Kevin Davis covered key points of the technical aspects of the project.
History
· This project is part of the Lightning Creek Watershed restoration
· An assessment was done 8 yrs ago, in 2006 there was flood damage
· Most of the work has been completed, this project is one of the items identified in the assessment This is a straight forward decommissioning project with some partial obliteration. The technical challenge will be heavy brushing, especially on Rd1016.
Soil Erosion & Pollution Control, stream crossings/live water in Wellington Creek crossing need mitigation; keep number of crossings/disturbances to a minimum. How this will be accomplished should be addressed in an erosion control plan.
Disposing of culverts; to be hauled off site and disposed of properly by contractor; will become property of contractor
Fill removal will be dispersed on site; no haul off
Stream Channels, Category 1, 15 ft or less, address how to remove pipes in erosion control plan Ditch culvert removal; may or may not have water
Rd 1016 – full recontour
Rd 1054B – partial recontour
Rd 1054 – partial recontour approx 300 ft to access Rd1054B Deep ripping incidental to recontour work
Water bars incidental to recontour, specs states no more than 10 Site accessible now due to low snow pack this year
Questions/Answers:
Question: Which streams are live streams? Do they need water bars?
Answer: 2 live streams; Wellington and Steep Creek.
Pictures are of culvert in Wellington and Rd1016 brush
Question: Brushing/Grubbing
Answer: Grubbing too time consuming due to the significant amount of material at the sites Question: Do you want all grubbing out on recontour?
Answer: Vegetation from cutslope, throw brush back on top
Question: Are rock weirs required?
Answer: No gradient controls Question: Size of pipe in Wellington Crk crossing?
Answer: None, there was a bridge that washed out years ago and only an abutement left to pull, can disburse on site. Pipes in Rd 1016 all have water; need full recontour due to possible failure.
The roads are brushed in, but road failures tend to occur over time even though they are growed over. The Wellington crossing is fairly brushy.
Question: Are there any drawings that show profiles, elevation, cuts, and topographical lines?
Answer: No. All are Category I (no variation); most are less than 10 ft, Steep Creek is a little more, but all are Category I.
Question: Base on fill or cut?
Anwer: Fill Question: What type of bridge will be crossed (can it take the equipment)? Is it a timber bridge?
Answer: Yes. It’s a timber bridge, yes there are limits. Highway legal loads. NO overloads allowed Question: How long is the bridge?
Answer: approx 60 ft long and 16 ft wide Question: Can it be accessed from Clark Fork?
Answer: Yes.
NOTE: mulch required to be certified weed free Question: Mulching and total acreage
Answer: 2000 lbs per acre; just the wet areas need mulching and there are 7 sites-see Schedule and Work List Question: Start time preference?
Answer: Stream work cannot start until after July 1st.
Kevin noted another project is coming up in the same area as this existing project through a partnership involving Forest Service, Avista and the National Forest Foundation (NFF). This is NOT a Forest Service project/contract. Project called Mud Creek Road Decommissioning.
Conversion of FS Road 340 to a non-motorized trail would occur from the Mud Crk Rock Pit. Applied prescriptions for decommissioning of the road would be similar as those completed on the upper half of Rattle Creek and would include the installation of a trail tread and a small parking area in the rock pit to accommodate room for a vehicle towing a trailer to turn around. Project prescriptions would include removing all culverts, full and partial obliteration of problem sections of the road, installing waterbars, deep ripping the road surface, and planting native seed and mulching to mitigate surface erosion along this 3.3 mile road.Work involves water bars, culvert removal, and obliteration. The following design features would be included in the project equipment contract:
· Full obliteration - 345 feet
· Partial obliteration - 1,291 feet
· Stream culvert removals - 11
· Cross drain removals - 12
· Waterbar installations - 37
· Drainage swale installations - 6
· Road ripping - 500 feet
The National Forest Foundation will be the organization soliciting and awarding this other work and may look at the awardee of this contract dependant upon performance. The work is to be complete in 2013.
