DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
BACKGROUND
PAST DESIGN WORK: A feasibility study examining several preliminary design options for the stream and floodplain/riparian zone was completed in 2004. This study was commissioned to document the existing conditions within the stream channel and floodplain, provide conceptual alternatives for restoration, and evaluate the feasibility of these options for mitigating the environmental impacts of past dredge mining. It addressed stream morphology, water quality, and in-stream aquatic and riparian habitat. The biological opinions for steelhead and bull trout (both federally listed as “Threatened” species) were based on Alternative 4 of the Feasibility Study. The feasibility study may be downloaded at the following website https://cloudvault.usda.gov/public.php?service=files&t=9163dc080e8da230af86da812563d61b. If you encounter problems accessing the document, please contact Karen Ruklic at 208-983-5144 or email kruklic@fs.fed.us.
The Upper Newsome Creek Channel and Riparian Habitat Design was completed in 2008 for Reaches 1-5 (henceforth referred to as “2008 habitat design”). After this design was completed, an increase in funding for the construction implementation project was received which allowed for more work to be accomplished than originally anticipated and designed (additional add-on design was completed in 2010). The 2010 / 2008 habitat design is available at the hyperlink provided above; if you encounter problems accessing the document, please contact Karen Ruklic at 208-983-5144 or email kruklic@fs.fed.us. .
PAST RESTORATION WORK IN NEWSOME CREEK: Full restoration of Stream Reaches 5, 4, and 3 was implemented in 2011 – 2014. These completed reaches and floodplain restoration work are to be used as reference for the design for Stream Reach 2. The large woody debris “system” used on previous reaches should be referenced and carried through Reach 2.
In 2014 and 2015, dredge piles were removed from the Reach 2 floodplain to re-establish the floodplain elevation. The dredge material was placed in repositories at the toe of the hillslopes. In addition, topsoil was salvaged and placed in stockpiles. However, the stream section of Newsome Creek that extends through Reach 2 is still in its impacted, straightened channel and lacks structure for fish habitat.
SCOPE OF CONTRACT
This contract requires preparation of a channel and habitat design plan for Newsome Stream Reach 2 including restored channel geometry with integrated design elements for in-stream channel morphology and increased in-stream habitat features through use of large woody debris. The project area (Reach 2 of Newsome Creek) is approximately 1.25 miles long and is upstream of the Newsome Town Site, approximately 10 miles northwest of Elk City, Idaho. The floodplain width ranges from approximately 200 – 400 feet wide throughout Reach 2.
The contractor shall collect and analyze data; prepare design drawings, specifications, cost estimates and supporting documentation; and perform related work in compliance with the contract’s terms, specifications and provisions. This includes the furnishing of all labor, equipment, supervision, transportation, operating supplies and incidentals (except those designated as Government-furnished) to complete the work.
The overall objective is to re-design the previously delineated Stream Reach 2 of Upper Newsome Creek to accommodate for the valley-wide restored floodplain and increased budget.
New work elements for the Stream Reach 2 design shall be prioritized as follows:
1. New Channel and/or new channel meander construction. Woody debris structures and grade control structures associated with new channel meanders will also be added to the design.
2. New habitat improvement structures (design similar in nature to what was implemented in stream Reaches 5, 4, and 3).
The design should achieve the following goals while balancing objectives, costs, and benefits:
1. Improve channel morphology & stream function utilizing as much of the restored valley bottom and floodplain as feasible within stream Reach 2
2. Increase fish habitat within stream Reach 2 primarily through the use of stream habitat features (pools, riffles, glides, etc.) and large woody debris.
LOCATION AND ACCESS
See attached Map. The project is approximately 38 mi east of Grangeville, Idaho. At the junction of Highway 14 and the Newsome Cr Road (FR 1858), travel north for approximately 7.0 miles to the gate on the access route developed in 2011. The project BOP is approximately 1.8 miles on an unimproved access route beyond this gate. Access route grades range from 0% - 20%. Maximum grade of 20% is maintained for 0.25 miles descending off ridge to valley bottom. The project is located in T30N, R7E Section 19 and can be reached by automobile (Highway 14 and FR 1858) and high clearance vehicles or 4WD ATV (access route). Latitude and longitude information for Reach 2 is as follows:
Beginning of Reach 2:
45 degrees 55’30.31”N
115 degrees 38’5.79”W
End of Reach 2:
45 degrees 54’36.07”N
115 degrees 37’39.08”W.
Access on the 1.8 mile unimproved route is limited to foot travel prior to contract award and until snow free. Project area is typically snow covered from November-June.

PRE-BID CONFERENCE
A pre-bid conference will be held on April 19 at 1:00 PM at the Nez Perce- Clearwater National Forests’ Grangeville Office, 104 Airport Road, Grangeville, ID 83530. Please bring a copy of the solicitation/attachments with you or request a hardcopy if necessary. Pictures of the current condition of Reach 2 as well as the restored condition of Reaches 3 -5 will be presented.
Interested vendors are encouraged to submit all questions in writing to Karen Ruklic at kruklic@fs.fed.us at least five (5) days prior to the conference; however, questions will be considered at any time prior to or during the conference. Prior to the conference, vendors will be asked to confirm verbal questions in writing.
CONTRACTOR WORK REQUIREMENTS AND STANDARDS
1) The contractor shall provide a base habitat design for Reach 2 which includes maps, drawings, material lists and technical specifications with adequate detail for implementation. The Reach 2 design approach shall be consistent with the restoration approach for Reaches 4 and 5 (see pictures) except where altered below.
2) The design will specify the locations of the stream centerline and bankful dimensions (i.e. latitude, longitude, and elevation) for new channel locations and/or meanders. New channel alignments shall consider those recommended for relocation by Alternative 4 of the Feasibility Study (for NEPA consistency). The contractor shall furnish topographic site surveys resulting in a map with 1.0 foot contour intervals for those sections of reaches where new channel relocations will be designed. The topographic maps should extend across the valley floor, including the base of the adjacent slopes.
3) The design will address specifications and locations for key elements of the system of large in-stream wood (i.e. latitude, longitude, and elevation).
4) The Contractor’s designs will incorporate measures to protect and preserve all cultural resource sites/objects denoted in the reports from the Nez Perce Tribe, Forest Service, SHPO, and the feasibility study.
5) Cost estimates for implementing the design work elements shall be prepared. Native material sources (* see paragraph at the end of this section) will be identified in the design and will be located as close as possible to work areas, to help minimize costs.
6) The contractor shall perform sediment transport analysis to validate that the channel improvements will function as designed, including provisions for bed load transport, bed scouring, bank erosion and floodplain function.
7) The wetlands in Reach 2 should be mapped, spatially quantified and integrated with the design. Contractor will provide sufficient detail for permitting designs under Section 404 of the Clean Water Act and Idaho Stream Channel Alteration Act, including a map of affected areas and the volumes of dredge and fill material below the high water mark.
* Native materials consist of rock (boulder and large cobble), large woody debris, and soil. Relatively clean rock should be available in the existing tailings piles.
Considerations in Developing Design:
1) Contractor-prepared conceptual design will be approved by the Forest Service prior to development of the draft detailed design. The draft detailed design will be approved by the Forest Service prior to development of the final designs
2) The in-channel portion of the design should use natural channel design concepts along with the existing design. The fish habitat improvements should appear as natural as possible but not at the expense of detracting from their function.
3) Cost of implementation versus benefits derived shall be considered.
4) Consideration should be given to how the stream banks on new meander bends or slight course changes will react to the first 3-5 spring runoff cycles.
5) The conceptual design outlined by Alternative 4 of the Feasibility Study provides for a range of two channel alignments. The contractor should propose the optimum alignment, working within that range and using the considerations above.
6) The drawings will not need to be stamped by a Professional Engineer or Licensed Surveyor.
7) In order to ensure the integrity and fairness of the competitive solicitation process for the construction stages of the project, the Contractor shall keep the construction cost estimates confidential.
8) No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates. This prohibition extends to any subcontractor for the project or firms with whom key design employees are employed.
Documentation Requirements:
Two copies of all documentation listed below shall be provided to the Government in hardcopy and electronic form, as appropriate. Electronic information should be compatible with the Microsoft Office family, ArcGIS and/or AutoCad format and formatted in a manner that is easily edited by the Government.
1) Copies of any new raw field data and compiled data associated with the design, including channel and valley cross-sections shall be provided to support habitat design beyond that already provided in the 2008 Habitat Design or 2004 Feasibility Study.
2) Contractor shall provide a written report documenting techniques, analysis, and conclusions for the design work.
3) Contractor shall provide “construction-ready” maps, drawings, material lists, technical specifications and supporting documents. A template will be provided by the government for the drawings (plan set).
4) A cost estimate for the design work elements will be provided to support project implementation.
GOVERNMENT-FURNISHED PROPERTY
The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.
Upon written request, the Government will make any/all of the following materials available to the successful Contractor at the Nez Perce-Clearwater National Forests Grangeville Office.
1) Copies and/or electronic scans of the latest aerial photo runs and low-level aerial photo runs, including the un-dredged reach upstream of Radcliff Creek.
2) Existing water temperature and fish habitat data.
3) Stream gaging data will be provided by the USFS for Red River and South Fork Red River. Stream gaging data for the South Fork Clearwater River is available on-line through the USGS.
4) Newsome Creek Ecosystem Analysis at the Watershed Scale.
5) Newsome Creek Watershed Restoration FEIS and all associated documentation (cultural resource reports and data, Biological Assessments, Biological Opinions, etc).
6) 2008 and 2010 Upper Newsome Creek Restoration Design Packages

(A) The Contracting Officer and the Contractor are unable to reach agreement on the existence or amount of a debt within 30 days;
(B) The Contractor fails to liquidate a debt previously demanded by the Contracting Officer within the timeline specified in the demand for payment unless the amounts were not repaid because the Contractor has requested an installment payment agreement; or
(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer (see 32.607-2).
(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.
(v) Amounts shall be due at the earliest of the following dates:
(A) The date fixed under this contract.
(B) The date of the first written demand for payment, including any demand for payment resulting from a default termination.
