14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.
Project Title: Middle Kyle Administrative Site Water System
Purpose of Amendment: To answer questions posed by vendors. NO FURTHER QUESTIONS WILL BE ACCEPTED.
Receipt of Offers: The date, time, and receipt of proposals remains unchanged. The place for receipt of offers remains the same.
Acknowledgment: See Block 11 above regarding how to acknowledge this amendment. The acknowledgement must be received at the place designated for receipt of offers (see Block 19 of the Solicitation, Offer, and Award, Standard Form 1442).
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Amendment 003 AG-0261-S-12-0009 – Middle Kyle Administrative Site Water System
1. Final Clarifying Question and Answers posed by Vendors:
Q1 – Specification 221200 - Part 2.12 ANCHORING A. "Anchor tank as shown on the Drawing." There is nothing shown on the drawings. Please provide details for anchoring.
ANSWER: Anchor the tank(s) according to the manufacturer’s recommendations for anchoring, bedding and backfilling.
Q2 - Is there a staging area available for this project?
ANSWER: Materials will need to be stored/staged onsite within the project boundary in a location that will not interfere with work.
Q3 - In the "US Forest Service, R4 - Middle Kyle Canyon Water System Construction - Contract Specifications for Construction"
1. Section 312000 Earthwork - Part 3.4 - There is a reference for the use of Explosives.
2. Section 312000 Earthwork - Part 3.6 - Excavation General "A" states "Unclassified Excavation: Excavation to subgrade elevations regardless of the character of the surface and subsurface conditions encountered, including rock, soil materials, and obstructions. No changes in the Contract Sum of the Contract Time will be authorized for rock excavation or removal of obstructions."
The two specifications are in direct conflict with Amendment #2 - Question # 1, which states: "I have seen no documentation concerning Rock Excavations.
When I walked the job site I noticed solid rock in the trenchline of the water main.
Will rock excavation be dealt with as a change order or is it incidental to the water main?"
"Answer: It is not anticipated that the contractor will encounter solid rock during the excavation of the water main. The Forest Service has dug some holes near the well house and encountered no rock. If rock is encountered, it will be dealt with at that time. Excavation for the water line is incidental to the water main; the bid item includes trenching, pipe, tape, wire and backfill."
The difference between bidding a project in which we are allowed no compensation for rock excavation and bidding a project to deal with rock excavation on a "If Encountered Basis" could be hundreds of thousands of dollars.
We need this issue clarified before we can accurately complete a responsive and competitive bid.
ANSWER: The contract specifications stand as written. The Forest Service does not anticipate encountering solid rock during the excavation process which would require blasting. The Forest Service has dug test holes in the area of the project and has not encountered any solid rock formation below grade. We have excavated holes in excess of 4 feet deep and we provided photos of the material representative for excavation on the project. There is rock material in the excavation material as indicated on the photos, but no blasting was required.
