01010 – PROJECT LOCATION
The project work will be located at Devil’s Elbow Campground. The campground is located at milepost 35 of Forest Road #208 approximately 40 miles northeast of Kellogg, Idaho.
01011 – SUMMARY OF WORK
Part 1 – General
1.1 Project work will include:
· Remove two existing vault toilets, excavate and backfill for two new government furnished concrete vault toilet buildings and install concrete entrance pads for toilet buildings.
· Remove all existing campground furnishings (tables, campfire rings, grills, bulletin boards, fee tube and flagpole.)
· Furnish and install accessible campfire rings, unit posts, picnic tables, aggregate pads around campfire rings and picnic tables, and construct access routes in group picnic area and to individual campsites.
01012 – START WORK
It is estimated that work will begin approximately September 3, 2013.
01013 – CONTRACT TIME
It is anticipated that work will begin on September 3, 2013 and contract time will end October 11, 2013.
01015 – GOVERNMENT FURNISHED MATERIALS

01016 – CONTRACTOR’S USE OF PREMISES
Part 1 - General
1.1 Contractor will be allowed to camp at or adjacent to project sites in designated camp areas.
01017 – SCHEDULES
Part 1 - General
1.1 Furnish one copy each of the following items within five (5) days after award of contract for review and/or approval pursuant to the contract:
a. Proposed progress schedule showing starting and completion dates of the various phases of work.
b. Completed Standard Form (SF) 1413, Statement and Acknowledgement for each subcontractor shall be submitted within 14 days after award.
c.
Product submittals for CO approval.
01031 – GRADES, LINES AND LEVELS
Part 1 – General
1.1
Contractor shall verify all quantities, volumes and lengths.
1.2 Final location of concrete vault toilets, picnic tables, campfire rings, bulletin boards, fee tube and unit posts will be staked on the ground by the Forest Service.
01050 – COORDINATION
Part 1 – General
1.1 Recreation sites will be closed to the public during work activities.
01300 – SUBMITTALS
01340 – Shop Drawings, Product Data Part 1 - General
1.1 The Contractor shall provide the following submittals to the C.O.R. before final acceptance – three copies each where pertinent. Approvals must be obtained before starting work which involves the item.
1.2 Manufacturer’s literature shall be marked or otherwise designated to indicate the exact model, size, etc. which the Contractor proposes to use. Information shall be adequate to determine compliance with the specifications without additional research by the CO. One copy of approved submittals will be returned to the Contractor.
Provide manufacturer’s literature on the following:
1. Material Safety Data Sheets of all chemicals used.
2. Ready mix concrete.
3. Picnic table legs.
4. Paint used for toilet rehabilitation work.
01400 – QUALITY CONTROL AND QUANTITY MEASUREMENT
Part 1 – General
1.1 Description. This work shall consist of providing quality control in conformance with the Inspection of Construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specification. The Contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.
Part 2 – Products – Not used
Part 3 – Execution
3.1 Quality control and Quantity measurement system. The Contractor shall provide and maintain a quality control system that will ensure that all services, supplies, and construction required under this contract conform to the contract requirements. The Contractor shall perform, or cause to be performed; the sampling, inspection, and testing required substantiating that all supplies, services, and construction conform to the contract requirements.
The Contractor shall also perform, or cause to be performed, all measurement of quantities of materials incorporated into the work or work processes that are to be measured under the provisions of the contract.
a. Quality Control Plan. The Contractor shall submit in writing the following:
1. Authorities and responsibilities of inspection and testing personnel.
2. Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing will be used.
b.
Approval of Quality Control Plan. The Contractor’s proposed quality control plan for all items requiring quality control shall be submitted to the CO for review prior to the Contractor commencing work. Within five days of receipt of plan, the CO shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor’s receipt of written approval of the proposed plan. The Contractor shall submit to the CO, in writing, any proposed changes in the approved quality control plan. Proposed changes shall not be put into effect until approved in writing by the CO.
3.2 Sampling, Testing, Inspection, and Measurement of Quantities. The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing and inspection in a timely manner. Tests, measurement, and certifications shall be made as required by the Drawings and Specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract and make required measurements of work under this contract performed onsite or offsite. Sampling and testing frequency for specific items shall be shown in the Specifications.
3.3 Records of Inspection and Measurements.
a. Inspection and Tests. The Contractor shall maintain current records of all inspections and tests performed. The following format or one containing the following information will be acceptable to the Government:

The Contractor shall certify in writing that all inspections and tests were performed in accordance with Specifications.
3.4 Certifications and Measurements.
a. Offsite Produced Materials. The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements shown on the Drawings or stated in the Specifications. Incidental purchases needed to remedy minor shortages of material shall be certified by the Contractor.
b. Quantity Measurements. The Contractor shall make all measurements for computations of quantities for all work items except those specified for payment by Designed Quantity (DQ). The Contractor shall compute the quantities for periodic progress payments; the CO will compute the quantities for the final payment based on measurements taken by the Contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

01500 – TEMPORARY FACILITIES AND CONTROLS
01511 – Temporary Electricity
1.1 Power is not available at any of the sites.
01515 – Temporary Water 1.1 There is no potable water available. Contractor will be responsible for providing water.
01516 – Temporary Sanitary Facilities
1.1 Contractor will be allowed to use the one available vault toilet at the site.
01530 – BARRIERS
Contractor will erect adequate barriers around all excavation sites for the protection of visitors who may be in the area.
01532 – TREE AND PLANT PROTECTION
Contractor shall make every effort to protect trees outside the construction limits as well as those identified as save trees. Construct protective barriers around save trees where necessary. Trees that are damaged shall be painted with tree wound dressing on all cuts and wounds.
01550 – ACCESS ROAD AND PARKING AREA
1.1
Access
Contractor shall be responsible for constructing, maintaining, and restoring access ways and surfaces to and at the work site. If damage occurs to the existing roadways, as a result of the Contractor’s actions, the Contractor shall restore the roadways to the condition prior to the start of work. All asphalt surfaces were new in August of 2012.
1.2
Parking
Parking is available at the construction site at designated areas.
1.3
Camping
Industrial camping is allowed within the campground area.
01551 – STORAGE OF MATERIALS
1.1 The Contractor will be allowed to store materials at the project site under construction. Coordinate the location of the storage area with the C.O.R. Materials subject to damage from the weather shall be adequately protected by the Contractor. The Contractor will be solely responsible for the loss of or damage to materials stored at the job site.
01700 – PROJECT CLOSEOUT
01710 – Cleaning 1.1 In addition to keeping trash around the work areas picked up daily, Contractor(s) shall pick up and remove all trash from in and around the work areas before final acceptance.

01800 – MEASUREMENT AND PAYMENT
Part 1 – General
1.1 Description – Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered incidental to and included in the payment of the pay items in the Schedule of Items.
When more than one class, size, or thickness is specified in the Schedule of Items for any pay item, suffixes will be added to the item number to differentiate between the items to be bid.
1.2 Method of Measurement – The following methods of measurement are used to determine contract quantities for payment.
For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified.
Structures will be measured according to neat lines shown on the Drawings or as altered by the Contracting Officer (CO) in writing to fit field conditions.
For items that are measured by the linear foot, such as water lines, etc., measurements will be made through the centerline of the pipes and fittings, unless otherwise shown on the Drawings.
1.3 Units of Measurements – Payment will be units defined and determined according to US Standard Measure and by the following:
a. Cubic Yard – A measurement computed by one of the following methods.
1. Excavation or Embankment – The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
2. Material in the Delivery Vehicle – The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
b. Each – One complete unit which may consist of one or more parts.
1.4 Payment – One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item.
a. Designed Quantities (DQ) – These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data includes the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract.
Contract Quantities will be adjusted only when there are errors in the original design of 15% or more.
b. Actual Quantities (AQ) – These quantities are determined from measurements of completed work.
c. Vehicle Quantities (VQ) – These quantities are measured in hauling vehicles.
d. Lump Sum Quantities (LSQ) – These quantities denote one complete unit of work as required by or described in the contract, including, necessary materials, equipment, and labor to complete the job. They will not be measured.

DIVISION 2 – SITE WORK
02000 – Mobilization Part 1 – General
1.1 Description – This work shall consist of preparatory work and operations for the movement of personnel, equipment, supplies, and incidentals to the project sites, and all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project sites.
Part 2 – Products – Not used.
Part 3 – Execution – Not used.
Part 4 – Measurement and Payment
4.1 Method – The method of measurement, as described in Section 01800, will be designated in the Schedule of Items.
4.2 Basis – Mobilization will be paid for at the contract unit price for the item as shown in the Schedule of Items.
Progress payment will be made as follows:
a. When 5 percent of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
b. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
c. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
The total of all payments, including bonding, shall not exceed the original contract amount for this item.

02102 – Clearing and Grubbing
Part 1 – General
1.1 Contractor shall provide all labor, tools, and equipment necessary for removal of vegetation within the designated construction limits, as shown on the drawings or specified herein.
1.2 All excess excavation and clearing debris will be disposed in accordance with Section 02135.
Part 2 – Materials
None
Part 3 – Execution
3.1 This work shall consist of clearing, grubbing, trimming, removing, and disposing of or treating construction slash and debris. This work shall also include preservation of vegetation and objects designated to remain from injury or defacement. See Section 01532 for Tree Protection.
a. Trees that are damaged outside the clearing shall be painted with tree wound dressing on all cuts and wounds.
3.2 All brush, roots, rotten wood, and other refuse from clearing and grubbing operation shall be disposed of in accordance with Section 02135.
Part 4 – Measurement and Payment
4.1 Measurement – There shall be no separate payment for work required under this section. Payment is incidental to and included in the payment of other items of work.

02120 - Removal and Disposal of Existing Structures Part 1 - General
1.1 summary
a. Vault Toilets - This item shall include pumping two (#1 and #2) existing vault toilets, dismantling all parts of the structure and removal and disposal of all members and materials comprising an existing vault toilet structure at the locations designated in the plan, in accordance with these specifications. This will include removing the existing underground vault and disposing of it off of government land. See requirements in section
b. Tables, campfire rings and grills – This item shall include removing and disposing of all the existing tables, campfire rings and grills found in the campground. This will include removing all the materials and disposing of them off of government land except for the planks from the tables and the campfire rings which will be stockpiled at the Falls Creek Pit Disposal Area.
c. Flagpole – This item shall include removing and disposing of all materials included in the flagpole off of government land.
Part 2 – Products
2.1 Select Backfill
d. Select backfill shall be native or imported soil free of organic debris, sand, or granular soil free of stones larger than 6 inches in greatest dimension.
PART 3 – EXECUTION
3.1 removal
e. Toilet Buildings
1. The Contractor may use any means he may elect to remove the structure as long as he provides for the safety of the public and preservation of existing vegetation.
2. The concrete in existing vault foundation and floor shall be broken into sufficiently small pieces to enable handling and disposed of off of government land. Any contaminated materials shall be disposed of as directed in 3.4 - 1a.below.
3.2 Disposal
a. Toilet Buildings
1. Unless specifically directed in writing, no attempt will be made to salvage for reuse any of the materials comprising the existing structure.
2. Any contaminated wood, concrete, and metal materials shall be removed from the site and disposed of at a State certified land fill.
3. The vault toilet waste shall be pumped by a commercial hauler with equipment for pumping and hauling human waste. Hauler shall have the necessary equipment to add water to the tank and break up solids in order to pump waste.
4. Disposal of vault waste shall be at any sewage treatment facility approved by the State Department of Health. The Contractor shall be responsible to obtain permission to dump the waste in the treatment facilities and pay any fees required.
b. Tables – All materials except for the table planks shall be disposed of. The table planks shall be stockpiled at the Falls Creek Pit.
3.3 Backfilling
a. After the elements of the existing structures have been removed and disposed of, the remaining depression shall be backfilled. Backfilling shall not be done when the depression is saturated or flooded with water. Puddling methods of backfill consolidation will not be permitted.
b. Select backfill shall be placed within the remaining depression. The material shall be placed in layers not over twelve (12) inches in depth and compacted by means of a vibratory compactor so as to minimize settlement. The area shall be backfilled in such a manner until the area is brought up to the level of the natural ground once settling has occurred.
3.4 Finishing and Cleanup
c. After the area has been backfilled, the disturbed area shall be finish graded to present a natural appearance and cleaned up by removing all debris and materials left from the removal of the toilet structures.
Part 4 – Measurement and Payment
4.1 Measurement – There shall be no separate payment for work required under this section except for the flagpole. Payment is incidental to and included in the payment of other items of work.
4.2 Payment – The accepted quantity for flagpole removal will be paid for at the contract unit price for each pay item shown in the Schedule of Items.

02135 – Waste Material Disposal Part 1 – General
1.1 This item shall consist of the loading, handling, transporting, and placing of excess excavation material and clearing debris. The waste disposal area shall be Falls Creek Pit.
Part 2 – Products (Not Applicable)
Part 3 – Execution
3.1 All excavated material not used in the construction of embankments, backfilling of trenches, or other specified areas within the project limits, along with clearing debris and other refuse generated, shall be hauled to the designated disposal area. After this material has been hauled to the disposal area, the piled material shall be buried and covered with soil to a uniform depth of 18 inches minimum and sloped to 2:1 or flatter. The size and shape of the piled waste material shall be designated by the C.O.R. The disposal area shall be seeded in accordance with Item 02821 - Seeding.
Part 4 – Measurement and Payment
4.1 There shall be no separate payment for work required under this section. Payment is incidental to and included in the payment of other items of work.

02222 – Structural Excavation, Backfill, and Compaction
Part 1 - General
1.1 Contractor shall provide all labor, tools, and equipment necessary to excavate for the backfill and compaction under slabs.
1.2 All surplus excavation shall be disposed of in accordance with Section 02135 or as designated by the C.O.R.
1.3 Contractor shall remove all unsuitable material under the location for the vault toilet, the slab and any other excavation for concrete placement including materials not meeting compaction requirements below and backfill with suitable material.
1.4 Contractor shall supply any additional suitable backfill and/or topsoil necessary.
Borrow material will be conserved from campground excavation or from sites designated by the C.O.R.
Part 2 – Materials
2.1 Remove the upper four to eight inches of topsoil from the area to be occupied by the buildings and stockpile in location approved by the C.O.R.
2.2 Fill Material
a. The material for the fills shall consist of a mixture of soil, gravel, disintegrated granite, or other suitable material.
b. The material shall be free from organic vegetative matter.
c. The maximum size of any particle shall not be greater than three inches in diameter.
d. Oversize material may either be removed or broken down to the specified dimensions by any method which accomplishes reduction to that size.
e. The removal or the breakdown of oversize material to the specified size shall be done at the material source.
f. Contractor shall furnish any additional suitable material to backfill under the slab and shape around the finished structure and the stockpiled topsoil can be reused.
g. Crushed aggregate, 3/4-inch minus.
Part 3 – Execution
3.1 Strip all vegetation and deposit large material as specified in Section 02102.
3.2 The Contractor shall supply all additional fill material suitable for backfill under the slab and to shape around the finished structure as shown on the drawings.
3.3 Excavation shall produce surfaces to line and grade shown on drawings. All excavated areas shall drain when weather is such that water may collect in holes and ditches. The building excavation shall not be left open for more than 12 hours.
3.4 The root structure of all existing trees that are to remain shall not be disturbed. No excavated or fill material shall be piled under or within the drip line of any trees.
3.5 Exterior fills shall be constructed to sections and elevations indicated or as stated in paragraph 2.2 above. Exterior fills shall drain freely.
3.6 Compacted earth fills under concrete slabs and footings, shall be suitable fill material and placed in approximately six-inch lifts, and be compacted to a uniform density by a minimum of three passes of a vibratory compactor.
3.7 Backfill around structures and supports shall be done in twelve-inch lifts and compacted by three passes of a vibratory compactor.
3.8 When all exterior earthwork is completed, the Contractor shall give the entire site a final dressing to assure that all surfaces are in accordance with the elevations indicated on the drawings.
a. Finish grades adjacent to the building shall be sloped to provide surface drainage away from the building walls in all directions.
b. Use the topsoil previously stripped from the site for the upper layer of fill for finish grades.
c. Rake and shape the backfill and prepare site for seeding.
Part 4 – Measurement and Payment
4.1 There shall be no separate payment for work required under this section. Payment is incidental to and included in the payment of other items of work.

02229 – Aggregate Pathways and Shoulder Aggregate Part 1 – General
1.1 Aggregate paths shall be constructed to group picnic areas from the existing river access path. Includes furnishing all labor, equipment, tools and services necessary for the completion of this work.
1.2 Aggregate material shall be placed along all asphalt roadway edges.
1.3 Related Specifications – Section 02611 Crushed Aggregate.
Part 2 – Products
2.1 Aggregate for path construction and shoulder aggregate shall be ¾ - inch minus from a commercial source. See Crushed Aggregate Section 02611.
Part 3 – Execution
3.1 Clearing and Grubbing – Clearing and grubbing shall be in accordance with Section 02102 and in addition, all organic materials over ½ inch in any direction shall be removed. Care shall be taken to remain within clearing limits so as not to damage or destroy vegetation outside the clearing limits.
Part 4 – Measurement and Payment
4.1 Measurement – There shall be no separate payment for aggregate pathway work required under this section. Payment is incidental to and included in the payment of installation of tables and campfire ring installtion work.
4.2 Payment – The accepted quantity for shoulder infill will be paid for at the contract unit price for each pay item shown in the Schedule of Items.

02540 – Erosion Control Part 1 – General
1.1 The Contractor shall provide all labor, equipment, and materials necessary to comply with State and local laws for the prevention of soil erosion and water pollution.
Part 2 – Materials
2.1 Straw Waddles, certified weed free.
Part 3 – Execution
3.1 Before excavation can proceed, the Contractor shall install straw waddles as needed. These straw waddles shall be inspected by the C.O.R prior to any excavation work.
3.2 All cut banks and fill slopes shall be prepared and seeded upon their completion. Notify C.O.R. when areas are prepared for seeding.
3.3 At the completion of the contract, if the area has not stabilized, the silt barriers may be left in place or a portion of it. Contractor shall make any needed repairs or alterations to the barrier before final acceptance.
Part 4 – Measurement and Payment
4.1 There shall be no separate payment for work required under this section. Payment is incidental to and included in the payment of other items of work.

1.1 Contractor shall provide labor, materials, and equipment necessary for hauling and placement of crushed aggregate along road shoulders and around picnic tables, campfire rings, and around vault toilets and paths.

Part 3 – Execution
3.1 Aggregate shall be moistened or dried to uniform moisture content suitable for compaction.
3.2 The aggregate shall be spread in a uniform layer, with no segregation of size, and to a loose depth that shall have the required thickness when compacted.
3.3 Aggregate shall be compacted using a vibratory compactor for pathways and adjacent to vault toilets, campfire rings and picnic tables. Compaction equipment shall be operated over the full width of each layer until visual displacement ceases, but not less than three complete passes.
Part 4 – Measurement and Payment
4.1 There shall be no separate payment for work required under this section. Payment is incidental to and included in the payment of other items of work.

02761 – Picnic Tables Part 1 – General
1.1 Contractor shall supply all labor, materials, tools and equipment to install picnic tables in the area.
Part 2 – Materials
2.1 Picnic tables shall conform to the size and shape as shown on the drawings.
2.2 Pre-cast exposed aggregate concrete table with hardware, as manufactured by Salmon River Pre-cast, 2787 Salubria Rd., Cambridge, ID Phone 208-566-3243, or equal.
2.3 Aggregate shall be smooth rounded stone, not crushed. The intent is, that it will not snag or be abrasive should something brush up against it (skin, clothing, etc.).
2.4 Table planks shall be 3” x 12” Number one Douglas Fir or better finished to the dimensions indicated in the drawings. All planks shall be stained with Sherman Williams exterior stain, woodscape latex, flat or approved equal. Color shall be Chateau Brown or approved equal.
2.5 Structural steel (flat iron) shall be minimum size of 1/4 inch thick, 3 inches wide and 2 foot 11 inches long.
2.6 Bolts, screws, washers and all required appurtenances to attach planks shall be hot dip galvanized.
2.7 Bedding material, as shown on the drawings.
2.8 Aggregate material for pad. See section 02611 – Crushed Aggregate.
Part 3 – Execution
3.1 All existing tables will be removed and the planks stockpiled at the Falls Creek Pit waste area.
3.2 All site improvements shall be constructed with tight, smooth, firm connections and joints, as recommended by the manufacturer.
3.3 Flat iron will be attached on the “long” end where there is no seating on the bottom of plank along the width of the table, so the planks will not bend and/or warp throughout the years.
3.4 Attach flat iron on underside of table with a minimum of two lag screws per plank, as shown on the drawings.
3.5 An aggregate pad shall be constructed around the table as shown on the drawings and in conformance with section 02611. Any pad boundary that falls within 3 feet of another adjacent pad boundary should be blended with the adjacent pad so there is not gap between them.

2770 – Install Concrete Vault Toilet Part 1 – General
1.1 Contractor shall supply all labor, materials, tools and equipment to remove and dispose of existing toilet building, excavate and backfill for new government furnished concrete vault toilets and construct concrete pad for entrance between entrance and asphalt roadway.
1.2 Contractor shall coordinate with the concrete toilet manufacturer on delivery dates and times.

Part 3 – Execution

3.3 Excavate and backfill for the Government Furnished concrete vault toilet (to be delivered and set by the manufacturer) as shown on the drawings and recommended by the manufacturer.
a. Placement – The floor of the building and the top of the vaults should be the high spot of the site chosen. Finished floor elevation should be 4 – 6 inches above natural grade measured at the front entrance of the floor. Both the floor and the top of the vault should be above the surrounding ground level with the pathway sloped a maximum of 5% to meet the entryway. The back of the building should be slightly higher to allow water to freely drain out of the toilet rooms.
b. Excavation – The hole dug to accommodate the vaults must be large enough to be workable and allow the floor to the building to fit on the vaults when placed, but small enough to avoid excessive backfill after placement. Compact the 6” aggregate leveling course at the bottom of the vault excavation with a minimum of three passes with a whacker-type mechanical compactor or equivalent approved by the COR.
c. Backfill – Use excavated material for backfill where possible, rocks larger than 6 – inches in maximum dimension shall not be placed within 6 – inches of the exterior vault walls. Fill adjacent to the building entry will have excavated material placed in 12” loose lifts and compacted with a minimum of two passes with a whacker-type mechanical compactor or equivalent approved by the COR.
d. Add 3” compacted aggregate base under area designated for concrete pad.
3.4 An aggregate pad shall be constructed around the toilets as shown on the drawings and in conformance with section 02611.
3.5 A concrete pad shall be constructed from the roadway to the toilets as shown on the drawings and in conformance with section 03313.

General

All disturbed areas within the campground and at the designated waste area shall be reseeded at the end of construction work.

Fertilizer shall be commercial pelletized, slow releasing types. It shall be a complete fertilizer, part of the elements of which are derived from organic sources and containing in available form a minimum by weight 16% nitrogen, 20% phosphorus, and 14% sulfur. Fertilizer shall be approved by C.O.R.
Mulch may be straw, hay, or other materials approved by the C.O.R.
a.
Straw shall be from grain crops that are free from noxious weeds, mold, or other objectionable material. Straw mulch shall be in air-dry condition suitable for placing with mulch blower equipment.
b.
Grass hay shall be of approved herbaceous mowing free of noxious weeds, mold or other objectionable material. Hay should be in air-dry condition suitable for placing with mulch blower equipment.
c.
Contractor is responsible for furnishing weed free certification.

03313 – READY-MIX CONCRETE
Part 1 – General
1.1 Description
This section specifies concrete to be used for construction of the thrust blocks and small slabs.
1.2 Suppliers
Ready-mix concrete shall be supplied by a commercial batch plant regularly engaged in the business.
1.3 Mix Design
Proportion the cement, aggregate, and water to obtain concrete with good workability.
Minimum cement content: 611 lb/cu. yd.
c.
Maximum water-cement ratio: .044%.
d.
Slump: 2 to 4 inches by ASTM C143-74.
e.
Air content: 3.5 to 6.5 percent by ASTM C231-75.
f.
Cement content: Tolerance from mix design of + 0.3 sack per cubic yard by ASTM C138-75.
g.
Strength: 4,000 psi minimum.
1.4 Batch Certification
Furnish with each load of concrete, a batch certificate containing all of the information shown on the example included at the end of this section.
Part 2 – Products
2.1 Cement
ASTM C150-76A Type II or IIA.
2.2 Aggregate
ASTM C33-74a with designated size of coarse aggregate No. 67 (3/4 inch to No. 4).
2.3 Water
Potable.
2.4 Admixtures
Air-entraining, ASTM C260-74, such as but not limited to “Protex”, “Darex”, “MB-VR”, “Castle-VR”, or “ADZ-Air”.
Admixtures other than air-entraining not permitted.
Hot Weather Concrete
The temperature of the concrete shall not exceed 80ºF. at time of placement, and when the ambient temperature reaches 90ºF., the concrete shall be protected with moist covering or other methods approved by the C.O.R.
Water, aggregate, and cement shall be protected or cooled as necessary. Ice may be used as part of the mixing water; however, the ice shall be completely melted by the time mixing is completed.
3.2 Mixing and Delivery
ASTM C94-74a, Sections 10.6 through 10.9, with the following additions:
Adjust the quantities of aggregate and water to compensate for differences from the saturated surface-dry condition.
Discharge concrete within 1-1/2 hours or before 300 revolutions of the drum after introduction of the mixing water to the cement and aggregates or introduction of the cement to the aggregates. If the ambient air temperature is above 80ºF., the above limits shall be 1 hour or 200 revolutions.
If long hauling distance does not permit meeting the requirements above us retarding admixture.
3.3 Placing
C.O.R. must inspect forms before any concrete is placed. Notify C.O.R. at least 24 hours before any placement to permit inspection.
Roughen existing concrete surfaces.
Forms shall be free of debris, and surface shall be clean, free of frost, ice mud, and water.
Avoid segregation. Place in layers and begin placing at corners of structure. Do not move concrete with vibrators or tampers.
