NEWSOME CREEK REACH 2 STREAM HABITAT IMPROVEMENT

RFP AG-0343-S-17-0020

Questions/Answers – Set #2 Prepared by Contract Specialist: Karen Ruklic

Question: 1. For the 4000 yards of structural fill used in bid items 8 and 10, contractor wants to know if the materials are to be brought in or gleaned on-site; Table 2., page 9 of the Special Provision doesn’t specify (“are we hauling from off-site or on?).

Answer: Our expectation is that the fill material excavated on-site from channel construction, swales, etc. will be suitable and sufficient in quantity for the Fill Areas. For Channel Diversion Structures, where compaction is critical, we suggest using structural fill derived from off-site sources.

Question 2: There seems to be a yardage discrepancy. It says 6 inches of topsoil completed the number total. The typical shows 6 inches but the language on page 25 says 12 inches of topsoil and or loose flood plain soil. Which is correct?

Answer: The Fill Areas require 6 inches of topsoil on top and 12 inches on the sloped end sections as shown on the fill area details (Sheet D6, Details 2 and 3). The topsoil depth is stated incorrectly in the special provisions. See Amendment 2.

Question 3: In the first question and answer summary issued to FBO, government stated that 60 sod mats are required. This does not agree with the material list at 14?

Answer: Table 2. Project Materials List in the Special Provisions is correct. There are 14 total sod mats required for the project. Four mats are required for each of the 3 channel diversion structures and two extra mats to fill in the gaps.

Question 4: Bid Item #15 (System of In-Stream Wood) shows a quantity of 5,700 LF and specifies the placement of 12" x 50' logs. The Drawings (sheet D6, Typical 1) notes 15-20 logs per 100 LF. 5700LF x 15 logs per 100 results in 855 logs (50' length). Could you verify the accuracy? Seems it would be difficult to place (15) 50' logs in a 100' section.

Answer: This accuracy is correct and 855 is the exact number we estimated. There is wiggle room on the log length in the specs: “Length, to be approved by Government, shall be approximately 50 feet and will vary per log.” Logs should be placed in random locations and orientations to the creek. They are expected to overlap significantly with each other and with the adjacent banks and floodplain.

Question 5: Also, Bid Item #11 (Off-Channel Habitat) specifies the use of logs with rootwads yet the Drawings (c11-13) do not indicate density of logs nor is there any detail showing logs. Could you provide a density?

Answer: We planned for a total of 48 logs placed in Off-Channel Habitat. They should be distributed randomly throughout all the habitat that is connected to the Design Channel. This equates to approximately 1 log every 30 Linear Feet of habitat as measured in Side Channel Profiles 1 through 9. For example, Side Channel 1 is about 140 LF, so it will accommodate 4 or 5 buried logs with root wads. See Amendment 2.

Question 6: If GPS equipped excavator is used, will a full stake out be required?

Answer: Yes, full stake out is required by qualified surveyor. See Special Provisions, Bid Item 2, page 12. The government specifies staking channel alignment and locations/limits. If equipment is used that does not utilize GPS, contractor shall also be required to stake elevations.
