Background This contract will conduct statistically sound vegetation sampling by full plot installation of the Forest Inventory and Analysis (FIA) grid intensification plots with which management determinations will be made. It includes locating, monumenting, and photographing plots, and collecting tree, vegetation composition, ground surface cover, and downed woody material data according to Region 1 Grid Intensification Using CSE Protocols Field Procedures.

Scope This contract, upon award, will require intensification of the existing FIA grid on the Lewis and Clark National Forest, and related work in compliance with its terms, specifications, and provisions. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-Furnished), and incidentals to perform all work necessary on the areas specified. All aspects of the work program shall be performed in an organized, systematic manner to assure services will be performed over the entire unit.

The work performed and the data collected shall be in compliance with the terms, specifications, conditions and provisions of this solicitation and the Common Stand Exam Field Guide for Region 1, March 2015, or most current version of this manual prior to data collection, hereafter referred to as the R1 Common Stand Exam Field Guide (see Exhibit H) and Region 1 Grid Intensification Using CSE Protocols Field Procedures, March 2012, or most current version of this manual prior to data collection, hereafter referred to as the Grid Intensification Field Guide (see Exhibit G). The Grid Intensification Field Guide manual outlines the procedures and definitions for field implementation of the intensification of the FIA grid using Common Stand Exam (CSE) data collection protocols. The Grid Intensification Field Guide is a combination of CSE and Interior West FIA variables. Unless specifically indicated in the Grid Intensification Field Guide, all procedures listed for a Common Stand Exam Intensive Exam level for the setting, plot, and tree form, Exam level 4 for vegetation composition, and Brown’s protocols for down woody material are to be followed according to the current R1 Common Stand Exam Field Guide.

Collected data shall be recorded and submitted in electronic format using the most current Exams PC software. The text files generated from the Exams software will then be transmitted to the Contracting Officer’s Representative at the Helena National Forest Supervisor’s Office.

Additional data collection includes:

a) Taking digital plot photos from plot center in the four cardinal directions. Photo files will be named with four digit plot ID and direction taken e.g. (4112W, 4112E). Placards should be held in each photo that indicate state, county, plot ID, location ID, and cardinal direction.

b) Recording any Lewis and Clark National Forest Sensitive Plant or Montana and County-Specific Noxious Weed species (see Exhibit B) found within the 1/24th acre subplot.

Plot locations shall have a GPS reading recorded for each plot. Actual plot center UTM’s shall be within 10 meters of theoretical plot center UTM locations provided. The Contractor shall submit GPS acquired data in a shapefile (.shp) file format with each payment packet.

See Exhibit A for Project Work Area maps. Individual plot locations shall be delineated on contract work maps (which will be furnished to the successful bidder at the pre-work meeting.)

Aerial photographs or National Agriculture Imagery Program (NAIP) imagery of the project area are available for inspection.

Forested habitat type information will be identified in accordance with Forest Habitat Types of Montana, General Technical Report INT-34 by Robert D. Pfister, Bernard L. Kovalchik, Stephen F. Arno, and Richard C. Presby (May 1977).

Non-forested habitat type information will be identified in accordance with Grassland and Shrubland Habitat Types of Western Montana, General Technical Report INT-66 by W.F. Mueggler and W.L. Stewart (January 1980).

Plant species will be identified using the Flora of the Pacific Northwest by C. Leo Hitchcock and Arthur Cronquist (April 1973), or similar preferred dichotomous key text, and, if necessary, the nomenclature will be updated to reflect that which is shown in the currently accepted Northern Region List of Plant Codes, provided in Exhibits. Any plant codes not found in the Regional List will match those in the USDA Plants Database (http://plants.usda.gov/).

Insect and disease identification will be limited to those agents, pests, and diseases listed in the disturbance tables found in the R1 Common Stand Exam Field Guide and the Field Guide to Diseases and Insect Pests of Northern and Central Rocky Mountain Conifers by Susan K. Hagle, Kenneth E. Gibson, and Scott Tunnock (R1-03-08 2003).

Project Location The project area includes the Badger-Two Medicine landscape of the Rocky Mountain Ranger District of the Lewis and Clark National Forest. The plots are on a grid of approximately 1 for every 1,250 acres.

Project work area locations can be found on the Vicinity maps (See Exhibit A). UTM locations for the plots are found in Exhibit A as well. (Note: 45 plots are currently mapped for the Badger-Two Medicine-North work item. One plot has been deemed non-forested, and will not be included resulting in the current 44 plots for this contract)

Work will consist of locating, measuring, and recording data for inventory plots. Information shall be collected as outlined in the electronically provided R1 Common Stand Exam Field Guide and Grid Intensification Field Guide, except where specifically modified by this contract. Additions, Lewis and Clark National Forest Noxious Weed and Sensitive Plant lists, are described in detail in Exhibit B.

Accessibility The project area may be accessed by Forest roads during the normal operating season. The Forest Service assumes no obligation to plow snow or do special maintenance to keep roads open. Individual plots are accessible by some combination of 2- or 4-wheel drive vehicle, horse, or foot travel. Some roads or trails may have been closed after the maps were published. Maps of the sample locations are available from the Contracting Officer’s Representative so that estimated walk-in distance can be calculated.

The project area may be reached by Forest roads that are accessible by 2- and 4-wheel drive pickup during the normal operating season. The Forest Service assumes no obligation to plow snow or do special maintenance to keep roads open.

The Badger-Two Medicine landscape is an Inventoried Roadless Area; therefore no backcountry plots will be directly accessible via Forest roads. Access to the plots may have short or very long walk-ins. The cost to access these plots is the total responsibility of the Contractor. The Contracting Officer’s Representative will provide road and trail access maps to the Contractor. Some roads or trails may have been closed after the maps were published. Maps of the sample locations are available from the Contracting Officer’s Representative so that estimated walk-in distance can be calculated.

Access to the plots varies. Accessibility estimates are presented in Section B.2.

The latest Rocky Mountain District Travel Management Plan (2009) and site-specific Motor Vehicle Use Maps (MVUM) take precedence and give specific road closure dates and locations. No access will be authorized for use of closed roads within the landscape as the Badger-Two Medicine has been designated as an Inventoried Roadless Area.

Efforts have been made to remove any randomly generated plots that have been deemed to be potentially hazardous. Any plots deemed inaccessible in the field due to safety concerns, (e.g. dangerous cliffs, impassable terrain, etc.), or permanent ice and snow on plot, should be documented via a UTM location at the nearest safe spot to plot, and by photographic evidence of hazards. Inaccessible plots may be inspected by the Government to verify inaccessibility during packet inspection, if the Government so chooses. If the plot is deemed accessible by a reasonable and safe effort, the Contractor will be required to return and install the plot, or forfeit pay for that plot. Verified or uninspected inaccessible plots will be awarded with full payment.

Definitions Definitions that refer to data elements and attributes for collecting Common Stand Exam data are found in the R1 Common Stand Exam Field Guide.

Government-Furnished Property and Services The Government shall provide the Contractor the following listed materials, supplies, property, or services, for use in the performance of this contract, hereinafter referred to as Government-Furnished Property. This property shall be used and maintained by the Contractor in accordance with the provisions of the “Government Property” FAR clause contained elsewhere in the contract.
