Amendment No. 1, dated 6/10/2010 AG-03R6-S-10-0047 Big Larch Campground Water System Rehabilitation/Lolo NF

The following questions came up during the pre-bid meeting held at the Big Larch Campground on June 3, 2010. Forest responses follow each question.

Are there any utilities on the site?

There are underground telephone and 220v power lines in or along the road between an old pump house building site and the host sites. On plan sheet #3 between approximately Station 1+00 and 2+21 existing lines are shown as “UGT” and will need to be located and avoided. Power comes to the old pump house overhead. The underground power line will also be encountered at the two RV sites where the lines come into the RV service pedestals. See plan sheet #10 detail “Water Service B3” for phone / elect pedestal locations. Septic tanks and small leach field lines are also in the vicinity of the RV pads. No other utilities are known to exist elsewhere onsite. Contractor is required to contact utility locate service. See note 12 of Drawing Sheet #2 General Notes and Specification Section 02221 3.1 A.1 and 2.

What is the pay unit on the pipe? The schedule shows linear feet of pipe but lump sum payment?

Payment will be by lump sum to construct the system as indicated on the drawings. Quantities shown are for reference only.

Do the old lines to be abandoned need to be sealed and capped?

No, there are no requirements in the Specifications or General Notes to cap lines. There is an unneeded note in one location on Sheet #6 at Water Service B1 indicating to cap the existing line. That Note may be disregarded.

Can the Contractor camp onsite?

The Contractor should notify the CO or COR if overnight camping is planned so the District personnel can be informed.

What should be done with brush or slash removed along the pipes’ path?

Section 02221 1.1 A. indicates work “includes all clearing, grubbing, site preparation, removal and disposal of debris from the excavation….all backfill, subgrade preparation, final grading site dressing and cleanup.” Section 02221 3.8 A. specifies “when work is complete: clear debris and finish the entire site to smooth, uniform slopes presenting a neat and workmanlike appearance.” There is no specific direction to the Contactor on what to do with debris after removal from site. At the COR’s discretion some logs and limbs may be scattered along the disturbed areas after re-grading to discourage the establishment of unintended walking paths and leave a more natural finished look.

Clarification and Correction Section 01010 - Summary of Work, 1.4 A.

1.4 A. Should be replaced and amended to read: During the construction period the Contractor shall have full access to the campground area. Public access to the boat ramp shall be maintained during the construction period. The Contractor shall plan work to avoid or minimize closure of the road accessing the boat ramp while working in the immediate area.

The campground is normally still available for public use after Labor Day without water service. Where it would be safe and not interfere with construction activities, the Forest Service would like to maintain some availability of camping spaces during the construction period.
