Solicitation No. AG-024B-S-16-0010 U.S. Forest Service Janitorial Services, NIFC National Office
QUESTIONS AND ANSWERS
FEBRUARY 19, 2016
1. How many staff members were used to fulfill the requirement?
This is considered proprietary information, so we cannot provide an answer.
2. Are the janitorial duties for the new solicitation the same, decreased or increased?
The requirements are similar to the existing contract.
3. Apparently the contractor must provide consumables (toilet paper, soap, etc.). What is the complement (FTE) of the Fire Center?
See updated Section 3.1, Scope of Work, Contractor Provided Equipment and Supplies regarding supplies. See updated Section 3.1 Scope of Work, Description of Services for number of employees.
4. Please reference solicitation page 62, Part II Experience and Qualifications: It states, “Explain who is going to do the work, their skill level and classification, how many years of experience each person has that is assigned to the project.” Question: If the government requires names of individuals and their work experience for this contract, please provide us a complete list of incumbent personnel presently working at NIFC (name, experience, skill level and classification). Per Executive Order 13495 Non-Displacement of Qualified Workers Under Service Contracts when providing right of refusal of employment to all predecessor contract employees.
See updated Section 4.4 Addendum to FAR Provision 52.212-1 Instructions to Offerors – Commercial Items (Incorporated by Reference), Proposal Format and Content, Part II – Technical Capability & Past Performance, Technical Capability, Experience and Qualifications.
5. Would you mind telling me how many restrooms in the 17 buildings there are?
See attachment titled “S160010 Map and Floorplans”.
6. We plan to hire immediately and locally there if we are awarded this contract, does that disqualify us if we do not have the Experience/Qualifications in the Technical Proposal when sending in the quotes? We will have either myself or someone of the same capabilities and experience to fly there and take care of everything immediately and to train once the badging, fingerprints, drug tests and background checks come back which is generally very quickly.
See updated Section 4.4 Addendum to FAR Provision 52.212-1 Instructions to Offerors – Commercial Items (Incorporated by Reference), Proposal Format and Content, Part II – Technical Capability & Past Performance, Technical Capability, Experience and Qualifications.
7. There is no clear directive for who provides the supplies. It is more a informative and suggestive section. Does the contractor or the government supply the needs for the site? If the contractor does, can we get a estimates of population (high/low) for each building.
