ALL DOLLAR VALUES SHOULD BE TO TWO DECIMALS. Ensure extended prices are exactly divisible by the quantity of units. To avoid calculation errors when using excel, make sure workbook has “set precision as displayed” checked. This will ensure that any previous rounding calculations sum correctly.

11. BASIS OF AWARD

IAW FAR 13.500(a), contracting officers may use any simplified acquisition procedure in Part 13, subject to any specific dollar limitation applicable to the procedure. The Government will evaluate the offeror's proposals IAW FAR 13.106-2 Evaluation of Quotations or Offers. The Government will use two factors to evaluate the proposals: Technical Acceptability and Price. Technical Acceptability will be evaluated on an "Acceptable" or "Unacceptable" basis. Price will be evaluated to determine if it is fair and reasonable.

The Government will award to the offeror who is technically acceptable offering the lowest Total Evaluated Price (TEP). First, the Government will rank the proposals from lowest price to highest Initial TEP (ITEP). Next, the Government will evaluate all proposals for technical acceptability. If the lowest priced proposal is considered technically acceptable, the Final TEP (FTEP) is complete and reasonable, and the contractor is found to be responsible IAW FAR 9.1, this proposal represents the best value to the Government and the evaluation process is complete at this point. If the lowest priced proposal is not technically acceptable, the Government will consider the correction potential of the proposal and may enter into negotiations with that contractor. If the Government deems the proposal not easily correctable via negotiations, or if after negotiations with that contractor, that proposal is no longer the lowest priced proposal, the next lowest priced proposal will be considered for award. The evaluation process will continue until reaching a technically acceptable proposal with the lowest complete and reasonable TEP. The Government anticipates award to the offeror at the lowest total aggregate price meeting the stated requirements for all line items.

The contracting officer (CO) will determine prices fair and reasonable through the use of one or more of the evaluation techniques at FAR 13.106-3.

12. OMBUDSMAN

In accordance with AFFARS 5352.201-9101, Ombudsman (JUN 2016), an Ombudsman has been appointed to hear and facilitate the resolution of concerns from Offerors, potential Offerors, and others for this acquisition. If resolution cannot be made by the CO, concerned parties may contact the following agency:
