Amendment 002 AG-0261-S-12-0009 – Middle Kyle Administrative Site Water System
1. A conflict with the new pump house location and the road to the trailhead for the new Visitor Center has been identified. Please add the following:
We will be relocating the new pump house approximately 20-30 feet southwest of the location shown on the drawings. The final location will be staked during construction and approved by the Contracting Officer prior to construction.
2. Question and Answers posed by Vendors:
Q1 - I have seen no documentation concerning Rock Excavations. When I walked the job site I noticed solid rock in the trenchline of the water main. Will rock excavation be dealt with as a change order or is it incidental to the water main?
ANSWER: It is not anticipated that the contractor will encounter solid rock during the excavation of the water main. The Forest Service has dug some holes near the well house and encountered no rock. If rock is encountered, it will be dealt with at that time. Excavation for the water line is incidental to the water main; the bid item includes trenching, pipe, tape, wire and backfill.
Q2 -. Section 017320.1.7 states there is Hazardous Materials that we will need to abate prior to demolition. Please forward me a copy of the indicated Hazardous Material Report.
ANSWER: The Specification states that it is not expected that hazardous materials will be encountered in the work. If there are hazardous materials, the government will be responsible for removal. There are no MSDS sheets as the government is not aware of any hazardous material on site.
Q3 -. Are the ponds made completely of concrete (sides & bottom floors?) and are the reinforced with rebar? Do you have the plans they were built to? If so, please forward them.
ANSWER: The ponds are completely made of concrete; sides and bottom. It is assumed that there is reinforcing steel throughout the concrete. There are three as-built sheets at the end of the specifications.
Q4 -. Will the CXT Building supplier set the building? If not, how much does it weigh?
ANSWER: CXT will deliver the building to the site and offload it. The contractor is to have the building pad ready and plumbing in place prior to setting the building. The Contractor will be responsible to coordinate the delivery with CXT.
Q5 - Will the Pipe Sleeves be required to have spacers and annular fill?
ANSWER: No, the pipe sleeve will not be required to have fill or spacers.
Q6 -. I can only find 1 of the 2 ea 2’’ Daylight Drains at the new well house. Where is the 2nd one located?
ANSWER: The well house will have two drains, a 2 inch drain and valve shall be connected to the line from the well house to the tanks and a 3 inch line will be connected to the floor drain. These are the only drains at the well house.
Q7 -. I have counted 3 ea 6’’ valves (sheet 15 has one, sheet 18 has 2). The bid documents show only 2 to be bid.
ANSWER: There are three 6” valves as indicated in the question. This will need to be changed to show three.
Q8-. OSHA regulations will indicate a 1.5:1 slope be utilized in the trenching procedures putting our total width at the top to +/-16.5’ if we do not have to dig deeper to keep our 2% slope. Addendum #1 states a 12’ ROW. Please clarify.
ANSWER: Trenches five feet or greater require protective measures. The trench is indicated to be four feet deep. If the trench needs to be deeper and precautions need to be taken, this will be addressed at that time.
Q9 - The trench line is obviously going to impact the vegetation with a 16.5 excavation width plus room to place the spoils. Is the clearing and grubbing incidental to the water main installation or can you add a clearing and grubbing bid item?
ANSWER: Clearing and grubbing is incidental to the waterline. Section 311000 indicates that this is a non-pay item.
Q10 -. Upon review of addendum #1, I see no change in the drawings (sheet 28 &
29) please indicate changes.
ANSWER: Sheet #28 added an angled flapper to the pump to waste valve. Sheet #29 changed the drain line(s) to HDPE material.
Q11 - 221100-4 Water Distribution System, section 2.2.A.5 Pipe insulation: specifies 2’’ wrap around pipe. If buried 12’’ below max frost or 48’’ whichever is greater, will insulation be required?
ANSWER: Insulation will not be required as 48” is below the frost depth.
Q12 -. Please confirm that subject project is a Federally funded project to be constructed on Federal land.
ANSWER: Funding for this project is from the Southern Nevada Public Land Management Act (SNPLMA) and is on Federal land.
Q13 -. Does the existing water system supply anything other than the existing construction stand tank? Are the existing waterlines active? If so, what are the limits of the active waterlines?
ANSWER: The existing waterlines are inactive. The well only supplies water to the stand tank that is on site.
Q14 -. Are the existing waterlines to be removed? If so, may the existing alignment be used for the new installation?
ANSWER: The existing waterlines are to be abandoned in place. If the existing alignment is used and the contractor digs up the waterline they will be responsible to remove the old line from the site. Sheet #5 identifies the line(s) to be abandoned in place.
Q15 - The 12 ft. of clearing is not enough room for the construction, the spoil pile will be at least 8 ft. at the base. Can this width be widened if required?
ANSWER: We feel that 12’ is adequate for the clearing and grubbing of the waterline. The disturbed areas are to be minimized as stated in the Amendment. If the area is to be widened, approved must be granted from the CO in writing, prior to any changes on the ground. The majority of the excavation work is within a previously disturbed area.
Q16 -. It is understood that the main line to the visitor center site, illustrated on Sheet 21 (Drawing W12) is to be constructed within the existing cleared roadway. Are there any other areas the contractor is strictly prohibited from excavating in?
ANSWER: The contractor will be prohibited to any excavation work outside the project boundary. The waterline will be staked by the contractor and upon approval, construction may begin. All of the excavation for the water system will be within existing disturbed areas with exception from STA 0+00 – 5+00 as shown on Sheet 10 (W1). No excavations outside the approved area will be allowed.
Q17 -. Will the USFS allow chipped slash material to be added to the existing pile in the staging area?
ANSWER: No. All clearing and grubbing waste material will be hauled off site and disposed of in a legal manner as indicated in Section 024100-3.1.
Q18-. Since there is no geotechnical report available, will the contractor be allowed to perform test hole excavation prior to the bid?
ANSWER: Due to archeological constraints on site, no test pits will be allowed prior to construction.
Q19 - The volume of the underground storage tank are specified as 30,000 gallons each. This volume of tank comes in various diameters, are there specific dimensions required?
ANSWER: No dimensions are specified. The contractor will ensure that the tank(s) selected will fit on the designated tank site. The drawings indicate that there will be approximately 100’ for the tanks to be located on site.
Q20 - The well #1 will have to be taken out of service for a period of time to make modifications. What quantity of water will have to be provided on a daily basis to fulfill the construction needs of other contractors? Will the USFS supply the source of the water during this down time, and if so, where is the source located?
ANSWER: Prior to taking the well out of service, coordination will be made with other contractors to fill their trucks and the tank onsite prior to shut down of the well. The Forest Service does not have an alternative source.
Q21 - 312000-8 Earthworks section 3.11.E.2 Special Bedding (dams) requires a 3’ long dam to top of pipe zone be placed every 200’. What material is this to be made of and to what width?
ANSWER: This can be omitted from the specifications.
Q22 - 221100-4 Water Distribution System , section 3.1.K States to bury pipe 48’’ (min) above top of pipe with at least 12;’’ below level of maximum frost level. What is the maximum frost level in this area?
ANSWER: Bury the pipe at a minimum 48 inches below existing grade as indicated.
Q23 - 221200-5 Underground Storage Tank, section 3.6.B Backfilling: states to surround entire tank bedding with filter fabric as shown in drawings. The drawings do not indicate a filter fabric. Will filter fabric be required?
ANSWER: Install the tank according the specifications and/or the manufacturers recommendations. Fabric will be required as it is specified in Section 221200.
Q24 - Sheet 23 indicates that the well seal needs to be reconstructed. Please clarify that you want the sell seal from grade to 70' ft. deep to be reconstructed. No one is sure how this can be accomplished.
ANSWER: The well seal will need to be re-constructed after the new pitless unit is constructed. The contractor will be responsible to connect to the existing seal and construct up to grade after the pitless unit is in place.
Q25 - Sheet E2 - The existing well controls are out dated and parts are likely not available. It is advised that a new control panel be installed with the new well pump to match.
ANSWER: The panel is to be re-used. The notes indicate removing the Subtrol equipment and replacement with new material. The new items will operate the new pump that the contractor will set as part of this contract.
Q26 - Is the Government exempt from payment of applicable State or County Sales Tax or Transaction Privilege Tax on construction projects?
ANSWER: The Government is exempt from state sales tax on purchases made by the Government. The exemption does not extend to purchases made by a contractor.
Q27 - Is all of the proposed project site located within the Humbolt Toiyabe National
Forest?
ANSWER: Yes; exception is the access road to the tank site. Contractor will coordinate with the church for access and road repairs to get equipment in.
Q28- What, if any, portion of the proposed project site is located outside the boundary limits of Federal Land?
ANSWER: See Q27.
Q29 - Is any of the proposed work located on State land?
ANSWER: No.
Q30 - Does the Government have As-Built drawings of any of the existing Government-owned underground utility systems and specifically the water system from the well site to the tank site?
ANSWER: Yes; these can be provided upon award. The contractor will be responsible to locate all existing utilities prior to construction.
Q31 - Is the goal of the completed new water system intended to provide only for future improvements; or, will the new water system provide potable water service to existing buildings and facilities?
ANSWER: This question is not relevant to this contract. Service connections are shown on the drawings.
Q32 - Does the new water system tie into or provide service to any or all of the following existing buildings: Baptist church, Metro police station, Nevada Department of Transportation facilities, Refuse transfer station?
ANSWER: Service connections are shown on the drawings.
Q33 - When completed, will the new water system provide service to any existing buildings or facilities not described [addressed] above?
ANSWER: This question is not relevant to this contract. Service connections are shown on the drawings.
Q34 - What, if any, facilities or buildings does the existing water system currently service?
ANSWER: None
Q35 - Does the Government require the Contractor to maintain the existing water system in full service during construction of the new water system? Other than the requirement as described in Section C, subsection C-4,c., RFP page 5 of 39 (see also SOW 1.4-c), does the Government require the Contractor to maintain partial service to any specific facilities or existing building during construction of the new water system?
ANSWER: Contractor will need to provide water at the well for other FS construction projects as discussed at the show me trip. When the contractor works on the well it will be closed.
Q36 - In accordance with Specification Section 01025, Part 2. 2.1-A, it is understood that the Government will provide horizontal and vertical control information and the Government may allow horizontal adjustments in alignment to stay within the edges of the existing road or trail. Will the Government allow horizontal adjustments in alignment due to unyielding/unexcavatable conditions as long as the horizontal adjustment maintains alignment within the edges of the existing cleared roads or trails?
ANSWER: Horizontal alignment adjustments may be made only upon approval of the Contracting Officer. If need the alignment may be slightly adjusted but will remain in the existing cleared areas.
Q37 - Please clarify the Government’s response to question Q1 (per Amendment
001) as follows: Is the Government referring to a Contractor’s license, a business/tax license or both a Contractor’s and business license?
ANSWER: Contractor’s License.
Q38 - Under which Specification section are seeding requirements/information described and detailed? (See Reference Note 7 on Plan Sheet 7 of 34).Does the Government have a specific requirement for hydro mulching, tackifier, or equipment needed to spread seeds?
ANSWER: Use the following:
INSTALLATION OF GRASS SEEDING
A. Hydroseeding/hydro-mulching - A combination of water, seed and fertilizer are homogeneously mixed in a purpose-built, truck-mounted tank. The seed mixture is sprayed onto the site at rates shown on plans and per hydroseeding manufacturer's recommendations. Coverage must be uniform and complete.
Following germination of the seed, areas lacking germination larger than20 cm x 20 cm (8" x 8") must be reseeded immediately. Seeded areas must be fertilized and kept moist during development of the turf plants.
B. Install grass seed at rates per grass type. Provide a light “dusting” of commercial topsoil mix, not to exceed 1/2” (25 mm) placed above the rings and seed mix to aid germination rates. Seeded areas must be fertilized and kept moist during development of the turf plants.
PROTECTION
A. Seeded areas must be protected from any traffic, other than emergency vehicles, for a period of 4 to 8 weeks, or until the grass is mature to handle traffic.
MEADOW GRASS SEEDING/STRAW CRIMPING
A. Sow seed with drill seeding machine and provide crimped straw mulch. Do not drill seed when wind velocity exceeds 5 mph. Evenly distribute seed by sowing equal quantities in two directions at right angles to each other.
1. Do not use wet seed or seed that is moldy or otherwise damaged.
B. Sow seed at a total rate as noted in the plans.
C. Protect seeded areas from hot, dry weather or drying winds by watering and applying hydromulch and tackifier immediately after seeding operations but in no case more than 24 hours after completing seeding operations.
D. Water newly planted areas and keep moist until meadow grasses are fully established.
HYDROMULCHING
A. Hydromulching: Mix specified fertilizer, tackifier and fiber mulch in water, using equipment specifically designed for hydromulching application. Continue mixing until uniformly blended into homogeneous slurry suitable for hydraulic application.
1. Mix slurry with fiber-mulch manufacturer's recommended tackifier.
2. Apply hydromulch (slurry cover coat of fiber mulch and tackifier) uniformly to all seeded areas in a one-step process. Apply slurry at a rate so that mulch component is deposited at not less than 1000-lb/acre dry weight.
Q39 - Given that the drawings do not describe or provide for a temporary irrigation system, does the Government have a seed germination requirement?
ANSWER: Yes, the quantities for the seed mix are provided below and are in PLS. This quantity is the calculated number of live seed of actual species collected per pound. Seeded areas will need to be watered according to specifications until Final Acceptance. The contractor will need to schedule watering the seeded areas with a fine spray as needed until final acceptance to endue all meadow grass areas are as specified. Watering is not required when rainfall precipitation is adequate.
Species Scientific Name Recommended lbs/ac Pure Live
Seed (PLS)*
Indian Ricegrass Cultivar ‘Paloma’

* PLS = Pure Live Seed Per Acre (Number of pure live seed of actual species collected per pound - calculated as [germination*purity]*seeds/lb)
Note For Seeding: Indian ricegrass generally germinates when sown 1-3 inches in sandy soils. All the other species mentioned germinate when sown less than ¼ inch in loamy soils. It is possible they may want to switch out Indian ricegrass and use squirreltail if using two different methods of sowing is not feasible.
Q40- Under which Schedule of Items B-1 are the seeding requirements paid/reimbursed?
ANSWER: It is incidental to the work described on Sheet 7 of the drawings. There is no specific pay item for the seeding.
Q41 - Does the Government require a special topsoil gradation? Please provide.
ANSWER: No gradation. The topsoil will need to be submitted by the contractor and approved by the Contracting Officer.
Q42 - Will the Government allow the Contractor to utilize the excess (and unprocessed) material generated from trench excavations to be used as topsoil?
ANSWER: This material will be used to fill the trench in. What is left may be used.
Q43 - Does the Government require all excess material generated from trench excavations to be exported from the project site?
ANSWER: Yes; depending on quantities, the material may be utilized onsite.
Q44 - Does the Government have a designated area within the Spring Mountain Recreation area, where the Contractor can dispose of excess material generated from trench excavation?
ANSWER: No
Q45 - Given that the existing horse structures have been demolished, please clarify the Government’s response to Q2 (Amendment 001) as follows: Is the required site preparation limited to removal of the existing manure piles and spreading/reshaping the existing dirt/rock piles located on the sides of the old corral site; Or, In addition to the installation of 8” of structural fill and 6” layer of topsoil, does the revised description of work continue to include removal of earth – 8 inches below the existing surface from all disturbed areas and disposal/removal of the excavated earth to an authorized/certified landfill?
ANSWER: The structures have been removed. The majority of the work will be to remove the manure piles, spreading and reshaping the area and providing topsoil etc as indicated on the plans.
Q46 - Has the contaminated earth, described in Note 4 Plan Sheet 7 of 34, been classified as hazardous material by any Federal, State or Local Agency, or independent laboratory? Does the contaminated earth (described above) consist exclusively of animal waste; and/or, is there some other contaminants present in the earth the Government requires removed from the project site? Q52 - Please clarify Note 6 on Plan Sheet 29 of 34 as follows: Does the Government require only one (1 EA) ladder per each tank? Does the Government require one (1 EA) ladder for each manway? Note: See Note 6 Plan Sheet 30 of 34 which indicates singular.
ANSWER: Yes; one ladder per tank.
Q53 - Per Plan Sheet 30 of 34 the height dimension of the manway is depicted as being 30” on the section elevation; however, per the fiberglass tank grading detail (on the same Plan Sheet) the manway appears to be 18” above the 4’ fill line [fill line as depicted over the top of the tanks]. Please clarify Note 1 on Plan Sheet 30 of 34.
ANSWER: Man ways are to extend 18” above finished grade. The tanks require a minimum 4 foot burry depth. The 30” is not an accurate depiction.
Q54 - the height dimension of the four (4) tank manways 30” or 66”?
ANSWER: 66”
Q55 -Does the Government require a minimum or maximum distance between the two (2) fiberglass storage tanks? (Reference Plan Sheet 29 of 34).
ANSWER: No maximum distance required.
Q56 -The manway section (elevation) on sheet 30 of 34 depicts 3 rungs on 12” centers. Does the Government intend for the integrally constructed rungs to be used as part of the referenced ladder (reference Note 6 on same Plan Sheet). Please clarify is the requirement for rungs and ladder the same thing?
ANSWER: The rungs may be part of the ladder. They need to be integrally constructed to tie into or connect to the ladder.
Q57 -Will the Government allow the Contractor to utilize OSHA approved shoring in lieu of back sloping the trench walls? See relevant Note #1 on Plan Sheet 24 of 34.
ANSWER: Yes.
