment, tools, and labor; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 2.6 Relocate Existing Concrete Slab & Hydrant – The relocation of the existing concrete slab & hydrant shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. Price and payment shall be considered full compensation for the moving of the concrete pad and hydrant; gravel sump; site grading; base material under the concrete slab; connecting the piping; surface replacement at the new site and the old site; all equipment, tools, and labor; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 2.7 Steel Casing Pipe – The steel casing pipe shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. The lump sum payment is based on the design quantity and shall be considered full compensation for furnishing and installing (pushing) casing pipe; end excavations; backfill; surface replacement; for all equipment, tools, and labor; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 2.8 Remove Miscellaneous Valve and Boxes Along the North Road - Removal of the existing valve and boxes shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. Price and payment shall be considered full compensation for removing the valve and box; surface restoration; for all equipment, tools, and labor; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

C. WATER LINE “B”:

Item 3.1 2” Dia. HDPE Pipe – The 2” water main piping shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. The lump sum payment is based on the design quantity and shall be considered full compensation for furnishing and installing pipe; fittings (bends and tee’s), fusion welding; furnishing and installing bedding; for trench excavation, backfill, shoring, surface replacement; dewatering; for cleaning, testing and disinfecting the water pipe; and tracer wire; for all equipment, tools, and labor; for thrust and anchor blocking; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 3.2 1” Dia. Item 3.4 Connect to Existing Tee Hydrants – The connection of the HDPE water piping to the existing tee hydrants shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. Price and payment shall be considered full compensation for removing the existing stop and drain assembly, furnishing and installing the curb stop assembly as required; galvanized steel pipe; galvanized fittings; for fusion welding the HDPE fittings; connection to the existing hydrant piping, backfilling and compaction; disinfection and testing; for all equipment, tools, and labor; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 3.5 Blow-Off Assembly – The blow-off assemblies shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. Price and payment shall be considered full compensation for furnishing and installing the blow-off assembly as required; CMP vault; galvanized steel pipe and fittings; for fusion welding the HDPE fittings; ball valve; compressor coupler; CMP lid; locking parts; pad lock; cinder blocks; hose with couplers; backfilling and compaction; disinfection and testing; for all equipment, tools, and labor; and for the performance of all work and incidentals necessary to complete the item in full compliance with the plans and specifications.

Item 3.6 Steel Casing Pipe – The steel casing pipe shall be measured and paid for at the design quantity indicated on the Schedule of Items at the contract lump sum bid price completed in place and accepted. SECTION 01300

SUBMITTALS

PART 1 - GENERAL

1.1 SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES

A. Submit all shop drawings, product data and samples for the Contractor, subcontractor(s) and supplier(s).

B. Review all shop drawings prior to submittal. Mark each submittal, and/or each portion of the submittal, with the Specification Section Number that describes the contract requirements for the product being submitted on.

C. Submit in writing any substitutions to previously approved items for review by the COR.

D. Within 15 days after Notice to Proceed, submit a complete list of products proposed for use, providing manufacturer’s name, trade name, and model or catalog numbers, and manufacturer data.

E. Submit the number of copies needed by the Contractor, plus three copies for COR’s use.

PART 2 - PRODUCT

2.1 REQUIRED SUBMITTALS.

A. The following is a list of items for which literature must be submitted to the COR for approval before the item is ordered. The Contractor shall allow ten (10) working days, from date of receipt by COR, for review and approval. Descriptive literature should be supplemented by operation and maintenance specifications and related design information as indicated. The supplemental information need not be submitted until descriptive literature is approved. Submittals other than those required in the following list may be required by the individual sections of the specification. Exclusion from this list does not absolve the Contractor’s responsibility to provide the submittals required within this specification.

A. This section describes the Contractor quality control testing requirements and Owner’s quality assurance program.

3.1 GENERAL

A. The Contractor will be responsible for quality control tests and inspections to control Contractor production and construction processes. Quality control testing frequency is at Contractor discretion, except where tests are specifically required in the technical specifications for individual products.

B. Pressure testing of the water system will be completed by the Contractor at the Contractor’s expense and observed by the COR.

3.2 CONTRACTOR EXPENSES

A. Contractor Quality Control tests are at Contractor expense and are considered incidental to the work.

CONTRACT CLOSEOUT

PART 1 - GENERAL

1.1 CLEANUP

A. Before Final inspection execute the following.

1.Remove debris, waste, surplus materials, and rubbish from right-of-way, easements (construction or permanent) and private property.
2.Where applicable, remove debris, dirt, and silt from water valve boxes.
3.Rake landscaped surfaces disturbed by the Contractor clean of debris.
4.Sweep dirt and debris from all paved areas affected by the work.

1.2 RECORD DOCUMENTS

A. Submit record documents (3 sets) at the end of the project before final payment request. Final payment will not be processed until the documents are submitted to and approved by the COR.

SECTION 02221

TRENCH EXCAVATION AND BACKFILL

FOR PIPELINES & APPURTENANT STRUCTURES

1.1 DESCRIPTION

A. This work is the excavation or trenching and backfilling for pipelines and appurtenances. It includes all clearing, grubbing, site preparation, removal and disposal of debris from the excavation; handling and storing materials for fill and backfill; all bracing, shoring and trench protection; construction dewatering; and all backfill, subgrade preparation, final grading, site dressing and cleanup.

PART 2 - PRODUCTS

2.1 PIPE BEDDING MATERIALS

A. TYPE 1 PIPE BEDDING

1. Use existing trench excavated material (sand) for bedding material.

B. TYPE 2 PIPE BEDDING

1.Type 2 Pipe Bedding is used as directed by the COR to replace unsuitable material (gravels larger than 1 ½ inch in diameter) encountered in the trench bottom.
2.Place Type 2 Pipe Bedding from the bottom of the Type 1 Bedding material to the depth required to adequately support the pipe.
3.Type 2 Bedding shall consist of granular material meeting the following gradation.

2.2 TRENCH BACKFILL MATERIALS

A. Materials from Trench Excavation

1. Backfill material obtained from trench excavations must be free of cinders, ash, refuse, organic or frozen material, boulders, or other deleterious materials. Backfill materials and placement are further described in the Execution Section of this specification.

B. Imported Backfill Material

1. Imported backfill material is from borrow source(s) outside the project limits and is used when, in the opinion of the COR, an adequate volume of suitable backfill material is not available within the project limits. Imported Backfill Materials must comply with the requirements of Section 2.2.A, MATERIALS FROM TRENCH EXCAVATION.

2.3 BURIED WARNING TAPE

A. Detectable buried warning tape is to have a minimum 4 inch width and 5 mil thickness and a solid aluminum core running the full length and width of the tape enclosed in a color coded inert plastic jacket, impervious to alkalis, chemical reagents and solvents in the soil. The tape is to meet APWA/ULCC Color Code requirements and is to have a maximum 36 inch imprint.

PART 3 - EXECUTION

3.1 PROTECTION OF EXISTING PROPERTIES

A. General

1. Take precautions to protect all adjoining private and public property and facilities, including underground and overhead utilities, structures, and fences. Restore or replace all disturbed or damaged facilities to its original condition at Contractor's expense.

2. Contact utility owners using the Montana One Call System for utility locates before starting work. Protect the utilities exposed during the work and prevent damaging underground utilities adjacent to excavations. Immediately notify the utility owner of any construction damage. Repairs of damage to marked utilities are at the expense of the Contractor.

B. Privately Owned Utilities

1. If any existing private utility interferes with the work in either alignment or grade, and has to be moved, the work will be performed by the appropriate UTILITY Owner, unless otherwise specified in the contract documents. Such private utilities may include gas mains, underground electrical and telephone cables, telephone poles, light poles, etc.

C. Existing Structures

1. Prevent damage to existing buildings, structures or pavements in the work area. Repair all construction related damage to the satisfaction of the COR.

D. Existing Overhead Utilities

1. Use extreme caution to avoid conflict, contact or damage to overhead utilities during the work.

E. When excavating across existing gravel parking pad or other developed surfaces, remove the surfacing material full depth and stockpile. Following trench excavation, the gravel pad material shall be replaced back to pre-construction conditions.

3.2 TRENCHING

A. General

1.Meet current OSHA Safety and Health Standards for all excavation, trenching, shoring, and related work.
2.Excavate at the specified locations for pipeline installations and appurtenant structures.
3.The use of mini-trench digging machinery is permitted, except in places where its operation is likely to cause damage to existing structures or features, in which case hand methods are to be employed.

B. Trench Dimensions

1. See Drawing Detail for typical width and depth of trenches.

C. Pavement Damage Caused by Equipment

1.It is expected that “mini” excavators or trenchers will be used on this project.
2.Equip all track mounted equipment operated on pavement surfacing with pads to prevent pavement damage.
3.Restore all pavement damaged by construction to its original condition.

D. Excavation for Appurtenances

1. Make excavations for hydrant rock sumps and slabs and curb stop valves to the size and depth to permit compacting of backfill on all sides to the specified density.

3.3 DEWATERING

A. Remove all ground water encountered in trench excavations. Do not place pipe, bedding or backfill materials below the groundwater elevation established by dewatering operations. The cost of dewatering operations is considered a part of the excavation cost.

3.4 EXCAVATION STABILITY AND SAFETY

A. The pipe trenches are only 2.5 feet deep. The stability of construction excavations and associated worker safety, including slope geometry and shoring/bracing considerations, are the responsibility of the Contractor. Meet current OSHA regulations.

3.5 TRENCH FILLING AND BACKFILLING

A. General

1. Backfill all trenches as specified immediately after grade, alignment and pipe jointing has been inspected and approved by the COR.

B. Pipe Bedding Placement

1.Bedding shall be the trench (sand) material that was excavated from the trench.
2.Use Type 2 Pipe Bedding described in PRODUCTS SECTION as specified or as directed by the COR to replace unsuitable material encountered in the trench bottom, placing it from the bottom of the Type 1 bedding material to the depth required to adequately support the pipe.

C. Trench Backfill

1.After the pipe bedding materials are placed and compacted as specified, backfill the trench. Use existing trench backfill material free of cinders, ash, refuse, organic or frozen material, boulders, or other deleterious materials.
2.Trench backfill is separated into three classifications.
a.Type A Trench Backfill is compacted backfill typically used in streets or paved areas.
b.Type B Trench Backfill is typically used for unpaved alleys, cultivated areas, borrow pits, unimproved streets or other un-surfaced areas, and other areas where compaction is less critical.
c.Type C Trench Backfill is typically used in open and unimproved areas outside of the public right-of-way.
3.Use Type C Trench Backfill in trenches on this project.
4.Use Type A Backfill for Appurtenances (hydrants, slabs, etc.).
5.Apply uncontaminated water, when required, at the locations and in the amounts required to compact the backfill material to the specified requirements.
6.Remove, replace, and re-compact backfill in trenches where settlement has occurred as directed by the COR at the Contractor's expense.
7.Place and compact Type C Trench Backfill in maximum 12 inch lifts at densities equal to or greater than the densities of adjoining undisturbed soil. Mound earth over the trench top.

D. Replacement of Unsuitable Backfill Material

1. Remove and dispose of excavated soils that are saturated, contain deleterious materials or have characteristics that, in the opinion of the COR, render the soils unsuitable as backfill.

E. Backfill of Appurtenances

1. Place and compact backfill for appurtenances to finished grade around hydrant slabs as shown on the drawings.

2. Meet the backfill material, placement, and compaction requirements specified for the adjoining trench. Do not impact the existing hydrant slabs.

F. Buried Warning Tape

1. The use of warning tape is required for all buried water piping on this project. Provide warning tape as described in PRODUCTS Section 2.3. Bury tape a maximum 12 inches below finish surface grade.

3.6 SURVEY MARKERS AND MONUMENTS

A. Protect all survey markers and monuments. Protection includes marking with flagged high lath and supervising work near markers and monuments. Do not disturb monuments without prior approval from the COR.

B. Replace all Contractor disturbed or destroyed survey markers or monuments, not approved during construction, using a licensed land surveyor.

3.7 CLEANUP

A. As work progresses, remove debris and complete to finish grade each portion of the work. When the work is complete: clear debris and finish the entire site to smooth, uniform slopes presenting a neat and workmanlike appearance.

3.8 TIME AND DISTANCE OF OPEN TRENCHES

A. Perform the work so that trenches will remain open the minimum time required to accomplish the work.

WATER DISTRIBUTION

PART 1 - GENERAL

1.1 DESCRIPTION

A. Furnish all water main pipe and fittings meeting the contract documents or specified as follows.

B. Furnish and install valves for water mains, together with related appurtenances.

C. Construct water services, including water service piping, corporation stops, curb stops and related items.

1.2 CERTIFICATION BY MANUFACTURER

A. Furnish a manufacturer’s certification covering all pipe and fittings furnished, certifying that the pipe and fittings meet applicable specifications.

1.4 CONTRACTOR QUALIFICATIONS

A. High density polyethylene (HDPE) pipe thermal fusion welding and installation must be done by a firm or individual(s) having demonstrated satisfactory certification and performance history in the installation of HDPE pipe. If subcontracted, the firm or individual(s) will be responsible to the Contractor for all phases of HDPE pipe installation.

B. The information will be evaluated by the Owner and COR to determine if the experience and qualifications submitted are adequate to perform the work. The Owner and COR’s interpretation of Contractor or Subcontractor’s ability to perform the work will be final.

PART 2 - PRODUCTS

2.1 GENERAL

A. Furnish Water Main pipe and fittings as specified in the Contract Documents and meeting the material and testing requirements of this Section. Furnish fittings and service line piping of the same material and design as the water main pipe unless specified otherwise. Pipe strength classifications are shown on plan drawings and/or are listed in the Contract Documents.

B. References made to ASTM and AWWA, designations are the latest revision at the time of call for bids.

2.2 PIPE MATERIALS

A. General

1. Furnish the pipe specified in the contract documents meeting the materials and testing requirements as outlined in this section.

2. Assure all pipe is clearly marked showing type, class and/or thickness. Lettering must be legible and permanent under normal handling and storage conditions.

B. Galvanized Steel Pipe

1.Use Galvanized Pipe as shown on the construction drawings.
2.ASTM A53 or A106, standard weight (Schedule 40) Type S Grade B or Fed Spec WW-P-404 (galvanized).
3.Fittings - ANSI B16.3 or Fed Spec WW-P-521, Type II (galvanized)
4.Unions - Galvanized pipe unions shall be Fed Spec WW-U-531, Class 2, Type B (Galvanized).

C. HDPE Water Pipe

1.Use HDPE pipe in all water line construction as specified in the contract documents.
2.Furnish pipe of the size or sizes specified.
3.Use pipe meeting AWWA Specification C901, “High Density Polyethylene (HDPE) Pressure Pipe, Tubing and Fittings, ½ inch through 3 inch for Water” and ASTM PE 3406-3408. Use class 160 with a DR of 11 HDPE pipe.
4.All HDPE pipe shall be fusion welded only.

D. Fittings

Use tee fittings for connecting service lines of the same material, construction, and joint design as the main pipe. All tee fittings shall be fusion welded to main and service piping.

E. Pipe Jointing

1.Thermally fuse HDPE pipe and fittings by one of the following types of thermal fusion per the manufacturer’s recommended procedures: butt fusion, saddle fusion, or socket fusion.
2.Thoroughly clean all pipe segments prior to fusing to assure no HDPE pieces remain in the pipe (these pieces may clog air valves).
3.HDPE pipe and fittings may be joined together through the use of electrofusion fittings with the COR’s approval.
4.Join HDPE pipe and fittings to other materials with flange adapters with back-up rings, mechanical couplings designed for connecting HDPE pipe and fittings to another material, or mechanical joint adapters. Ford Meter Box Co. pack joint coupling or approved equal. Consult the manufacturer of the joining device for proper installation procedures.

2.3 CURB STOPS

A. Furnish curb stops with bronze plug, tee head with Minneapolis pattern and screw box mount (Mueller H-15156 or Ford B-66 or approved equal).

2.4 CURB BOXES

A. Furnish extension type curb boxes having a 1 1/2 inch diameter, Minnesota style box, adjustable valve boxes with the required base for the valve size used and a 2 ½ foot extended length (Mueller H-10302). Assure valve boxes are screw type and of the specified length for the pipe bury.

2.5 POLYETHYLENE WRAP

A. Furnish polyethylene wrap in accordance with AWWA C105, “Polyethylene Encasement for Fray and Ductile Cast - Iron Pipe for Water and other Liquids” (8 mil black, seamless).

2.6 THREAD TAPE

A. Teflon: John Crane “Thread Tape”, Garlock “Plasti-thread”, or Hoke “EZ Seal” shall be used for the thread tape.

2.7 THREAD SEALANT

A. Thiokol, Urethane or Teflon thread sealant shall be used.

2.8 QUICK CONNECT/DISCONNECT (AIR) FITTING

A. Quick connect/disconnect air fitting shall be a ¾” Air King universal coupler (male ends)

PART 3 - EXECUTION

3.1 TRENCH EXCAVATION AND BACKFILL FOR WATER MAINS

A. This work includes all trenching or excavation, backfilling, disposal of surplus and unsuitable material, and all work incidental to trench construction, including excavation for valves, fittings, connections to hydrants or other pipeline structures.

B. Perform this work in accordance with Section 02221: TRENCH EXCAVATION AND BACKFILL FOR PIPELINES & APPURTENANT STRUCTURES.

3.2 PIPE INSTALLATION FOR WATER MAINS AND SERVICES

A. General

1.Install pipe following the manufacturer’s specifications and instructions. Provide all tools and equipment required to install each type of pipe used.
2.The Contractor is responsible for all Contractor furnished material. Replace all defective material or material damaged by handling after delivery by the manufacturer. This includes the furnishing of all materials and labor required to replace installed material discovered damaged or defective before final acceptance of the work, or during the guarantee period.
3.Store all material safely and to prevent damage. Keep pipe interior and other accessories free from dirt and foreign matter at all times.
4.Deliver and distribute all Contractor furnished pipe at the site. Load and unload pipe, fittings, specials, curb stops and accessories to prevent damage. Do not permit pipe handled on skid ways to skid or roll against pipe already on the ground.
5.When distributing material at the worksite, lay each piece adjacent to its installation point. Repair or replace all damaged pipe at Contractor’s expense on the jobsite.

B. Dewatering of Trench

1. Remove all water in the trench during pipe laying and maintain a dry trench until the pipe ends are sealed. Do not permit the pipe to float. Do not allow any trench water to enter the pipe at any time.

C. Laying of Pipe

1.Lay pipe to the specified lines and grades with fittings and valves at the required locations. Plumb all curb stop stems.
2.Alignment will be provided using lath set on line. Excavation of trenches shall be to that indicated on the drawings.
3.Use implements, tools and facilities satisfactory to the COR for the safe and convenient prosecution of the work. Carefully lower all pipe, fittings and curb stops into the trench without damaging pipe materials. Do not drop or dump materials into the trench.
4.Take every precaution to prevent foreign material from entering the pipe as it is placed in the line. During laying operations, do not permit debris, tools, clothing or other materials to be placed in the pipe. At times when pipe laying is not in progress, close the open ends of the pipe using a watertight plug or other approved methods to prevent material entering the pipe.
5.Long radius curves, either horizontal or vertical, may be laid with pipe with total deflections approved by the COR. If the pipe is shown curved on the plans and no special fittings are shown, assume that the curves can be made by deflection of the pipe.
6.The COR will determine the method of deflection or curving where required but not specified. No additional payment will be made for laying pipe on planned curves.
7.Excavate or trench trenches to accommodate deflections and curves.
8.All pipe joints shall be fusion welded, therefore no thrust blocks will be required.
9.Cut pipe for inserting valves, fittings or closure pieces in a neat and workmanlike manner without damaging the pipe and leaving a smooth end at right angles to the pipe axis.
10.Make all connections to existing water mains in use unless otherwise specified. Furnish the fittings and all other material required. Make all necessary excavations to assure gradual transition between the new and existing water main, and perform all necessary backfilling.

D. Thermal Fusing HDPE

1. Butt Fusion

a.Clean pipe ends thoroughly with cotton cloth. Assure no HDPE cuttings remain in the pipe. Face the pipe ends to establish clean, parallel mating surfaces. Continue facing until a minimal distance exists between the fixed and movable jaws of the machine and the facer is locked firmly and squarely between the jaws. Provide a perfectly square face, perpendicular to the pipe centerline on each pipe end and with no detectable gap.
b.Align and round the pipe profiles with each other to minimize mismatch (high-low) of the pipe walls. Clamping jaws must be loosened during fusion. Clamp the pipe as close to the joint areas as possible to ensure proper pipe alignment.
c.Use heating tool with internal thermometer, assuring heater faces are clean, oil-free, and coat with a nonstick coating as recommended by the manufacturer. Periodically verify the proper surface temperature using a pyrometer or surface temperature measuring device. Melt the pipe interfaces until the proper bead size is formed per manufacturer’s recommended temperature and bead size, without applying pressure.
d.Join the pipe ends rapidly, but carefully, with sufficient pressure to mix the pipe materials and form a homogenous joint. Follow manufacturer’s recommendations for internal pressure or bead size of molten material.
e.Hold molten joint immobile under pressure as indicated until cooled adequately to develop strength. Use cooling times established by the pipe manufacturer. Do not apply water, wet clothes, or similar to shorten cool time.
f.Each fused joint must have a complete double roll-back bead and be inspected by Contractor personnel.

2. Mechanical Compression Joints for HDPE Pipe

a.Provide mechanical joints only where specifically called for on the Drawings. Provide mechanical joints consisting of, at a minimum, a threaded compression nut or a follower and bolt arrangement, and elastomer seal ring, and a stiffener.
b.Insert pipe stiffeners to provide support under the seal ring and gripping ring. Assure stiffener is long enough to prevent collapse of the pipe.
c.Compress the seals by tightening the threaded compression nuts or follower and bolt arrangements. Assure seals are pressure-tight.
d.Each joint must be inspected by Contractor personnel.

3.3 POLYETHYLENE ENCASEMENT

A. Wrap all direct bury galvanized steel iron pipe and fittings including hydrants, curb stops, curb boxes, and all other metal parts and surfaces, in polyethylene encasement.

3.4 TESTING, CLEANING & DISINFECTING WATER MAINS, VALVES & FITTINGS

A. Hydrostatic and Leakage Testing

1.Perform hydrostatic and leakage testing in accordance with AWWA C600. Once the pipe is laid and backfilled, test for at least 2 hours, all newly laid pipe, or any valved section, to a hydrostatic pressure of at least 1.25 times the normal operating pressure at the test point or 1.25 times the normal operating pressure at the highest point along the test section.
2.Slowly fill the pipe with water, purging all air, and apply the test pressure using a pump hooked up so that the pressure and leakage can be measured. To purge the pipe of air during the test, it is necessary to tap the pipe at its highest point if permanent air vents, water services, hydrants, etc. are not located at the high points. Use corporation stops for this purpose. Furnish the pump connections, gauges, stops, and all necessary apparatus for testing.
3.Disassemble and reassemble all joints showing leakage after thorough cleaning. Remove and replace all cracked or defective pipes or fittings discovered in during the pressure test with sound material and repeat the test.
4.Conduct the leakage test concurrently with the pressure test for 2 hours. Leakage is defined as the quantity of water supplied into the pipe, or any valved section thereof, necessary to maintain pressure within 5 PSI of the pressure test after the pipe has been filled with water and purged of air.
5.The pipe installation will be rejected if the leakage exceeds that determined by the following formula:

6.In which L equals the allowable leakage in gallons per hour; S is the length of pipe tested, in feet; D is the nominal diameter of the pipe, in inches; and P is the average test pressure during the leakage test, in pounds per square inch gauge.
7.Should any test of pipe laid disclose leakage exceeding that specified above, locate and repair the defective joints until the leakage is within the specified allowance.
8.Conduct the pressure and leakage tests with the Engineer present.
9.When testing against closed metal-seated valves, an additional leakage per closed valve of 0.0078 gallon per hour per inch of nominal valve size is allowed. Repair all visible leaks regardless of the amount of leakage.
10.Pressure test tapping sleeves after installation and before tapping.

B. Cleaning Water Mains

1.Before chlorination, except when hypochlorite tablets are used, flush the mains thoroughly after the pressure and leakage test are completed.
2.It is understood that such flushing removes only the lighter solids and cannot be relied upon to remove heavy material allowed to get into the main during laying. Use a minimum flushing velocity in the main of 2.5 feet per second (0.7 meters/second). If no hydrant is installed at the end of the main, provide a tap of the size to produce a velocity in the main of at least 2.5 feet per second (0.7 meters/second).
3.Exercise extreme care and conduct a thorough inspection during the water main laying to prevent and detect small stones, pieces of concrete, particles of material, or other foreign material that may have entered the mains. To remove this material, flush and inspect all hydrants on the lines to assure that the entire valve operating mechanism of each hydrant is in good condition.

C. Disinfecting Water Mains and Services

1. General

a. Disinfect the water mains subject to the COR’s approval in accordance with AWWA C651, “Disinfecting Water Mains”, and these specifications, before placing the main in service. Keep the interior of all pipe, fittings and appurtenances free from dirt, heavy and foreign particles.

2. Forms of Chlorine

a. The forms of chlorine that may be used, subject to the approval of the Engineer, are:

1) Liquid chlorine containing 100 percent available chlorine under pressure in steel containers. Meet AWWA B301 requirements and use only in combination with appropriate gas-flow chlorinators and ejectors.

2) Sodium hypochlorite in liquid form containing approximately 5 to 15 percent available chlorine. Meet AWWA B300 requirements.

3) Calcium Hypochlorite in granular form or in 5g tablets containing approximately 65 percent available chlorine by weight. Meet AWWA B300 requirements.

3. Methods of Chlorination

a. Three (3) methods of chlorination may be used. The tablet method gives an average chlorine dose of approximately 25 mg./L; the continuous feed method gives a 24-hour chlorine residual of not less than 10 mg./L; and the slug method provides a three hour exposure of not less than 50 mg./L free chlorine.

1) Tablet Method

a)This method may be used if the pipes and appurtenances are kept clean and dry during construction.
b)During construction, place calcium hypochlorite granules at the upstream end of the first section of pipe, at the upstream end of each branch main, and at 500-foot intervals. Use the quantity of granules shown in Table 2.
c)Warning: Do not use this procedure on solvent welded plastic or on screwed joint steel pipe because of fire or explosion hazard from the reaction of the joint compounds with the calcium hypochlorite.

d)During construction, place 5 g calcium hypochlorite tablets in each section of pipe and also place one tablet in each hydrant, hydrant branch and other appurtenance. Use the number of 5g tablets for each pipe section required to provide a minimum chlorine concentration of 25 mg/L.
e)When installation has been completed, fill the main with water at a velocity not exceeding 1 fps. Take precautions to assure that air pockets are eliminated. Leave this water in the pipe for at least 24 hours. If the water temperature is less than 41°F, leave the water in the pipe for at least 48 hours. Position valves so that the chlorine solution in the main being treated will not flow into water mains in active service.

2) Continuous Feed Method

a) Before chlorinating, fill the main with water to eliminate air pockets and flush as specified above.

b)Use water from the existing distribution system or other approved source of supply to flow at a constant, measured rate into the newly laid water main. At a point not more than 10 feet (3 meters) downstream from the beginning of the new main, assure water entering the new main receives chlorine fed at a minimum of 25 mg/L free chlorine. To assure that this concentration is provided, measure the chlorine concentration at regular intervals.
c)During chlorine application, position valves so that the chlorine solution in the main being treated does not flow into water mains in active service. Do not stop chlorine application until the entire main is filled with chlorinated water. Retain the chlorinated water in the main for at least 24 hours, operating all valves and hydrants in the section treated to disinfect the appurtenances. At the end of the 24-hour period, the treated water in all portions of the main must have a minimum free chlorine residual of 10 mg/L free chlorine.
d)The preferred equipment for applying liquid chlorine is a solution feed vacuum operated chlorinator to mix the chlorine gas in solution water, in combination with a booster pump for

injecting the chlorine gas solution water into the main to be disinfected. It is recommended that direct feed chlorinators not be used. Hypochlorite solutions may be applied to the water main with a chemical feed pump designed for feeding chlorine solutions.

e) If approved, an optional continuous feed method utilizing calcium hypochlorite granules may be used. Place the granules in the pipe sections as specified under the Tablet Method.

3) Slug Method

a)Before chlorinating, preliminarily flush the main as specified herein.
b)Use water from the existing distribution system or other approved source of supply to flow at a constant measured rate into the newly laid water main.
