AFICAFA445217R0041 LOSA - Amendment 4 Q&A’s
1. Is there a LoadMaster (LM) LOSA requirement for the KC-46, KC-135 and KC-10?
Answer: There are no loadmasters on the KC-46, KC-135, or KC-10. They have a boom operator who performs the same cargo functions as a loadmaster in addition to their refueling specific duties.
2. The KC-46 is in included as an optional CLIN for years 3 and 4 on the Information Sheet but not on Table 1 of the PWS. Which is correct?
Answer: The Information Sheet is correct. The PWS was not updated to match the Information Sheet on previously. This Amendment includes this PWS correction. Please use the Information Sheet pricing worksheet as for pricing all CLIN’s as instructed.
3. Reference the note under Table 2 in the PWS. It states that new operations listed in paragraph 1.2.1.2.1 will require 50 observations each for proof of concept. How many new operations per A4T LOSA exercised CLIN will be expected?
Answer: PWS paragraph 1.2.1.2.1 explains what may be covered in an A4T LOSA and is not meant to be all inclusive of A4T to be covered in future LOSA’s. The expectation is to include about three A4T operations in a given year. This allows the Government flexibility to spread out A4T LOSA observations as well as allow time for any changes implemented to an A4T process based on the results of one year’s LOSA to take effect before evaluating that same A4T process on the next year’s A4T LOSA.
4. Is the database housed by the Government or the contractor? Who houses the LOSA database, the Where does the LOSA database reside - USAF hosted server and if so, where, and if not, is it the contractor's responsibility and is that for the term of the contract or some other time period?
Answer: LOSA data is housed the contractor’s server as well as provided to the Government in the Logistics Data Query Tool (LDQT). The contractor will store all past and new LOSA data in order to provide comparisons to previous LOSA’s. The contractor is responsible for housing all database information while on contract. At completion of contract, all data is to be delivered to the Air Force in one of the acceptable formats.
