Section B: Description of the Supplies/Services Required

Purchase and installation of a third centrally managed alarmed Protected Distribution System (PDS) drop box. Contractor will install one (1) PDS drop box with appropriate hardware to support the SIPRNet desktop computer in - where the fiber optic patch panel, Interceptor, Stoplight, TACLANE, and network switch reside. Contractor will use on-hand interlocking armored fiber optic cable between the IPS container and the PDS drop location.

Contractor installation will comply with Air Force Systems Security Instruction (AFSSI) 7702 and AFSSI 7703 requirements.

Section C: Justification for Soliciting from a Single Source or Brand Name

Network Integrity Systems has already installed two Protected Distribution Systems on Kirtland AFB that allows AFIT/EXA to connect to AFIA's servers and participate in the vendor's 24/7 service contract with AFIA. This will save $70,000 in up front server costs, plus an additional $10,000 every year (beginning in Year 1) in 24/7 service-related costs.

Section D: Efforts to Obtain Competition

Previous requirements for this system have been solicited via 2GIT with no responses, and then solicited via SAM with only one response. New research has been conducted and revealed that neither 2GIT nor GSA offers what the customer requires.

However, the contractor currently has systems connected to an already existing network and already has the compatible equipment. It is not feasible to go with another contractor to set-up a different system that is not compatible with an already existing system.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

At this time there is no indication that the AFIT will require more of this product. It is without its full operational capability for as long as the College does not have a PDS that satisfies (S) PDAFI 33-214 Volume 1, (S) Emission Security Assessments (U) (formerly Air Force Systems Security Instruction (AFSSI) 701 O) requirements. Any other products and services from any other vendor will require additional time and runs the risk of using a vendor that has no prior successful experience installing a PDS on an Air Force installation. If the requirement does recur in the future, the CO will evaluate current systems and maintenance contracts in place to determine feasibility of other options.
