SOLICITATION: AG-0343-S-16-0030

NEWSOME CREEK REACH 2 STREAM HABITAT IMPROVEMENT DESIGN

Amendment 1, Page 2 of 3 Dated 4/25/2016

2. Amend Header throughout the solicitation to reflect Solicitation Number AG-0343-S-16-0030. 0037 was typed in the header by mistake.

3. Amend Scope of contract, paragraph 1 by adding the following sentence at the end of paragraph 1. “Reach 2 project boundaries are illustrated on Attachment 9. The downstream project area boundary within which future construction activities will occur is marked with a vertical line and described as: “Reach 2 - 2016 Designation”.

4. Amend Scope of Contract, “design goals”, page 5, #2 as follows. Strike the words in parentheses and replace with “(pools, riffles, glides, alcoves, side channels, existing ponds, etc.)”.

5. Add the following language to Contractor Work Requirements and Standards, 3) on page 6 immediately after sentence 1:

“The system-of-wood installed in Stream Reaches 3-5 is not depicted in any previous contract documents; this system was constructed by reducing the size of large point structures shown on the plans and utilizing the excess wood along the streambanks to connect the point structures and in doing so, maximize fish habitat. In general, the government envisions that the current design for Reach 2 shall feature key wood structures to be constructed at specific locations (i.e. keyed into existing rock features or specifically located on newly constructed meanders) accompanied by a general description or typical depicting a system of wood to connect these point structures”.

6. Add the following language to Contractor Work Requirements and Standards, Considerations in Developing Design, 3) on page 7 immediately after sentence 1:

“The government and Nez Perce Tribe purposefully choose not to provide a budget for construction implementation within the solicitation. Designers should not constrain the conceptual design based on funding. After the conceptual design phase is complete, initial cost estimates may lead the government to request that the implementation of the work be phased. This would require the designer to separate the construction-ready plans, specifications and cost estimates to match the phasing agreed upon”.

7. Add Attachment 9, Newsome Creek Feasibility Study, Alternative 4, Reaches 1 and 2. (Uploaded to FBO in a separate document).

8. Add the following provision to the solicitation to allow submission of quotes via email.

E-mailed Proposals

(a) Definition. "E-mail proposal," as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via an e-mail transmission.

(b) Offerors may submit e-mail proposals as responses to this solicitation. E-mail proposals are subject to the same rules as paper proposals. NOTE: E-mail proposals will be rejected if documents received are not in pdf format.

(c) The e-mail address for receiving e-mail proposals is: kruklic@fs.fed.us. The offeror shall enter the Solicitation number and closing date in the Subject line of the e-mail transmission. Submissions sent without this data may be rejected by the Contracting Officer.

(d) It is the offeror’s responsibility to verify receipt of e-mailed proposals.

(e) If any portion of a e-mailed proposal received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document-

(1) The Contracting Officer immediately shall notify the offeror and permit the offeror to resubmit the proposal;

(2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and

(3) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer.

(f) The Government reserves the right to make award solely on the e-mailed proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal.

***Respondents shall acknowledge amendment as described in Block 11 of the SF-30. Deadline for receipt of quotes remains unchanged.
